St. Croix County, Wisconsin
WHEREAS, the County Board adopted new rules and by -laws on March 10, 1992;
and
WHEREAS, the rules and by -laws were last amended November 17, 1992; and
WHEREAS, the Administration committee has further reviewed the rules and by-
laws since they were last amended and recommends the attached amendment.
THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors
that the County Board Rules and By -Laws be amended as shown on the attached.

In doubtful cases, any supervisor may call for a division (a counted vote).
2. Every supervisor present when a question is put, or when his name is called,
shall vote unless otherwise excused by the Board.
3. A supervisor may abstain on a vote, but upon completion of the vote, he /she
is required to explain to the Chair the reason for his /her abstention. The
Chair may approve or reject the reason. If the reason is rejected, the
supervisor must then vote yes or no. No supervisor shall be permitted to
explain his /her vote while the vote is being taken.
4. If a supervisor must leave the meeting during a debate or misses a vote,
he /she shall be required to vote upon his /her return. This rule may be
waived by the Chair. No supervisor who is not in attendance can vote (no
proxy votes).
5. Any supervisor may request a roll call vote. All votes on ordinances,
resolutions, and motions involving the expenditure of funds shall be by roll
call vote.
6. In all roll call votes the roll shall be called in numerical district rotation; the
district voting 2nd in the last roll call vote of the Board shall begin the next
roll call vote.
ARTICLE VI
COUNTY OPERATIONS POLICY
Section A. All County contracts shall be first reviewed by the Corporation Counsel and
Administrative Coordinator, and if acceptable, and except as required by law, the contract
shall be signed by the County Board Chair, County Clerk and Administrative Coordinator.

ARTICLE VII
AMENDMENT OF RULES
These Rules and By -laws may be amended by a two- thirds vote of the Board after
consideration by the Administration Committee.
