COMMITTEE TO INITIATE THE DEVELOPMENT OF A COUNTY ASH MONOFILL

St. Croix County, Wisconsin
WHEREAS, the St. Croix Waste -to- Energy Facility produces combustor residue
(ash) from burning municipal solid waste; and
WHEREAS, the ten year ash disposal agreement recently signed by American
Resource Recovery of St. Croix (ARR) and Lake Area Disposal Land Fill, Inc. (LAD)
and the County's current service agreement with ARR would likely require the
County to spend almost $2.5 million for ash disposal from 1993 through 2009; and
WHEREAS, the ash disposal agreement between ARR and LAD may only be
broken if ARR or the County develops an ash monofill on or before February 1,
1996; and
WHEREAS, the County could save the projected $2.5 million of ash disposal
costs and potentially generate additional revenues for the County's waste
management system by developing and operating a County ash monofill; and
WHEREAS, the County's Risk Manager has recommended that the County
develop the ash' monofill to reduce the County's liability and to exercise greater
control over final ash disposal.
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors that the Waste Management Committee is authorized to obtain

reviewed._by_Corporation Counsel and signed by the Board Chair, County Clerk and
Administrative Coordinator; and
BE IT FURTHER RESOLVED that the professional services for the initial site
report be financed out of the contingency fund; and
BE IT FURTHER RESOLVED that the Waste Management Committee be
authorized to request proposals for professional services for the remainder of the ash
monofill project.
