HomeMy WebLinkAboutResolution 1992 (21) St. Croix County CITIZEN PARTICIPATION PLAN FOR WISCONSIN DEVELOPMENT FUND (WDF) GRANTS St. Croix County feels that the involvement of local citizens in the planning process is a critical step in the decision - making process. This involvement, and the decisions that stem from it, must be open and consistent with state and federal regulations. Therefore, the County Board has adopted the following Citizen Participation Plan which will allow local citizens, including those low and moderate income citizens who are residents of recognized blighted areas and /or target neighborhoods, to provide input into the decision - making process as it pertains to the Wisconsin Development Fund (WDF). The County Resource Agent will be responsible for the implementation of the Citizen Participation Plan (CPP). A. The County will publish notices of informational meetings in the "Tri- County South Advertiser" and "The Shopper ", weekly circulars distributed to all households in the County. Such notices will describe the WDF program and encourage all residents, especially those of low and moderate income, the main beneficiaries of the WDF program, to attend the meetings and provide input into the planning process. B. The County will provide timely access to public meetings, information, and records relating to WDF projects. All meetings shall be held after adequate notice. These meetings will be held at times and locations convenient to potential or actual beneficiaries, and meeting places shall be accessible to the handicapped. All records pertaining to the application and operation of the WDF, including the use of funds, will be kept on file at the office of the County Clerk. 1. If a target area is designated, at least one public meeting will be held within the target area. 2. All public informational meeting notices and agendas will be posted in the County Courthouse. The notices will also be published in the "Tri- Cotinty South Advertiser" and "The Shopper" two weeks before the meeting. 3. For projects concentrated in a specific target area or neighbor- hood, in addition to the above notification, notices shall be posted at locations of public gathering within the target area or neighborhood. 4. All meeting notices will include information on where and during what hours information and records relating to the proposed and actual use of funds may be found. Meeting notices must be worded in such a way as to encourage low and moderate income citizen participation. C. The County will provide technical assistance to all residents in developing proposals for WDF applications. This will be accomplished by providing residents information on the WDF program and the uses of grant funds. Residents are encouraged to contact the St. Croix County Resource Agent if they need assistance or have questions. If the County Resource Agent is unable to address their needs, the West Central Wisconsin Regional Planning Commission office at (715) 836 -2918, or the Wisconsin Department of Development at (608) 266 -3075, will be contacted to provide further assistance. D. Three (3) public informational meetings will be held in relation to an application for WDF monies. Notices will be published in the "Tri- County South Advertiser" and "The Shopper" and posted at the County Courthouse at least two weeks in advance of the meeting. The first public informational meeting will be held prior to the development of an application for WDF monies. This meeting will describe the WDF program, including eligible activities and needs. The second meeting will be held at the time the County applies for WDF monies to review proposed activities. The third public meeting will be held during the time period in which the WDF program is operating in the County to review program performance. The meetings will be held at locations accessible to handicapped persons. E. The County will respond to any written complaints or WDF proposals within fifteen (15) working days after the County Board has reviewed them at a County Board meeting. Citizens rust submit written complaints or WDF proposals to the County Resource Agent. The County will regularly survey communities to identify non - English speaking persons and will make all special efforts to assure them equal opportunity in the citizen participation process. RESOLUTION ADOPTING A CITIZEN PARTICIPATION PLAN FOR THE WISCONSIN DEVELOPMENT FUND c RESOLUTION NO. / (qa) ST. CROIX COUNTY, WISCONSIN WHEREAS, St. Croix County will apply for Wisconsin Development Fund (WDF) grants; WHEREAS, the State of Wisconsin Department of Development and the U.S. Department of Housing and Urban Development require recipients of Wisconsin Development Fund monies to have in place a Citizen Participation Plan; and WHEREAS, the Citizen Participation Plan shall encourage citizen participation (especially by persons of low -to- moderate income), provide citizens reasonable and timely access to local meetings and information, provide for technical assistance, provide for public meetings, provide for a complaint procedure, and accommodate non - English speaking residents; and WHEREAS, St. Croix County has prepared and publicly reviewed a Citizen Participation Plan. NOW, THEREFORE, BE IT RESOLVED, that the County Board of St. Croix County officially adopts the Citizen Participation Plan. OFFERED BY: St. Croix County Agriculture and Extension Education Committee.
