The St. Croix County Health and Human Services Board met on May 07, 2012 at the St. Croix
County Health and Human Services/Health Center complex.

Chair Horne called the meeting to order at 8:30 AM noting the meeting was properly and legally
publicized.
NEXT MEETING The next Health and Human Services Board meeting is scheduled for
Monday, June 11, 2012 at 4:00 PM with the Open Public Hearing following at 5:30 PM.
MINUTES Motion A motion was introduced by Yoerg, seconded by Larson, and unanimously
adopted: That the minutes of the 04/04/12 and 04/25/12 Health and Human Services Board
meeting be approved with change noted by Berenschot.
FINANCIAL REPORT FOR NURSING HOME AND HEALTH AND HUMAN SERVICES:
Suchla distributed the preliminary 2011 year -end financial report. She has spent the majority of
her time completing 2011 year end claims to assure that all revenue that is available to the
department is reported.

She reviewed the report, noting most personnel lines are at 97% due to the changes that occurred
with the implementation of Act 10. St. Croix Industries (SCI) is a little over for personnel due to
need for more job coach time. SCI gets funding from Family Care and from jobs in the
community, which may increase the need for SCI personnel to assure client workers have
appropriate supports.
Aging budget review included a discussion on the utilization of trust accounts to pay for capital
expenses. The expense for the purchase is part of the monthly financial report, but the revenue
has been recorded and placed in a trust account from previous years and has not been recorded
on the monthly financial statement. More detail will be reviewed on trust accounts at a future
meeting as part of the financial reports.
Suchla pointed out that the ADRC expense is over by approximately $200,000. Revenues from a
designated fund balance were used to prepay a long term support payment for 2012. The Board
reviewed the long term care funding requirements for St. Croix County.
A shortfall of approximately $400,000 for 2011 is expected for the Nursing Home.
It was questioned if there was a capital expense plan for 2012. Suchla offered to give detail of
capital expense plan at the next meeting.
The HHS budget is projected to end the year with a positive balance of approximately $400,000.
A large reason for the positive ending balance is that Health and Human Services (HHS) is under
budget on contracted service. Placement service to address health and safety needs do fluctuate
and these areas will be highlighted in more detail in future fiscal reports.
Suchla is continuing to work with finance staff at the Government Center regarding financial
reports for 2012. Discussion on supplemental reporting was reviewed as the county format will
remain consistent between committees. Additional discussion included that this report is cash
based and supplemental reporting is planned to include projections. Board members would like
to see a column for monthly, year -to -date budget and year -to -date actual added.
The following financial report for Health and Human Services, Nursing Home, St. Croix
Industries, Aging and ADRC through March, 2012 was distributed.

Revenue is low due to delayed claiming for Health and Human Services programs, including the
ADRC. Billing has been completed for St. Croix Industries, but the receivables due are not
recorded on this report. The year -end close out for 2011 was the priority. Once these reports are
filed with the state, it takes approximately 2.5 months to receive monies.
Nursing Home budget was created a census of 62, but actual census has been much less, which
lead to operational adjustments. Expense and revenues figures will be modified with the move to
50 beds. More details will be available next month. The Nursing Home is not able to capture any
of the rate enhancements with going to 50 -beds until licensing is adjusted. None of the IGT
revenue has been booked through March of 2012. The IGT funds are in addition to the county
levy that is budgeted for the Nursing Home.
ESTABLISH MEETING SCHEDULE Board members reviewed the dates of other County
committee/Board meetings. HHS meetings will be held the first Monday of the month with the
exception of June and September. Health and Human Services is required to hold a public
meeting to solicit public input for the 2013 budget. The Open Hearing will be held June 11,
2012 at 5:30 PM with a regular meeting of the Health and Human Services Board held at 4:00
PM.
ESTABLISH ORIENTATION PLAN No definite plan for orientation was finalized. Initial
program review will be highlighted in conjunction with the fiscal report. Program mandates are
expected to be discussed in more detail at future meetings, which can be part of the orientation.
REVIEW HEALTH AND HUMAN SERVICES MANDATES Johnson distributed a list of
mandates from the Wisconsin Counties Association. This list will be a helpful frame of
reference but is not organized to look at each individual program. Johnson will work with
Corporation Counsel to coordinate how mandates line up with programs for Health and Human
Services.
Corporation Counsel is preparing a report of mandates for all departments. The report needs to
tie the programs to mandates. It would be useful for the Board to see how the budget ties into
the mandate report.
REVIEW FINANCIAL PROJECTIONS FOR 50 BED NURSING HOME Updated summary
of fiscal projections was provided to the Board based upon operational changes that have been
previously reviewed for a 50 bed facility. This trend shows increased demand in future years for
county levy to support operations. These projections were developed in conjunction with finance
and were reviewed with the auditors. When the facility is down to a census of 50 -beds, the
facility will request a move to 50 licensed beds. Then the Administrator position will be 50%
and is planned to move to a county employee position versus a contracted position. As
operational and staffing adjustments are made, a suggestion box will be set up for input from all
for the facility. The St. Croix Health Center is a 5 -star facility and this rating is updated
quarterly, but this rating does not enhance reimbursement.
REPORT ON NURSING HOME REFERRAL OUTCOMES A list of referrals not accepted at
the Nursing Home was distributed and reviewed by the Board.

Horne asked if there were any other issues to bring before the Board.
The next Health and Human Services Board meeting will be June 11, 2012 at 4:00 PM followed
by the Open Hearing at 5:30 PM. The Open Hearing offers opportunity for the public to give
input for the 2013 budget. Staff will be there to answer the public's questions.
