RESOLUTION TO AUTHORIZE THE SALE OF VACANT COUNTY
LAND AND ASSIGN PROCEEDS TO CREATE A SEPARATE
CAPITAL PROJECTS FUND
1 WHEREAS, the Administration Committee is responsible for recommending to the County Board
2 long-term facility plans as well as the acquisition, sale and use of County land; and
3
4 WHEREAS, the Administration Committee is required to review the County Administrator's
5 recommendations regarding use of space in County buildings; and
6
7 WHEREAS, St. Croix County has invested considerable resources to identify opportunities to
8 reallocate use of space in existing county owned facilities to reduce the need for additional new
9 buildings; and
10
11 WHEREAS, in 2010 the St. Croix County Board approved Resolution No. 18 (attached) calling for
12 water system improvements at the Health and Human Services Campus and Resolution No. 35
13 (attached) to vacate the Health and Human Services Building; and
14
15 WHEREAS, on June 20, 2011 the Administration Committee discussed selling the vacant county
16 farm land versus renewing the 2009-2012 Farmland Lease Agreement; and
17
18 WHEREAS, the current Farmland Lease Agreement expires on December 31, 2012; and
19
20 WHEREAS, the Administration Committee recommends that the County Board authorize the
21 sale of approximately 500 vacant acres of the 554 acre parcel on the attached map and assign the
22 proceeds to a separate capital projects fund.

24 WHEREAS, proceeds from the sale would allow the County to begin taking immediate action on
25 the projects the County Board committed to in 2010 as well as addressing additional capital needs; and
26
27 THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the County
28 Administrator is authorized to take all necessary steps to sell the identified vacant county land and
29 create a separate capital projects fund to be used for the relocation of the 911 Center, the vacating,
30 demolition and clean-up of the Health and Human Services building and the relocation of Health and
31 Human Services employees.
