COUNTY ROAD CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1995
SECTION I. The County Board of Supervisors of St. Croix County, Wisconsin,
egularly assembled, does hereby ordain that such funds as may be made available
o the county for highway work in the year 1995 under the provisions of Section
0.395 and Chapter 86 of the Statutes, and the additional sums herein appropriated,
hall be expended as hereinafter set forth:
SECTION II. COUNTY TRUNK HIGHWAY ALLOTMENT: WHEREAS, the Division of Highways
as notified the County Clerk that sum of money estimated to be one million ten
housand dollars ($1,010,000.00) will be available at the end of the fiscal year
nder the provisions of Sections 86.30 and 20.395 of the Statutes, for the county
runk highway system in the county, but the actual amount will not be known until
he close of the fiscal year ending June 30, 1995.
NOW, THEREFORE, BE IT RESOLVED that the County Transportation Committee is
uthorized and directed to expend the said sum to the extent required to match and
upplement federal aid for construction, right of way, and other costs on any
rojects located on the county trunk highway system of said county, which are not
ecovered from federal funds, and to expend any balance for constructing, repairing
nd maintaining such county trunk highway system and the bridges thereon, including
now and ice removal and control, as directed in Section 86.30 (7) of the Statutes,
nd to reimburse the general fund for any expenditures that may be made therefrom
â– ursuant to Section 83.01 (6) of the Statutes. The distribution to such purposes
s estimated, but not specifically directed, to be as follows:
SECTION III. WHEREAS, certain additional highway improvements in the county are
necessary and warranted.
NOW, THEREFORE, BE IT RESOLVED that the County Board does hereby appropriate the
`ollowing sums for the purpose hereinafter set forth:
(1) The sum of one hundred fifty three thousand five hundred dollars
$153,500.00) to match federal and state funds for construction on the County Trunk
iighway System, to be used toward the following projects as far as funds will
)ermit:

(2) The sum of four hundred eighty five thousand dollars ($485,000.00) for
: onstruction on the County Trunk Highway System toward the following projects as
far as funds will permit:

(3) For the maintenance of the County Trunk Highway System, the sum of one
nillion five hundred thirteen thousand eight hundred dollars ($1,513,800.00).
(4) For administration, including Highway Department salaries, office and
travel expense, the County Highway Commissioner, his clerks and assistants not paid
from construction or maintenance funds, the sum of three hundred seventy eight
thousand dollars ($378,000.00).
(5) For surveying salaries, office and travel expenses, not paid from Highway
Department administration, construction, or maintenance funds, the sum of ninety
seven four hundred eighty dollars ($97,480.00).
Total authorized in this section $2,627,780.00

SECTION IV. WHEREAS, appropriations are made herein, in addition to the amounts
be received from the state and available for work in the county under Section
).395 of the Statutes.
NOW, THEREFORE, BE IT RESOLVED that the County Board does hereby levy a tax on
L1 of the property in the county to meet such appropriation as follows:
(1) For the various purposes as set forth in Section III hereof, the sum of two
illion six hundred twenty seven thousand seven hundred eighty new dollars
2,627,780.00).
WARNING: It is directed that provision for this levy shall be made in the
ounty budget, but that this levy shall not be duplicated.
SECTION V. WHEREAS, the various highway activities for which provision is made
a this resolution are continuous from year to year, and the exact cost of any work
annot be known at the time of making the appropriation therefore.
NOW, THEREFORE, BE IT RESOLVED that this Board does hereby direct that any
glance remaining in any appropriation for a specific highway improvement after the
ame shall have been completed may be used by the County Transportation Committee
o make up any deficit that may occur in any other improvement, which is part of
he same item in the county budget, for which provision is herein made, and any
alances remaining at the end of the year in any highway fund shall remain and be
vailable for the same purpose in the ensuing year.
SECTION VI. WHEREAS, the exact amount of the funds that will become available
rom the state for highway purposes in the county under Section 20.395 of the
tatutes will not be known until on or after June 30, 1995.
NOW, THEREFORE, BE IT RESOLVED that the County Treasurer is hereby authorized
nd directed to make payments for any purposes for which such funds are to be used,
s hereinbefore authorized from any funds in the county treasury that are not
equired for the purposes for which appropriated prior to the next August 1st, and
o reimburse such funds in the county treasury from sums received under Section
0.395 of the Statutes.
SECTION VII. WHEREAS, the County Transportation Committee and the County
ighway Commissioner are charged with the duty and responsibility of carrying out
he construction and maintenance of highways for which provision is made, and other
elated supervisory and administrative duties.
NOW, THEREFORE, BE IT RESOLVED that the County Highway Commissioner shall have
uthority to employ, discharge, suspend, or reinstate such personnel as he deems
ecessary for which purposes provided, however, that the County Transportation
ommittee may by action recorded in it's minutes determine the number of persons
o be hired and may also at any time by action so recorded order the County Highway
ommissioner to employ, discharge, suspend, or reinstate any such person. The term
personnel" or "persons" shall include all patrolmen, laborers, foremen, clerks,
tenographers, or other employees necessary to carry on such activities.
