Inver Grove Heights, MN 55077 Grabau An onsite soils verification was conducted at the above referenced site as per district policy for all sites with less than four inches of unsaturated soil below the bottom of the A horizon. The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and/or subsoil. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. A typical soil profile at the north soil pit could be described as follows: 00-09" 10YR 3/2 sil, 2msbk, dsh, aw. 09-14" 10YR 4/4 sil, 2msbk, dsh, cw, w/c3d 10YR5/8 and 5/3 rmfs. 14-24" 7.5YR 414 sl till, 1 m-csbk, mfi, cw, w/c2d 7.5YR 5/8 and 6/2 rmfs. Soil conditions are variable across this site. The south pit on this site was suitable to 18 inches depth. If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd/ft and the basal wastewater application rate should not exceed 0.4 gpd/ftz. The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 27 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible. This mound needs to be situated so that it does not adversely affect the operation of a nearby mound. Soil conditions are variable across this site. The farthest west pit on the proposed installation contour had redox features in the A horizon. Other pits varied from better than A+4 to A+0 with about 10 inches of A horizon material present. Therefore, an interpretative determination is required and the proposed system area should be moved well away from the west soil pit to avoid a complicated explanation of why redox concentrations are present in the A horizon. If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd/ft and the basal wastewater application rate should not exceed 0.4 gpd/ftz. The longest portion of the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch should be considered if it is determined that surface or subsurface hydrology is improved by intercepting water and diverting it away from the mound site. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 7. This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. 8. A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. Thompson, Dep't. of Commerce Credential #30021, for the purpose of determining the suitability of the site to accommodate an Onsite Wastewater Treatment System (POWTS). This proposed 1 lot CSM will comprise 5.39 acres and is to be developed to serve one single family residential home. The results of the evaluation indicated that soil suitability varied across the site, ranging from 10" (A+2" with an 8" A horizon) to 24" (A+15" with a 9" A horizon). An onsite soils verification was completed by Leroy Jansky, Dep't. of Commerce Wastewater Specialist, on June 16, 2005. Kevin Grabow, Planning & Zoning Specialist/ POWTS inspector - St. Croix County Zoning Dep't. and James Thompson were present. Proiect information: The proposed mound site is located in the southwest corner of the SE1/4SE1/4, Sec. 14, T. 30N. R. 16W., Tn. of Emerald, St. Croix County, WI., lying approximately 470' north of the center line of County Highway G and 70' east of the west line of the previously described 40 acre parcel. The site has been under agricultural crop production for several years. It is currently planted in corn. Methods Soil color, texture, consistence, and Redoximorphic features have been evaluated and recorded on the attached Soil & Site Evaluation Report in accordance with Chapter Comm. 85.60(2), Wisc. Administrative Code. The initial field investigation of the site on 4/28/05 included evaluation of 8 backhoe pits, with an additional 6 pits evaluated concurrently with the soil verification by Jansky and Grabow. One-foot contour intervals were determined within and surrounding the proposed system location by collecting rod and transit elevations at all soil pits and at 20' grid intervals throughout the proposed system area. Additional elevations and horizontal measurements were taken as needed to identify landscape position and determine separation distances from dominant landscape forms. Local Geolo2v St. Croix County is underlain by limestone and St. Peter sandstone, which is overlain with glacial till, forming the principal soil parent material. Department of Natural Resources Well Drilling Reports filed for wells constructed within the geographic region indicated till depths of 80'- 120' overlying sandstone and/or limestone bedrock. Static water levels are found at 55'- 130'. Geomorpholopry Parent Material: The parent material of this site is consistent with the mapping unit - Freeon silt loam - as shown in the U.S.G.S. Soil Survey Manual, consisting of glacial till overlain by a post galciation Aeolian loess cap. These soils are moderately well drained with moderate permeability. Landscape position: The tested area is positioned on the back slope of a glacial ground moraine at a nominal Mean Sea Level (MSL) elevation of 1187'. The contour lies approximately 375' below a uniform, convex shoulder slope. The moraine extends upslope to the west- northwest to a nominal elevation of 1210' MSL. The ground moraine extends downslope from the tested area in a east-southeasterly direction 250' to a foot slope having a nominal elevation of 1170' MSL, ending in a continuous, uniform, concave toe slope. The toe slope continues in a southeasterly direction, finally feeding into an unnamed, intermittent stream that flows at a nominal elevation of 1030' MSL ± The stream is located approximately 1450' southeast of the tested area. I Slope and Aspect: The contour within the proposed system area is smooth linear, with a slope shape that is convex along the horizontal contour and linear perpendicular to the contour. The ground slope is consistent at 6'/2% - 7% with an aspect at the south end of the contour of SSE 55° ranging to SSE 80° at the north end. 1 Local Hvdroloev: Surface Water Drainage: Surface water drainage is uniform throughout the proposed system footprint and the surrounding area within 100'. The uniform convex slope throughout the tested area disperses surface water flow away from the proposed system area. There are no areas of concentrated flow within this