HomeMy WebLinkAboutResolutions 2012-Withdrawn WITHDRAWN-AUGUST 7, 2012, Resolution No. ST. 209 t1N T s►' RESOLUTION ESTABLISHING LIBRARY SERVICES FUNDING >r~r; RATES FOR 2013 AND 2014 1 WHEREAS, St. Croix County provides annual funding for library services to public 2 libraries in St. Croix County and to each public library in an adjacent county in an amount set 3 forth in Wisconsin Statute § 43.12; and 4 5 WHEREAS, St. Croix County adopted a Plan of Library Service in September 2000, 6 which sets forth the funding for library services, consistent with Wisconsin Statute § 43.12, as 7 follows: 8 9 IV. Statutory Requirements 10 1. Wisconsin Statutes section 43.12 provides that, by March 1 of each year, the 11 County shall pay to each municipal library in the County an amount that is 12 equal to at least 70% of the amount computed by multiplying the number of 13 loans reports under par. 2 by the amount that results from dividing the total 14 operational expenditures of the library during the calendar year for which the 15 number of loans are reported, not including capital expenditures or 16 expenditures of federal funds, by the total number of loans of material made 17 by the library during the calendar year for which the loans are reported.... 18 19 4. St. Croix County will, at a minimum, provide funding as set out above. The 20 funding plan will be determined as part of the County's annual budget. 21 22 and; 23 24 WHEREAS, St. Croix County increased the funding for library services rate from 70% to 25 85% in 2010 and from 85% to 100% in 2011 for all public libraries. The funding for library 26 services rate for 2012 was set at 100% for all public libraries; and 27 28 WHEREAS, in order to provide funding for library services to libraries, St. Croix County 29 may levy a tax to provide funds for such services, pursuant to Wisconsin Statutes § 43.64(1); and 30 31 WHEREAS, a municipality that has a public library may apply for exemption from the 32 county tax if the municipality levies a local tax for library services in an amount that is equal to 33 what the county would have provided, pursuant to Wisconsin Statute § 43.64(2); and 34 35 WHEREAS, in February of 2012 it was discovered that the four municipalities that 36 provide funding for the Hudson Area Library and are parties to a joint library agreement did not 37 meet the exemption requirements for funding pursuant to Wisconsin Statute § 43.64(2); and 38 39 WHEREAS, on June 18, 2012, the Administration Committee held discussion and heard 40 comments regarding the funding situation for the Hudson Area Library from various county- 41 wide library representatives and municipal leaders; and 42 Page 1 43 WHEREAS, on July 16, 2012, the Administration Committee held further discussion and 44 recommends setting the following funding (reimbursement rates) for libraries for 2013 and 2014: 45 46 • Set reimbursement from County Library Levy for non-exempt rural circulation 47 municipalities and exemption qualification from County Library Levy for municipalities 48 with stand-alone libraries at 100% of Act 150 requirement for 2013, and at 100% for 49 2014. 50 • Set reimbursement from County Library Levy for exempt rural circulation municipalities 51 and exemption qualification from County Library Levy for municipalities that are part of 52 any joint library agreement at 70% of Act 150 for 2013, and at 80% for 2014. 53 54 THEREFORE, be it resolved by the St. Croix County Board of Supervisors, that the 55 County Library Levy funding (reimbursement rates) for library services be set for 2013 and 2014 56 as stated above.
