CREATE A STATE COMMISSION ON UNFUNDED MANDATE RELIEF

WHEREAS, St. Croix County voters in November, 1990 overwhelmingly voted for
a referendum question stating their concern about the Wisconsin Legislature's continued
passage of legislation creating unfunded mandates on local government;
WHEREAS, the same referendum question was overwhelmingly adopted by voters
in each of Wisconsin's other 71 counties;
WHEREAS, the Wisconsin Legislature has not enacted reforms that have
significantly reduced the practice of passing unfunded mandates;
WHEREAS, the Minnesota Legislature in 1993 passed legislation creating a
Minnesota Board of Government Innovation and Cooperation that has the authority to
"make recommendations to the Legislature regarding the elimination of state mandates that
inhibit local government efficiency, innovation, and cooperation;"
WHEREAS, the Minnesota Board of Government Innovation and Cooperation also
has been given authority by the Minnesota Legislature to wave administrative rules and to
provide exemptions from state laws;
WHEREAS, this Board provides a useful example to the State of Wisconsin of what
can be done to address this unfunded mandates issue,
THEREFORE, the St. Croix County Board of Supervisors recommends to the
Wisconsin Legislature that it consider legislation creating a state council with a
similar concept and authority as the Minnesota Board of Government Innovation and
Cooperation and review and consider laws passed by other states to address the issue of
unfunded state mandates on local government.
