FUNDING
WELFARE FRAUD CONTROL PROGRAMS

St. Croix County, Wisconsin
WHEREAS, for years the St. Croix County Sheriffs department, Human Services
department and the District Attorney's office have worked cooperatively and successfully in
the investigation, prosecution and prevention of welfare fraud; and
WHEREAS, this work has been made possible by federal funding of 75% of the costs
of welfare fraud control programs; and
WHEREAS, Wisconsin is in the process of passing sweeping new welfare reform
legislation and has recently received federal approval to be a pilot state in a national
welfare reform effort; and
WHEREAS, at the same time a reduction in federal funding of welfare fraud control
programs from 75% of costs to 50% of costs will occur on April 1, 1994; and
WHEREAS, new welfare programs, no matter how innovative or imaginative, still
require welfare fraud control programs to ensure that the welfare programs are operating
lawfully; and
WHEREAS, St. Croix County is not in a position to make up the lost funding and
would likely have to cut back its successful welfare fraud control program; and
WHEREAS, legislation is being considered by the Wisconsin Assembly which
provides supplemental payments to counties to make up for the loss of federal funding
(LRB- 4817); and
WHEREAS, restoration of the federal funding is most appropriate for the counties

and State of Wisconsin.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that it
supports the passage of LRB -4817 which provides supplemental funding to counties for
welfare fraud control programs;
FURTHER, be it resolved that St. Croix County supports the restoration of 75%
federal funding of welfare fraud control programs and that appropriate state officials and
agencies work with our federal legislators to restore that funding;
FURTHER, be it resolved that the County Clerk send a copy of this resolution to
Governor Tommy G. Thompson, U.S. Senator Herbert H. Kohl, U.S. Senator
Russell D. Feingold, U. S. Representative Steven Gunderson, State Senator Alice Clausing,
State Representative Alvin Baldus, State Representative Sheila E. Harsdorf, and State
Representative Harvey Stower.