area. No artificial means of surface and/or subsurface drainage or ponding were found within 500' of the proposed system area. Subsurface Water Drainage: The Ap and B horizons consist of moderately structured silt loam providing good infiltration potential. When combined with the 6'/z% - 7% slope across the proposed system area, this site should provide good lateral subsurface water flow. Soil Saturation: Soil pits were evaluated throughout this property on several occasions throughout the year 2005. Evaluations were conducted on April 28, June 16, July 13, August 23, and September 21, 2005. Soil pits were evaluated to depths ranging from 25" - 49". Saturated soil conditions were not encountered during any of the evaluations. Field Observations: Soil Morphology: The soils within the proposed system area were found to be consistent with the Freeon mapping unit as shown in the U.S. G S Soil Survgy of St Croix County. Wisconsin. Moderately structured silt loams were observed ranging to a depth of 12" - 16" with weakly structured silt loams below ranging from 12" - 16". Underlying the silt loams are weakly structured sandy loams to a depth of 16" - 49". Redoximorphic Features: Redoximorphic features were observed within the A horizon of one soil pit only - B4. All other pits displayed redoximorphic features at z A+2". The proposed system area has been moved beyond the influence of the soils in this area as indicated by soil pits B3 and B6. Redoximorphic concentrations were observed as Fe concentrations within the lower portion of the B-horizon and within the C horizon. Redoximorphic depletions were not observed within any of the soil profiles. Hydric Soils: The soils a this site do not meet the criteria of being hydric soils. Government Reuorts: Leroy Jansky, Wisconsin Department of Commerce Wastewater Specialist, assessed soil conditions at the site by means of an onsite soil verification conducted on June 16, 2005. The Jansky report confirms the possible suitability of the site to accommodate an A + 0" mound. Conclusions and Recommendations: Conclusion: No redoximorphic features were observed within the A horizon of any of the evaluated soil pits, and indicate that the highest level of saturation is found at 10" below surface elevation. The lack of hydric soils indicate that the site is likely saturated for less than 5% of the growing season. This, coupled with the lack of redoximorphic depletions and the strong matrix colors throughout the profile displayed throughout the soil profiles, indicate limited saturation within these soils. The redoximorphic features observed are likely a result of short-term seasonal saturation. The moderately structured silt loam soils in the A horizon and upper part of the B horizon will accommodate the infiltration and dispersal of applied wastewater from the POWTS and will allow treated effluent to be assimilated into the subsurface soils. The convex, uniform, moderate slope will accommodate uniform dispersal of both naturally occurring surface water and applied wastewater away from the site. Seasonally saturated conditions do not occur within the upper 10" of the soil profile as evidenced by the lack of redoximorphic features. The site has a minimum of 6" of unsaturated in situ soil for treatment and dispersal of treated wastewater effluent and is therefore suitable for a mound POWTS as allowed by Comm 83.44(3)(b)1. 2 Recommendations: 1.) The mound dispersal cell should be constructed on the 92.00' contour in a convex shape as indicated on the Soil & Site Evaluation Report. The dispersal cell should be designed and installed using as much of the contour length, approximately 130', as possible. 2.) The dispersal cell should be kept north of soil pit B6. Thirty two (32") of ASTM-C33 sand fill shall be placed under the dispersal cell. 3.) The linear loading rate for application of septic tank effluent should be 4.5 gpd/linear ft. or less and the basal area application rate should not exceed 0.20 gpd/sq. ft. 4.) The mound shall be constructed to divert surface water around and away from the mound. A surface water diversion trench should be constructed at approximately 10' wide extending between 10' - 20' upslope of the mound site. Additional fill should also be added directly upslope of the upper toe of the mound and tapered into the diversion trench and graded to direct surface water around and away form the mound area. 5.) The mound shall be constructed in accordance with Dep't. of Commerce regulations and recommendations including the removal of all vegetation from the site prior to site preparation. The site should be chisel plowed to a minimum depth of 16". Final authority for approval of a POWTS mound on this site lies with the appropriate regulatory authorities, the Wisconsin Dep't of Commerce and the St. Croix County Zoning Dep't. The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and/or subsoil. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. A typical soil profile at B-1 could be described as follows: 00-09" 10YR 3/2 sil, 2csbk, mfr, as. 09-12" 10YR'5/3 sil, 2msbk, mfr, cw. 12-16" 10YR 4/4 sil, 1 msbk, mfr, cw. 16-22" 7.5YR 4/4 heavy sl (till), 1 msbk, mfr, w/f3f 7.5YR 5/3. Soil conditions are variable across this site. The farthest west pit on the proposed installation contour had redox features in the A horizon. Other pits varied from better than A+4 to A+0 with about 10 inches of A horizon material present. Therefore, an interpretative determination is required and the proposed system area should be moved well away from the west soil pit to avoid a complicated explanation of why redox concentrations are present in the A horizon. If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd/ft and the basal wastewater application rate should not exceed 0.4 gpd/ftz. The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 26 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch should be considered if it is determined that surface or subsurface hydrology is improved by intercepting water and diverting it away from the mound site.
