OFFICIAL MINUTES
ST. CROIX COUNTY TRAFFIC SAFETY COMMISSION MINUTES
The St. Croix County Traffic Safety Commission Meeting was held on May 9, 2012, in
the Room #1281 of the Government Center in Hudson.
Members Present: Captain Klatt, Tim Ramberg, Greg Helgeson, Dennis M. Johnson,
J.R. Dachel, Matt Melby, Brian Hurtgen, William Peavey and Kelli Calleja
Sergeant Erickson joined the meeting at 10:04 a.m.
Others Present: Steve Bachman, Traffic Engineer with Wisconsin DOT
1. CALL TO ORDER. ROLL CALL.
Chair Klatt called the meeting to order at 10:00 a.m.
Chair Klatt then introduced our two new members: J.R. Dachel and Matt Melby.
Both new members spoke briefly about themselves.
Chair Klatt then provided each member of the committee with a copy of
Wisconsin Statute #83.013 regarding the duties of the traffic safety commission.
2. APPROVE/AMEND AGENDA ITEMS
Greg Helgeson requested to add a new item to the agenda -
- Stillwater Bridge Construction Plans
MOTION was made by Tim Ramberg to amend and add this item to the agenda;
seconded by Matt Melby. Motion carried. No negative vote.
3. APPROVE/AMEND MINUTES OF January 18, 2012 MEETING.
MOTION was made by Greg Helgeson to approve the January 18, 2012 Minutes;
seconded by Brian Hurtgen. Motion carried. No negative vote.
4. PUBLIC COMMENT.
None at this time.
5. STATE PATROL TRAFFIC REPORT.
Sergeant Erickson discussed some of the major construction projects that are
currently taking place on I-94. He advised that construction at STH 65/I-94 will
end this year in 2012, then resume again in 2013 into the early fall.
Sergeant Erickson also advised that the Stillwater Bridge will be closing in
September for maintenance, which will cause a traffic backup. The morning and
I
evening commutes will get very interesting as motorists attempt to find new
routes to get through the county.
6. TRAFFIC CONCERNS AND UPDATES FROM D.O.T.
I-94 / CTH B, Woodville - Greg Helgeson advised that this project should be
completed by the end of August, 2012.
William Peavey expressed his concerns with the CTH B project. He advised that
there is a problem with the placement of the stoplights that are currently in place.
Greg Helgeson told Mr. Peavey that he would check into the placement of those
stoplights.
I-94 / STH 65, Roberts - Greg advised that the main construction on this project
should be completed in November, 2013.
STH 65 Roundabouts - Greg discussed all four roundabout projects. He advised
that for safety purposes, temporary 4-way stops are in place and more may be
added.
STH 65 / 70th Avenue - Greg advised that this is not yet final, but it appears that
Truck Stop/Gas Station/Convenience Store/Fast Food Restaurant facility is
expected to be built this summer, and opening this fall. Greg advised that there
will be a stoplight and turn lanes put in place that will remain there for
approximately 4-5 years. After that time, more than likely, a roundabout would
be put in its place.
Stillwater Bridge Project - Greg displayed a map for the committee members to
view. He also talked about new interchanges, roundabouts and ramp terminals
that will be constructed on STH 64 / STH 35. Much discussion and input from
committee members.
Greg told the committee that the old bridge will stay in existence and will be used
as a bike/pedestrian trail. Tim Ramberg advised that there has been discussion as
to who would be responsible for the care/maintenance of this trail.
Greg advised that this project will be starting next year and will hopefully be
completed in 2016.
Wisconsin Fatality Report
Dennis Johnson advised that as of May 8, 2012, there have been 159 fatalities
statewide, and there were 137 fatalities YTD - 2011. He also reported that the 5
year average as of Sunday, May 6, 2012 was 164.

Legislative Report
Dennis informed the committee that Act 164 (GDL Phone Ban) goes into effect
on November 1, 2012. This prohibits instructional and probationary license
holders from using a mobile phone while driving; except to report an emergency.
Also, Act 208 (ATV/UTV Operation) goes into effect on July 1, 2012. This
requires a registration sticker on private-use ATV/UTV; and requires plates and a
sticker on public-use.
Laws of the Month
Dennis distributed a handout for committee members to review.
- April: Wisconsin's `Absolute Sobriety Law' means not a Drop of Alcohol
for Drivers under Age 21
- May - Drivers Must Yield to Pedestrians
- June - Drunk Drivers Face Court-Ordered Installation of Ignition
Interlock Devices
Wisconsin New Driver's License
Dennis Johnson passed around a handout from the DMV that shows what the new
Wisconsin Driver Licenses/Identification Cards will look like. He advised that
when a person goes in to renew their DL/ID Cards, they will only be given a
temporary slip of paper to use; it will take approximately 2-4 weeks to get the
hard copy.
7. REPORT ON TRAFFIC FATALITIES IN ST. CROIX COUNTY.
Chair Klatt informed the committee that there have been 4 fatalities in our county
since our last meeting in January. Two were handled by the St. Croix County
Sheriff s office and two were handled by the Wisconsin State Patrol.
8. COMMITTEE MEMBERS COMMENTS
Dennis provided each member of the committee with two handouts regarding
summer heat and the dangers it can present to children, pets and the elderly.
Dennis also discussed Teaching Safe Bicycling; and the Memorial Day Click It
Mobilization which will be taking place May 21st - June 3ra
Jeff brought up the crossovers on STH 35 / STH 64. He notified the committee
that there was recently an emergency in the Somerset area and there is some
concern in reference to the fact that there is such a long stretch between the CTH
VV crossover and the CTH C crossover. Greg advised that he would check into
the possibility of adding another crossover in that area.

Brian Hurtgen reported that the superintendent for the Glenwood City schools
would like to see a safety cross / pedestrian crosswalk installed. He presented a
drawing to Greg Helgeson, showing where they would like this installed.
Greg advised that he has had discussions with the superintendent regarding this
request. He noted that he has advised the superintendent that the DOT would
more than likely grant the permit for this request; however, Glenwood City would
be responsible for providing the walkway. Greg told Mr. Hurtgen that he would
contact the superintendent once again regarding this issue.
J.R. Dachel advised that there will be some road construction on Main Street in
Baldwin. Baldwin's annual celebration, June Bug Days, will be taking place June
8 - June loth; therefore, they are anticipating that construction will start after this
celebration has concluded, and they are hoping to have it finished before school
starts in the fall.
Tim Ramberg brought up the subject of the increased speeds that are/will be used
by the railroads. He feels that the public should be made aware of this change.
Matt Melby advised that he has heard some concerns from citizens regarding the
STH 65 / CTH G construction project. These concerned citizens feel that there
needs to be better signage in that area. Greg advised that he will go look at that
intersection today.
There was a brief discussion by the committee regarding ATV/NEV
(Neighborhood Electric Vehicles) use in our county.
9. FUTURE AGENDA ITEMS
a) Follow-up on the STH 35 / STH 64 crossover;
b) Glenwood City crosswalk request.
10. SET NEXT MEETING DATE AND TIME
The next meeting date is July 18, 2012.
11. ADJOURNMENT
Chair Klatt asked if there was anything else to be addressed, no comments made.
MOTION to adjourn the meeting was made by Brian Hurtgen; seconded by
Sergeant Brian Erickson. Motion carried. No negative vote.
