HomeMy WebLinkAboutResolution 1992 (02) RESOLUTION TO CONTRACT WITH A RADIO CONSULTANT FOR AN EMERGENCY COMMUNICATION SYSTEM Resolution No. St. Croix County, Wisconsin WHEREAS, St. Croix County recognized the need to replace its aging and obsolete emergency communication system and issued a Request For Proposals to radio consultants throughout the Midwest; and, WHEREAS, the Request For Proposals asked for: an evaluation of the existing two -way radio system; plans for re- utilization of existing equipment and the addition of new equipment; design of a new dispatch center, if necessary; a Request For Proposals for the new system; and oversight of implementation of all system changes /additions; and, WHEREAS, in February, 1989, the User Board, Finance Committee, Public Protection Committee, and Highway Committee interviewed radio consultants and W. M. Montgomery & Associates was selected; and, WHEREAS, from 1989 to the present, Ward Montgomery of W. M. Montgomery & Associates has completed various stages of the project including measurement, testing, and evaluation of all equipment, evaluation of possible tower sites, procurement of a balcony site on the NSP tower for microwave and radio equipment, and other tasks; and, WHEREAS, Ward Montgomery's main conclusions are: that St. Croix County has poor radio /paging coverage for public safety emergency response personnel in the Somerset, New Richmond, and Glenwood City areas; that the existing radio microwave system is inadequate for the County's needs and obsolete in that many replacement parts are no longer available; that the present radio systems are plagued with co- channel interference; that the Communications Center is physically unable to accommodate additional equipment and personnel to meet the County's needs; and that the equipment within the Communications Center is no longer manufactured and will not survive a move to a new facility; and, WHEREAS, the following remains to be done: system design and engineering need to be completed; candidate system improvements developed that can be implemented on a modular basis over two budget cycles; detailed technical system and equipment specifications need to be drafted; general contract performance requirements must be established; a pre -bid conference should be held for potential bidders; bids received must be evaluated; engineering oversight of new equipment installation and the modification of old usable equipment provided; and proof of performance tests witnessed; and, WHEREAS, the User Board has been very pleased with Montgomery's work and found it to be cost effective and therefore recommends that St. Croix County sign a consulting engineering agreement with W. M. Montgomery & Associates to complete the remaining stages of this project to upgrade radio communications and equip a new dispatch center; THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors that it authorizes the County Board Chairman and County Clerk to sign a Consulting Engineering Agreement by and between St. Croix County, Wisconsin and W. M. Montgomery & Associates for the purpose of completing the new emergency communication system and equipping a new dispatch center. Dated this 1 4 0' day of C,;;,,Q;w� , 1992.
