TO THE CITY OF NEW RICHMOND

WHEREAS, the County Board of Supervisors previously approved the sale of County
land to the State of Wisconsin for use by the Department of Corrections; and
WHEREAS, the Human Services Board has recommended annexation of a portion
of the Health Center property, and other property, to the City of New Richmond shown on
the attached map and described as follows:
The SE 1/4 of the NE 1/4 of Sec. 34, T31N, R18W
The SW 1/4 of the NW 1/4 of Sec. 35, T31N, R18W
The SE 1/4 of the NW 1/4 of Sec. 35, T31N, R18W
The SW 1/4 of the NE 1/4 of Sec. 35, T31N, R18W
The SE 1/4 of the NE 1/4 of Sec. 35, T31N, R18W
The NE 1/4 of the NE 1/4 of Sec. 35, T31N, R18W; except that parcel shown
on Lot 1 of the Certified Survey Map filed January 14, 1988 in Volume 7,
page 1935, document no. 433730, St. Croix County Register of Deeds office.
A parcel of land located in the SW 1/4 of the NV/ 1/4 of Sec. 36- T31N -R18W
more particularly described as follows: commencing at the West Quarter
corner; thence North 634.5 feet; thence East 33 feet to the East line of Wall
Street; thence North 308 feet to the Point of Beginning; thence North 300
feet; thence East 250 feet; thence South 300 feet; thence West 250 feet to
Point of Beginning.
A parcel of land located in the SW 1/4 of the NW 1/4 of Sec. 36 -T31N-
R18W more particularly described as follows: commencing at the West
Quarter corner; thence North 634.5 feet; thence East 33 feet to the East line
of Wall Street; thence North 608 feet; thence east 250 feet to the Point of
Beginning; thence East 60 feet; thence South 300 feet; thence West 60 feet;
thence North 300 feet to the Point of Beginning.
all in the Town of Star Prairie;
and
That section of the right -of -way of County Trunk Highway CC and County
Trunk Highway K bordering the above land or already within the city limits;
and
WHEREAS, the recommendation for approval of this petition is conditioned on the
City of New Richmond passing a resolution removing those portions of CTH CC and K
from the County trunk highway system; and
WHEREAS, the reasons for annexation are:
1) To facilitate provision of municipal sewer and water to the land authorized
to be sold to the State of Wisconsin (New Richmond has a policy that it will
not extend sewer and water over or to property not within the city limits);
2) Some of the land to be annexed has already been provided municipal sewer
and water (this was done prior to the adoption of the city's current policy);
3) Some of the land to be annexed is or is planned for development; and
4) Current use of the land to be annexed would not be adversely affected by city
zoning; and
WHEREAS, the City of New Richmond has discovered property which has not been
annexed to the City and, if not annexed, would create an illegal island of property within
the city limits that is not annexed to the City; and
WHEREAS, the Human Services Board is recommending that this resolution be
adopted to include land not previously authorized to be placed in the petition for
annexation.
THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors
that an amended petition for annexation be prepared and submitted to the City of New
Richmond for action; and
BE IT FURTHER RESOLVED that the Chairman of the Board of Supervisors and
the County Clerk be and are hereby authorized to execute the amended petition for
annexation and any other documents required to enable the City of New Richmond to take
action on the petition.

PETITION FOR ANNEXATION
St. Croix County hereby petitions the City of New Richmond to annex the following
property into the City:
The SE 1/4 of the NE 1/4 of Sec. 34, T31N, R18W
The SW 1/4 of the NW 1/4 of Sec. 35, T31N, R18W
The SE 1/4 of the NW 1/4 of Sec. 35, T31N, R18W
The SW 1/4 of the NE 1/4 of Sec. 35, T31N, R18W
The SE 1/4 of the NE 1/4 of Sec. 35, T31N, R18W
The NE 1/4 of the NE 1/4 of Sec. 35, T31N, R18W; except that parcel shown

Trunk Highway K bordering the above land and within the city limits not
previously annexed.
This petition is conditioned on the City of New Richmond passing a resolution
removing the sections of the rights -of -way of County Trunk Highway CC and K to be
annexed or already within the city limits from the County Trunk Highway system.
This petition is submitted for the purpose of facilitating the City of New Richmond
in providing municipal utility services to the Wisconsin Department of Corrections located
in the SE 1/4 of the NE 1/4 of sec. 34- T31N -R18W.
The petition need not be signed by any qualified electors residing in the territory to
be annexed because there were no votes cast from that territory in the last gubernatorial
election.
St. Croix County owns in excess of one -half of the land in area within such territory.
The current population of the territory to be annexed is 178 residents, primarily
residents of the St. Croix County Nursing Home and a Department of Corrections facility.
Notice of intention to file petition for annexation has previously been published in
the New Richmond News.
Copies of the notice of intention to petition for annexation and a scale map showing
the boundaries of such territory were previously sent by registered mail to the Clerk of the
City of New Richmond, the Clerk of the Town of Star Prairie, the Clerk of the New
Richmond School District, and the Wisconsin Department of Administration.
