The submittal has been CONDITIONALLY APPROVED. The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. The following conditions shall be met during construction or installation and prior to occupancy or use: 1. Approval is hereby granted pursuant to s. Comm 85.60(2), Wis. Adm. Code, to estimate the depth to seasonal soil saturation based on an interpretive determination process. Approval of the interpretive determination negates the requirement in s. Comm 85.30(2)(b), Wis. Adm. Code to designate the ground surface as the highest level of soil saturation when redoximorphic features are less than 4 inches below the bottom of the A horizon. 2. The estimated highest level of prolonged soil saturation approved under this determination is 6 inches below grade. At least 30 inches of sand lift on top of 6 inches of unsaturated, in-situ soil is required for adequate treatment and dispersal. 3. The basal soil application rate for the mound shall be 0.20 gpd/sf, and the linear loading rate 4.5 gpd/ft. 4. Chisel plowing to a depth of 12-16 inches immediately prior to sand placement is required to improve vertical water movement into the soil solum. 5. Landscaping up slope of the mound shall be incorporated into the POWTS design (see recommendation by CST) to prevent surface water from concentrating along the up slope edge of the mound and to divert surface water drainage away from the system. 6. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 7. This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. 8. A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. If the Interpretive Determination Report was accompanied with a plan and an expiration date is shown on this letter, the expiration date only applies to the plans for the design, not to the decision on the Interpretive Determination Report. t s SHAUN R BIRD Page 2 12/2/2005 A copy of the approved plans, specifications and this letter shall be on-site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. If plan index sheets were submitted in lieu of additional full plansets, a copy of this approval letter and index sheet shall be attached to plans that correspond with the copy on file with the Department. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. If this construction project will disturb one or more acres of land, an Erosion Control Notice of Intent (NOI) shall be filed with the department 14 days prior to any earth disturbing activities. J kY Integrated Services Bureau WiSMART code: 7633 (715) 726-2544 Voice Ijansky@commerce.state.wi.us cc: Pc Collova Builders Inc LC)-F Introduction: 10 8 On June 15, 2005, Thomas Nelson, CSTM, Environmental By Design conducted a soil and site evaluation on property owned by Collova Brothers Inc., located in the SE1/4, SWl/4, Section 5, T29N-17W, town of Hammond, platted as lot 9 -of Farm View Ridee subdivision, this purpose being to determine the highest level of seasonal soil saturation so that a POWTS might be installed. This investigation revealed that the soils were only good for an A+0 mound system through an interpretive determination as designated by the Wisconsin Department _Of Commerce's Adminisloative Code, Comm -85. Methodology: Backhoe pits were provided for four borings, 1 through 4, with interpretations of the sites suitability being conducted. by. using soil redoximorphic features, soil texture, soil structure, soil color.pursuant to the guidelines tinder Chapter Comm 8-5 of-the Wisconsin Administrative Code and using the USDA-NRCS soil descriptive system. During this field investigation the landscapes morphological features, vegetation, and hydrology was determined for the purpose of this Interpretive Determination as defined in -Comm 85,60(2) of the Wisconsin Administrative Code. Upon completion of the collected field data, which included the accurate measurement of the sites featured parameters, site plans, system.design, and this interpretive report have been developed for review. The intent is to demonstrate that a minimum of 6 inches of unsaturated soil exists on this site and any influencing factors on this would allow the compliant installation of a mound system serving a residential use for this property as allowed under Comm 83.44(3)(b) of the Wisconsin Administrative Code. Local Hydrology: The local hydrology of this site is influenced by the average of 30 inches of precipitation received. The soil properties and localized topography -both influence water movement on this property. -Seasonal issues such as frozen ground and warm temperatures also have their influences during the winter months when jhe ground is frozen, there would .bean .accumulation of snow with any melting action running off the site on the surface of-the ground. Spring rains would produce additional surface runoff until -the ground has thawed. Upon thawing, the influence on groundwater levels would be minimal due to the location of the site with its limited upslope watershed. The 2 percent surface slope would also aid the slower permeability of the soils. Summer temperatures and plant growth -would provide -removal of soil moisture through evaporation and evapotranspiration. Local Geomorphology, Soil Disturbance, and Local Topography The geologic interpretation of this area directly related to the glacial geology of the Eastern St. Croix Moraine, a ground moraine that was formed by the accumul4on beneath the glacier and resulted in a composition of stony, reddish--brown glacial drift. Post-glacial windblown silts formed loess deposits that overlays this -till. Below is the Cambrian bedrock Prairie Du Chien formation, a dolitimized -limestone formation. Soil forming activities have resulted in what is known as the Northern Till Uplands soils resulting in dark silty soils.. The site was probably originally in crop production prior to -its development. -Currently it is planted in winter wheat with stem heights being 2 to 3 feet in length. This hillside has a 3 percent slopes and was probably formed as the advancing ice scouwd the landscape, retreated, depositing the till material, forming the rounded knobs .of the hillside. P. Q, W.1. SSEE RREP DENC Soil Series and Mapping Units The St. Croix County Soil Survey has mapped this area as being of Freeon soil series, which consists of gently sloping, moderately well drained soils. These soils are on low ridges and foot slopes of ground moraines. They formed in silty sediment and the underlying reddish sandy loam till. The FnB soils of this series are representative as described by the Soil Survey and are represented by a surface layer that is approximately 8 inches of dark grayish brown silt loam. The subsurface layer is -brown silt loam and about 10 inches thick. The subsoil is about 16 inches thick. The upper part is dark brown, mottled, friable 1jilt loam; the middle part is a reddish brown, mottled, friable to firm loam; and the lower part is reddish brown, mottled, firm loam. The substratum, to a depth of 60 inches, is yellowish red, mottled, firm sandy loam. Data ➢ The soils evaluation report and system design have been included with this report. ➢ A copy of the USDA Soil Survey map that provides