Orientation - April 12, 2012
Meeting called to order by County Board Chair Standafer at 5:30 p.m.
17 Present; 2 Excused - Fred Yoerg and Fred Horne
1. Welcome and Introductions - Chair Standafer and County Administrator Patrick Thompson - Chair
Standafer welcomed the County Board Supervisors. County Administrator Pat Thompson congratulated
the County Supervisors and provided a background on guest speakers, Andrew Phillips and J. Michael
Blaska. Thompson thanked staff members for their work on planning this orientation session.
Department heads who were present introduced themselves: Building Services Director Art Tobin,
Interim Planning and Zoning Direct Pete Kling, Economic Development Director Bill Rubin, IT Director
Tom Boron, HHS Director Fred Johnson, Land & Water Conservation and Parks Director Bob Heise,
Emergency Support Services Directory Casey Swetlik, UW-Extension Family Living Agent Joan Sprain,
Clerk of Court Lori Meyer, Register of Deeds Beth Pabst, Child Support Administrator Katy Kapaun,
Treasurer Laurie Noble, Medical Examiner Patty Schachtner, Veteran Service Officer Merlin Blaisdell,
Highway Commissioner Tim Ramberg, Human Resource Director Tammy Funk, Risk Manager Kristen
Ziliak, Corporation Counsel Office Manager/Paralegal Kathy Spott, Sheriff John Shilts, Judge Scott
Needham, Corporation Counsel Heather Wolske, Corporation Counsel Don Gillen, and County Clerk
Cindy Campbell.
2. Roles and Responsibilities - Andrew T. Phillips, Attorney, Phillips Borowski provided an overview on
open meetings and public records. J. Michael Blaska, Director Programs & Services, Wisconsin Counties
Association and former Dane County Board Member & Chair reviewed parliamentary procedures.
Heather Wolske highlighted the Rules and Bylaws. Thompson highlighted the Strategic Plan, budget
process and organizational chart. Don Gillen reviewed the process of populating the standing committees
and Health and Human Services Board.
3. Equipping for Success - Supervisor Toolkit - Tammy Funk, Human Resource Director reviewed
payroll, employee portal, and badges. Cindy Campbell, County Clerk reviewed County Clerk duties in
relation to the County Board, County Board Room seating and voting equipment, sign-in sheets and per
diem. Kristen Ziliak, Risk Manager provided a brief demonstration on the document management
software system and the county website.
