An onsite soils verification was conducted at the above referenced site as per district policy for all sites
with less than four inches of unsaturated soil below the bottom of the A horizon. The intent of this
investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or
absence of redoximorphic features in the A horizon and subsoil. In-situ soil texture, structure, and
consistence factors were also reviewed as they relate to wastewater application rates. Other site
conditions such as percent and direction of slope, landscape position, land surface contour length, and
surface water hydrology may also be noted and their effects are factors considered in the
recommendations and conclusions portion of this report. A typical pedon description for this area follows:

Recommendations for this site include the possible use of a mound system designed to overcome
limitations of a high level of seasonal soil saturation and moderate permeability present in the subsoil. A
soil saturation determination pursuant to Comm 85.60 could be completed by a CST and reviewed by the
department to certify that this site has at least 6 inches of soil free of saturated conditions for seven or
more consecutive days.
Should a mound design be pursued for use at this site, the linear loading rate should not exceed 4.0
gpd/ft and the basal wastewater application rated should not exceed 0.2 gpd/ftz. The longest dimension
of the mound must be orientated along the contour. At least 30 inches of sand lift must be used when
applying septic tank effluent to the distribution cell. The mound shall be constructed to divert surface
water around the mound structure as much as possible and the overall design should include an up slope
drainage Swale to divert excess surface water and intercept near surface water completely away from the
mound site

Interpretive Determination Report for an A+0" Mound Septic System on
the Bernie Seidling Property, 10 acre pending CSM
Introduction
On July 11, 2003 Henry F. Grote, CSTM 222774, Certified Soil Testing, conducted a Soil and
Site Evaluation on the Bernie Seidling property for the purpose of establishing the potential for
an onsite wastewater dispersal system. An onsite soils verification was conducted by Leroy
Jansky, Wisconsin Department of Commerce Wastewater Specialist, on July 25, 2003. These
evaluations were conducted on the north-east 10 acres of the forty acre property described as the
NE of the NE '/4 of Section 9, T 31 N, R 15 W, Town of Forest, St. Croix County, Wisconsin.
Methods
Soil color, texture, structure, consistence and redoximorphic features have been evaluated and
reported on the accompanying Soil Evaluation Report in accordance with guidelines under
Comm 85 of the Wisconsin Administrative Code. Pertinent information has been abstracted
from the Soil Survey of St. Croix County, Wisconsin. Topographic detail has been obtained
from the DeLorme 3-D TopoQuads CD mapping release.
Field investigation included four backhoe pits with soil profiles documented on the attached Soil
Evaluation Report. A hand dug pit evaluated by Leroy Jansky is located on the plot plan. Rod
and transit elevations were obtained at pit locations, along a tentative design contour line, and
over twenty foot grid intervals to allow the insertion of nominal one foot contour lines on the
detailed plot plan.

Methods (continued)
Previous,' extensive work across the eighty acres of which this parcel is apart consisted of
seventy-five soil pits. A general lack of A+4" conditions was noted at that time although
occasional pits were constructed with 15-31" of suitable soils which included at least 4" of
apparently non-seasonally saturated soils below the A horizon. The area described by this report
is an area which appeared promising during the earlier work.
Local Hydrology
The major local hydrology input is from annual precipitation. This is estimated at from 29.57
inches2 to 31 inches.3 Surface runoff is an additional input most significantly during heavy
precipitation events. The proposed mound site and upslope land use is currently grassy sod and
weeds. The upslope ground extends about 200 feet east of the proposed system area and can be
expected to adsorb significant volumes of precipitation during the growing season when most of
the precipitation occurs. A runoff control drainage ditch can be constructed just to the east of the
proposed system to divert any surface runoff from impacting the mound system performance.
The natural slopes suggest such a diversion be north and south from a center point above the
mound. Dense glacial till beneath a shallow loess cap provides significant groundwater
protection from possible surface contamination.
Water outputs consist of surface runoff, soil infiltration, and evapotranspiration. Surface runoff
will generally be minimal unless frozen soil conditions or excessively heavy and prolonged
precipitation occurs. Soil infiltration is described as "moderately well drained" for typical
Freeon series soils.4 This is reasonable for the well structured silt loam A horizon; in=filtration
will slow through the B horizon which, in some pits, is weakly structured and generally exhibits
somewhat higher clay content. In only one pit was some platy structure observed and that was
secondary as the subangular blocky structure parted to a moderate platy structure; the best

