MEMBERS PRESENT: Vera Grant, Vice-Chair Leon Berenschot Roger Larson Sharon Norton-Bauman Lois Burri Michelle Chevalier MEMBERS EXCUSED: Sue Nelson Ron Kiesler Deb Brennan Dave Ostness Ramsey Lee STAFF PRESENT: Brad Beckman, Administrator Renea Aeschliman, Administrative Assistant Tracy Davis, Community Services Coordinator Liza Gibson, Elderly Benefit Specialist Nzia Vang, Contracted Benefit Specialist OTHERS PRESENT: Seth Kalhagen, St. Croix Hospice Vice-Chair Grant called the meeting to order at 9:00 AM. NEXT MEETING: The next Council on Aging & Disabilities meeting is scheduled for Thursday, September 13, 2012 at 9:00 a.m. at the Hudson Government Center. MINUTES: Motion: A motion was introduced by Bernschot, seconded by Norton-Bauman, and unanimously adopted: To approve the minutes of the 05/17/12 Council on Aging & Disabilities. FINANCIAL REPORT: Council members received copies of the June financial report. The revenue and expenses are in line for both the ADRC and Aging programs. The financial reports for the ADRC have yet to be submitted. The ADRC staff has to meet 38% in time attendance/federal match and at present they are. The raw food costs in the Aging Nutrition Programs have gone up due to increase in food cost and the increased number of meals served creating a tight budget in those programs. There were also unexpected repair costs in the Site Transportation Program that have strained the budget. Council members were informed of the goals set forth by the state and the local initiatives determined by the ADRC. After the presentation there was discussion as to what the ADRC could do to provide more educational opportunities for individuals regarding topics important to the target groups served by the ADRC and general public. DEPARTMENT OF HEALTH SERVICES PUBLIC HEARING ON SENIOR CARE - UPDATE: Council members were informed of the public hearing that took place in Hudson. The Wisconsin administration supports the SeniorCare waiver. There was discussion surrounding the creation of a resolution supporting SeniorCare. Motion: A motion was introduced by Norton-Bauman, seconded by Burri, unanimously adopted: To support a resolution, to be presented to the County Board, to continue Senior Care in the state of Wisconsin. REPORT ON TRANSPORTATION SERVICES FOR EMPLOYMENT: Council members were informed about the transportation programs utilized for employment services offered by St. Croix Industries, The Bridge and ProAct. Questions asked at the Council meeting were regarding loss of services for individuals on Community Health Partnership residing in group homes. St. Croix Industries lost 40 individuals on Community Health Partnership (CUP) from their transportation routes, but no one lost a day of programming. The Bridge for Youth with Disabilities lost some of their consumers on CUP to St. Croix Industries. ProAct also lost some CHP consumers to St. Croix Industries. All found the transition hectic at first, but they adjusted hours and staffing to meet the needs for the clients. Council on Aging & Disabilities Page 3 August 16, 2012 CASTLE UPDATE: Council members were informed that The CASTLE changed its hours during the summer and new folks from a variety of community agencies were part of the last meeting. Council member Chevalier was of the opinion that community should have been involved in the beginning. There will be another meeting in September. AGING UPDATES: NUTRITION PROGRAM UPDATES: • 2nd Quarter Nutritional Stats: Council members were provided with a handout detailing the number of meals provided through the Congregate and Home-delivered meals in each of the ten Senior Centers. The Congregate nutrition program has increased since 2011 while the Home-delivered meal program has decreased. There was discussion on why there is an increase in Congregate - activities offered at the Senior Centers, home-cooked meals, etc. • County Fair - wrap up: The County Fair was very successful this year. There were more silent auction items and more exhibits. The Senior Center Board Coalition received the monies from the juice, water and popcorn sales. The cookbook sales will be split between all the Senior Centers. On Friday, July 27th, Dave Durand from Somerset and Margaret Mitchell from Baldwin were recognized as the Outstanding Senior for 2012. TRANSPORTATION REQUESTS (OUT OF COUNTY): Davis presented a transportation request for use of the Deer Park mini-van on August 18 Stillwater. Motion: A motion was introduced by Norton-Bauman, seconded by Burri, unanimously adopted: To accept the transportation request. ADRC UPDATES: I&A UPDATE SHEET: Council members received a handout with the most recent numbers from the Information & Assistance Specialists. There have been four disenrollments from CHP; twelve enrollments into CHP-Family Care; seven IRIS referrals; ten IRIS enrollments; two IRIS disenrollment. CORRESPONDENCE: Beckman read Thank Yous from Comfort Keepers; The Bridge; a client and family for assisting with enrollment; and an individual who met with Brad. POSSIBLE AGENDA ITEMS FOR NEXT MEETING: Grant asked if the Council members had any items they would like to discuss at the next meeting. The 2013 Budget will be presented to Council members.
