BY THE DEPARTMENT OF NATURAL RESOURCES
RESOLUTION NO. 54 / ` 5 3 a
ST. CROIX COUNTY, WISCONSIN
WHEREAS, St. Croix County needs solid waste from out -of -state units, specifically from Minnesota, in
order to meet the County's contractual obligations with a privately operated waste -to- energy facility, and,
WHEREAS, Wisconsin Administrative Code NR544.09 requires out -of -state governmental units to make
application for effective recycling program status to the Wisconsin Department of Natural Resources, in
order to dispose of solid waste within Wisconsin, and,
WHEREAS, out -of -state governmental units are not willing to make application to the State of Wisconsin
for certification of their recycling programs.
NOW, THEREFORE, BE IT RESOLVED, that the St. Croix County Board of Supervisors does hereby
request that NR544.09 be amended to allow for state level certification of out -of -state units where the
respective state has comparable recycling requirements for local governments, and
BE IT FURTHER RESOLVED, that the Department of Natural Resources certify an out -of state unit's
recycling program as effective based on recycling information obtained from a respective state
organization on that out -of -state unit.