mound site would avoid that area (B-3) due to the secondary platy structure and the clay rich
silty clay loam below it in horizon 3. Slower infiltration is anticipated during wet spring periods
when the soils are closer to field capacity and slow to dry. The underlying massive till unit will
be significantly restrictive to vertical infiltration. Lateral movement of water through more
permeable upper horizons will be facilitated by the 3-5.5 percent cross slopes. Heavy and
prolonged precipitation - 2.5 inches in 24 hours; described as once in two years' - will also slow
infiltration as the more permeable A horizon nears field capacity. Evapotranspiration will be a
significant factor during the growing season but of no value during the winter season
Geomorphology
Limestone bedrock underlies most of St. Croix County. Typically the limestone is sandwiched
between layers of sandstone which is then overlaid with glacial till forming the principal soil
parent material. Cary till, correlated with the third sub-stage of Wisconsin glaciation, is the
parent till for Freeon soils. The Cary till is overlain by a thin concurrent and/or post-glaciation
loess cap.
Soil Disturbance and Hydraulic Modification
The proposed mound location is uniform topography. The A horizon has moderate, fine to
medium, sub-angular blocky and granular structure; the B horizon has moderate to weak blocky
structure. The proposed site has apparently been fallow to weeds and grasses for some years
which has promoted the moderate structures observed. Hydraulic conductivity of the solum can -
and should be - improved by deep chisel plowing to a depth of at least sixteen inches.

Landscape Position
The landscape position of the proposed mound site is near the west end of a glacial ground
moraine and located on the west slope. The moraine rises to the east to a nominal elevation of
1240 MSL, about 1/4 mile east of 290`x' St. approximately 1600 feet south-east of the 100.0
contour which is at a nominal elevation of 1200 MSL. Small scale cross slopes at the proposed
mound site are 3% to 5.5 % to the west below the 100.0 contour. Agricultural crop land is south
of the proposed system. No structures are down-slope to interfere with lateral movement of
effluent. The 3% to 5.5% slopes at the mound site will increase the hydraulic gradient and
encourage lateral movement of treated effluent. Upslope surface runoff can - and should - be
minimized by the construction of a drainage ditch east of and up-slope of the system. The
natural contours facilitate the construction of such a diversion to carry surface runoff from the
center of the mound system, south and north to divert water around the southern and northern
ends of the mound system where natural drainage will carry it to the west into a wetland. Surface
runoff ultimately enters a Wolf Creek tributary at a nominal elevation of 1190 MSL about one
half of a mile south west of the proposed mound site.
Soil Series
The Soil Survey of St. Croix County maps the site soils as Freeon Series adjacent to Magnor
Series down-slope and to the west. These soils are respectively described as "moderately well
drained" and "somewhat poorly drained." Field observations of soil pits are in reasonable
agreement with this mapping. Both series are Alfisols and Fine-loamy mixed Family; subgroups
are Typic Glossoboralfs (Freeon) and Aquic Glossoboralfs (Magnor).
Field observations show redoximorphic features absent to depths of 10 to 14 inches. In two of
the observed pits the redoximorphic features were not observed until the B horizon was
encountered. A few, high chroma redoximorphic features were observed in one pit at the bottom
of the A horizon between 10-13 inches. The redoximorphic features were few and distinct in two
pits, common and distinct in one pit, in the B horizons which suggests historical, seasonal soil
saturation conditions below 10-14 inches.

