CST Schmitt had encountered less than A+4" conditions (minimum state requirement for a POWTS) in the two locations tested and wanted a second opinion prior to completing his soil & site evaluation report. Staff (Pam Quinn) concurs with the finding of A+0" conditions; mottling and redoximorphic features were observed up into the A-horizon and saturated conditions were evident starting in the second horizon of the soil borings evaluated. Topography had minimal slope, with a depression on the east side that contained visible standing water. This site would require an interpretive determination be completed before a Dept. of Commerce representative would schedule an inspection for possible A+D" mound design. The owner had selected the site location based upon his preference for splitting off acreage to create a new lot. Before investing the time and expense of contracting to have an interpretive determination done, it may be worthwhile to further investigate other portions of the property that may provide suitable soil conditions for a standard A+4" mound. The county does not issue sanitary permits to utilize holding tanks for new construction, so until a POWTS location can be found, no sanitary permit or building permit can be issued for this particular piece of property and no minor subdivision of the parcel can be approved.
