CITY OF NEW RICHMOND'S
RESOLUTION #099201

St. Croix County, Wisconsin
WHEREAS, American Resource Recovery of St. Croix (ARR) has requested that the City of New
Richmond assist ARR in obtaining industrial revenue bonds; and
WHEREAS, the City of New Richmond will not take formal action concerning the industrial revenue
bonds of American Resource Recovery of St. Croix until the St. Croix County Board of Supervisors responds
in writing of it's position on (see attached Resolution #099201):
1. The refinancing of the debt;
2. The construction of a monofill in St. Croix County by ARR; and
3. The conditions or contract modifications, if any, which it desires concerning the
application for refinancing the debt.
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors that:
1. St. Croix County does not foresee any adversities to the refinancing of ARR's
debt. The refinancing could only help the financial operation of the facility.
An amount of up to $50,000 be expended for noise abatement within six
months of issuance of the bonds. If this correction has not been made by
ARR, such funds will be withheld from County payments to ARR.

3. St. Croix County is not recommending any conditions or contract modifications
for ARR's debt refinancing, except that the noise emitting from the facility be
reduced to a level which is satisfactory to the City of New Richmond. Attached
is a letter from ARR stating the activities they would perform as a result of the
refinancing.
BE IT FURTHER RESOLVED that a copy of this resolution be mailed by the County Clerk to the City
of New Richmond.
