IMPROVEMENT IN STATE /COUNTY RELATION
IN THE FUNDING OF HUMAN SERVICES AND ECONOMIC SUPPORT PROGRAMS
Whereas, county government is laboring under the burden of unfunded
and underfunded state mandates;
Whereas, the residents of the State of Wisconsin have upheld an
advisory referendum in opposition to underfunded and unfunded state
mandates;
Whereas, local units of government are struggling with a need for
property tax relief;
Whereas, the State of Wisconsin is holding county government
accountable to meet all state and federal guidelines pertaining to
the delivery of human services, without adequate funding to ensure
such compliance;
Whereas, the Department of Health and Social Services has created
a new team of auditors to monitor human services agencies in
compliance;
Whereas, the focus needs to be on assisting counties to deliver
quality human services and to remain in compliance with state and
federal guidelines; as opposed to sanctions against county
government;
Whereas, the State of Wisconsin and county government need to share
the responsibility for decisions related to the delivery of human
services programs;
NOW, THEREFORE, BE IT RESOLVED, this llth day of August, 1992, that
the St. Croix Board of Supervisors urges the State of Wisconsin and
county government to develop a true and equitable partnership to
determine appropriate levels of human services considering the
availability of state and local funding, enabling St. Croix County
to continue administration of Human Services and Economic Support
Programs at a more reasonable cost to the County.
THEREFORE,BE IT FURTHER RESOLVED, that a copy of this resolution
be forwarded to Governor Thompson and St. Croix County's state
legislators.
