CROIX RIVER Resolution No. / 3 (q3) St. Croix County, Wisconsin WHEREAS, public boat access to the St. Croix River in St. Croix County is extremely limited; and WHEREAS, the Wisconsin Department of Natural Resources (DNR) is interested in funding the purchase and development costs of an access if a sponsor can be found to operate and maintain it; and WHEREAS, the access would be offered for use by the public at no cost or reasonable cost; and WHEREAS, the Planning and Development Committee supports the development of an access to be operated and maintained by the County. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that it . . . . supports the development of a public boat access by the DNR on.the. St. Croix River in St. Croix County to be operated and maintained by the County; FURTHER, be it resolved that the Planning and Development Committee is authorized to pursue and develop a final plan to be brought back to the Board for final action. CROIX COUNTY COURTHOUSE ' " 911 FOURTH STREET • HUDSON, W1 54016 - -_,, - (715) 386 - 4674 MEMO TO: St. Croix County Board of Supervisors FROM: Planning and Development Committee DATE: April 27, 1993 RE: Resolution Supporting Development of a Public Boat Access on the St. Croix River -- Background Information St. Croix County has the opportunity to provide a free or reasonable cost boat access (ramp) on the St. Croix River. The County has been asked by the Department of Natural Resources to sponsor a boat access on the St. Croix River, if one becomes available. The Planning and Development Committee have voted in favor of presenting a resolution supporting a boat access on the St. Croix River to the County Board of Supervisors. . For a variety of reasons, the Department of Natural Resources is interested in having a free or minimal fee boat access on the St. Croix River. However, the DNR is not interested in operating and maintaining such an access. If the DNR has a sponsor interested in operating and maintaining a site, then they will work with the sponsor to purchase and develop a boat access. It will not pursue a_.site without .a.. local : sponsor. .. At present, the DNR does not have a proposed site. An agreement would be worked out between the DNR and the sponsor on how to proceed with purchase, development, operation and maintenance, after a site is found. The site would probably include: a boat landing /ramp, parking lot and handicapped accessible dock /pier. The DNR would fund the purchase of the site, development costs and any major repairs in the future. DNR Fisheries Manager Marty Engel estimated maintenance and operation costs would range from $2,000 to $3,000 per year for an unattended access and between $3,000 to $5,000 per year for an access with an attendant present on weekends and holidays from Memorial weekend to Labor Day weekend. These estimates, which are based on City of Hudson actual operating costs at their present landing, have been reviewed by Parks Director Joe Grant. Information regarding these estimates is provided in the chart below. This seems like a very small investment on the County's part to obtain an access on the St. Croix River, especially in view of the fact that it is a national scenic riverway which has numerous controls that limit the public's access. The DNR would probably invest between $100,000 and $200,000 in the purchase and development of the facility. The resolution supports the DNR in its interest in a public boat access on the St. Croix River and it indicates the County's interest in being a local sponsor of such a site. However, it does not commit either the DNR or the County to the development of an access. A final agreement and plan of action would have to be brought back to the County Board for action before entering into a full commitment to the project. A final agreement would be developed by the Planning and Development Committee, the County Parks Department and the DNR.