Periodic soil saturation is indicated below 10 inches by these observations. These observations
are in reasonable agreement with those of Leroy Jansky, Wisconsin Department of Commerce
Wastewater Specialist. The Jansky report indicates probable seasonal saturation below the A
horizon at a depth of 11 inches.
Data
The soil and site evaluation report and data are similar to other sites which have received
Department of Commerce approvals for A+0" mounds with a minimum of six inches of
seasonally unsaturated soils in the upper A horizon. Examples include the Lisa Mosentine site,
ID #636612, Anthony Ludwig site, ID 4634143, Jon Mentink site, ID 4787909, Tim Holldorf
site, ID # 849265, and Karen & Keith Anderson site, ID #639788.
Government Reports
Leroy Jansky, PSS, Wisconsin Department of Commerce Wastewater Specialist, was present at
this site on July 25, 2003. The Jansky report confirms the possibility of site suitability for an
A+0" mound with certain conditions. These conditions are endorsed by this report and
incorporated into the conclusions and recommendations.
Conclusions/Recommendations
Seasonally saturated soil conditions do not occur in the upper 10 inches of the soil profile as
indicated by the absence of redoximorphic features. This conclusion is supported by both this
report and the report of Leroy Jansky. The site is acceptable for a mound septic system with a
minimum of six inches of unsaturated soil for treatment and dispersal of treated wastewater
effluent as allowed by Comm 83.44(3)(b)l. The six inches of natural soil will allow treated
effluent to be assimilated into the subsurface without ponding on the ground surface.

Conclusions/Recommendations (continued)
Site preparation requires mowing and removal of as much vegetation as possible followed by
deep chisel plowing to at least a 16 inch depth. A
surface runoff diversion ditch shall be
installed upslope of the mound site. This diversion ditch shall commence upslope from the
center of the mound system, be 18-24 inches in depth with a nominal slope to the north and south
of 2% and extend to at least ten feet beyond the northern and southern end slopes of the mound
structure. The upslope toe of the mound shall be shaped with additional fill dirt from the center
such that a nominal 2% surface gradient is established from the center towards both the north and
south ends to further ensure surface runoff diversion around the mound structure.
Mound construction requires 2.2 feet of ASTM C-33 sand lift immediately placed on the freshly
plowed ground surface. Construction must take place under relatively dry conditions. This depth
of sand creates an effective sand filter and can be expected to produce a treated effluent with less
than 30 mg/L of both BOD5 and TSS and fecal coliform concentrations of <10,000 cfu/l OOmL.
The rock cell in the mound structure shall be 4' by 120' for a linear loading rate of 3.75 gallons
per day per foot. The basal area loading must be a maximum of 0.2 gallons per day per square
foot which can be accomplished by extending the sand toe down-slope. The system management
plan must provide adequate maintenance information to maximize the system longevity.
Final authority for this site's approval rests with the appropriate regulatory authorities, the
Wisconsin Department of Commerce and the St. Croix County Zoning Office. This report,
conclusions and recommendations are the professional opinion of Henry F. Grote, CSTM

Recommendations for this site include the possible use of a mound system designed to overcome limitations of a
high level of seasonal soil saturation and moderate permeability present in the subsoil. A soil saturation
determination pursuant to Comm 85.60 must be completed by a CST and approved by the department to certify
that this site has at least 6 inches of soil free of saturated conditions for seven or more consecutive days.
Should a mound design be pursued for use at this site, the linear loading rate should not exceed 4.5 gpd/ft and
the basal wastewater application rated should not exceed 0.3 gpd/ftz (even if the platy structure is plowed to
realign it to blocky structure). At least 25 inches of sand lift must be used when applying septic tank effluent to
the distribution cell. The longest portion of the mound must be orientated along the contour.
The mound shall be constructed to divert surface water around the up slope mound toe as much as possible. An
up slope surface water diversion is recommended to divert surface and shallow subsurface water away from the
mound area.
