OFFICIAL MINUTES
ST. CROIX COUNTY TRAFFIC SAFETY COMMISSION MINUTES
The St. Croix County Traffic Safety Commission Meeting was held on July 18, 2012, in
the Sheriff s Office Training Room of the Government Center in Hudson.
Members Present: Captain Klatt, Greg Helgeson, Dennis M. Johnson, J.R. Dachel,
Sergeant Brian Erickson, Brian Hurtgen, William Peavey and Kelli Calleja
Members Absent: Tim Ramberg and Matt Melby
Others Present: Randy Gunderson on behalf of Tim Ramberg
1. CALL TO ORDER. ROLL CALL.
Chair Klatt called the meeting to order at 10:02 a.m.
2. APPROVE/AMEND AGENDA ITEMS
MOTION was made by Greg Helgeson to approve the agenda; seconded by
Sergeant Erickson. Motion carried. No negative vote.
3. APPROVE/AMEND MINUTES OF January 18, 2012 MEETING.
J.R. Dachel pointed out that on page 4, paragraph 2, it should state, "JR. Dachel",
not "J.T. Dachel".
MOTION was made by William Peavey to approve the correction on the May 9,
2012 Minutes; seconded by Brian Hurtgen. Motion carried. No negative vote.
4. PUBLIC COMMENT.
None at this time.
5. STATE PATROL TRAFFIC REPORT.
Sergeant Erickson advised that beam setting will begin on August 1st, in the CTH
65/I-94 construction zone. The beams will be set up during nighttime hours when
there is less traffic in that area. Therefore, we can expect a major lane change in
the next couple of weeks.
He also advised that the CTH TT project is progressing and is expected to be
completed by this fall.
Wisconsin Fatality Report
Dennis Johnson informed the committee that fatalities in the state are rising. As
of July 17, 2012, there have been 302 fatalities; compared to 263 fatalities at this
same time last year. He advised that St. Croix County has had 4 fatalities so far
this year and our average is 12; therefore, St. Croix County is well below its
average.

Pertaining to highway safety: Reminder
Act 208 (ATV/UTV Operation) went into effect on July 1, 2012
Act 164 (GDL Phone Ban) goes into effect on November 1, 2012
Laws of the Month
Dennis presented each committee member with a copy of the State Patrol Laws of
the Month.
July: Tailgating Increases Your Risk of a Traffic Ticket and a Crash
August: Intersection Crashes can be Prevented by Obeying Traffic Signals
September: Drivers Must be even More Vigilant when School Starts
- Stop for School buses
- Be aware of students walking and riding their bikes to school
- Yield to pedestrians
Dennis advised that August 16 - September 3, 2012 is Alcohol-Impaired
Crackdown: "Drive Sober or Get Pulled Over"
Each member was presented with a handout that showed Statute # 83.013 &
Statute # 66.0141 and a chart showing the Population of St. Croix County - 2000
Census and 2010 Census, so that we could address the portion of the statutes that
pertains to our responsibility to prepare and maintain a spot map showing the
locations of traffic accidents on county and town roads and on city and village
streets. There was a brief discussion on this item, and it will be addressed more at
future meetings. Chair Klatt advised the committee that we are in the process of
updating our map at this time.
Dennis provided Chair Klatt with a color coded "2011 Wisconsin Crash
Calendar" to be displayed in our office. This map was created using preliminary
statewide 2011 data, based on all Reportable Crashes.
Dennis reminded the committee that if anyone has any suggestions/ideas for the
Highway Safety Plan, they can submit them to him.
6. TRAFFIC CONCERNS AND UPDATES FROM D.O.T.
A) Follow-Up on the STH 35/STH 64 crossover
At our last meeting, Chair Klatt notified the committee that there was
some concern in reference to the long stretch between the CTH VV
crossover and the CTH C crossover. Greg informed the committee that
this issue was referred to the Maintenance Unit of the DOT, and messages
have been left with Somerset Fire Department; however, as of this date,
they have not returned the calls.

B) Glenwood City crosswalk request
Greg has been in contact with Glenwood City Council Member, Nancy
Hover, and she advised that they are trying to get grants for this project. If
they decide to proceed, the DOT will issue the necessary permits.
C) STH 170/CTH G intersection
At this time the heavier traffic is on CTH G and STH 170 through
Downing. The site distances to the north are not very good. Greg
discussed the possibility of making this into a 4-Way Stop in the future;
Greg will be discussing this with the Village of Downing.
D) Statewide Rumble Strip Safety Effort
Greg presented the committee members with a WI DOT Agency
Information Sheet that outlines in detail, what this project consists of He
also handed out a map of the State of Wisconsin which shows locations
throughout the state that will be affected by this project.
E) Highway Safety Improvement Program (HSIP)
Greg explained that this program funds highway safety projects at sites
that have experienced a high crash history; "Documented" crash areas; not
"Potential" crashes areas. The objective is to reduce the number and
severity of crashes on all streets and highways (state and local). Usually
90% of these projects are covered by federal funding, requiring a 10%
match by state and/or local funds.
7. FATALITY REPORT
Chair Klatt advised that there have not been any traffic fatalities in St. Croix
County since our last meeting.
8. COMMITTEE MEMBERS COMMENTS
Chair Klatt provided Randy Gunderson with a copy of Statute # 346.29 When
standing or loitering in roadway or highway prohibited, and advised that a sign
would have to be placed at the CTH J bridge over the Kinnickinnic River, to
advise the public that there is no jumping, fishing, etc. allowed from the bridge.
This would have to be brought in front of the transportation committee.
William Peavey informed the committee that in the future, additional signage will
probably be necessary in the Village of Woodville, Eau Galle Township and Cady
Township areas, due to the fact that an Amish group is buying land in that area.
Discussion ensued.
7. FUTURE AGENDA ITEMS
None at this time.
8. SET NEXT MEETING DATE AND TIME
The next meeting date is October 17, 2012 at 10:00 a.m.

Chair Klatt asked if there was anything else to be addressed, no comments made.
MOTION to adjourn the meeting was made by Sergeant Erickson; seconded by
Randy Gunderson. Motion carried. No negative vote.