the soil-mapping unit described above. ➢ A USGS 'topographic Map, revealing the topography of the site. ➢ POWT site plan, representing the best location and layout of the system that4best treats and distributes the systems discharge water. Government Reports Leroy Jansky, Wisconsin Department of Commerce Wastewater Specialist, has visited the site and found no reason not to support the site's soils and landscape position, being suitable for an A+0 mound septic system. Additional Information Unique to the site During -the evaluation there was the observation of biological activity to -the-forth of worth burrows and roots. Worm activity was recognized at a depth of 11 inches in boring i and at a depth of 10 inches ip boring two, and 8 inches in boring 4. Root activity was observed at 13 inches on boring 1, 14 inches on boring 2, 14 inches on boring 3, and 14 inches in -boring 4. It is recognized that these biological activities are normally not apparent in zones that are saturated for long periods of time. This being a first year crop (winter wheat) and a very wet spring, these factors further support the suggestion that this portion of the profile dries quickly after a precipitation event. Three of the 4 borings observed had redox features between 4 to 8 inches in the 10yr3/3 silt loams Wnd had redox free soils below from 8 to 12 inches in the sandy clay loams before redox features once -again appeared. The fourth boring had redox features beginning at 12 inches. Recommendations The recommendation for the site would be for the site to be chisel plowed to a depth of at least 15 inches so as to breakup the soil interface and reorient the platy structure in a more vertical position, thus aiding infiltration. From the upside slope -of the system area, 3-0 inches of ASTM C-33 sand lift will be placed on the plowed area. This provides -the 36 inches of vertical separation to provide -the -treatment of pathogenic organisms. The recommended mound design uses a linear loading rate of4 5 gpd/ft and an in-situ soil application rate of 0.2gpd/ftz. This will be accomplished by designing the absorption area to be long and narrow and _extended the down slope toe area to a 4;1 dimension, effectively increasing the basal area and eliminating the chances of toe seepage. Additionally, the slope on the upper toe edge of the mound will he constructed so as to be a slope with a side slope at eat $nd and a 6:1 side slope for the l dimension {upper siope~ at - a point I,/2 (this being the location at half the distance of the total length of the mound) so as to help divert surface water from the upper slope {See included suggested mound detail plan). Finally the design requires that a water diversion ditch be installed above the mound so as to divert surface waters from the upslope area This should be installed with a 5:1 slope, a width of eleven feet, and oriented so drat it traverses the contour slightly, draining the run off water north and -down slope -of the mound area. Conclusions It is my belief that the soils in the area of the proposed POWS will not be saturated above 6" for seven or more consecutive days for the following reasons: The described soils in this location s_upports:some the mapped description, which. represents in its description more sandy clay loams and silty clay in the substratum. The platy soils located at ~ depths of 4 to -8 inches are probably due to farming practices and can lie over comas -by the deep chisel plowing so as to reorient the clay particles in a more vertical orientation. > The biological activity in the soil as represented by the roots and Earth Norm presence, suggest that the soil has not been saturated in the most recent history of the soils. These activities cannot survive in saturated conditions. 9 A design with a long and narrow system representing a linear loading rate of 4.5 gallons per day per foot and an in-site soil application;ate of .0.2gpd/#13t. This configuration represents the best distribution of the wastewater, spreading it over a longer area. With the increased height of the mound, there is the assurance that there will be 3 feet of filtration between the bottom of the system and the zone of saturation. Also built into the plan is the increased dimension of the upslope of the mound, providing a 6:1 slope at the L/2 location, and the addition of a drainage ditch above the mound. These last two additional features will minimize surface runoff onto the mound area from higher elevations behind the system. The total design assures that the requirements of Comm. 83.41 of the Wisconsin Administrative Code are being met so as to properly filter the wastewater and to assure that there is no surface discharge, with discharge going below grade. The mound septic -design and management plan provides proper treatment of wastewater and -expected system longevity. Accordingly, the plan submittal addresses the methods and design for treatment and dispersal of the wastewater below the surface as addressed by the -code requirements. ➢ The month of May and -early June had a great number of rain -event -days and -even with this unusual amount of precipitation the boles had no free water. Additionally, the redox features that were observed were progressively more intense -deeper in the soils profile suggesting that the -upper levels where redox features were observed were not saturated for as long of periods of time. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. This investigation is the second one on these lots due to a change in certified soil testers and poor weather and lighting conditions on November 29, 2004, when the initial onsite investigation was completed. I Lot 14 (A<0) Similar to Lot 15 below except the subsoil lacks redox features for 3-4 inches below the A horizon. Possible plow pan tension saturation might be expected since no redox were observed immediately below the A horizon. Collova Site Two other hand borings on Lot 15 revealed similar conditions. Redox features were observed in the A horizon and in the subsoil below. If mound systems are designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd/ft and the basal wastewater application rated should not exceed 0.2 gpd/ft2. The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch should be considered if it is determined that surface or subsurface hydrology is improved by intercepting water and diverting it away from the mound site. Deep chisel plowing may be needed to improve the permeability where a plow pan appears to restrict downward water movement. Special Comments: 1. The down slope toe of the proposed mound area on Lot 5 should be well clear of the drainage way. Soil conditions near the drainage way are very marginal for proper dispersal of effluent from a mound system immediately up slope. It is recommended that the proposed mound area be moved approximately 50 feet up slope. Property line boundaries would have to be reconfigured or an easement granted for placement of the mound on Lot 4. Soil tests would need to be redone to verify suitable conditions in the new area. 2. Even though I specified the maximum linear loading to be 4.5 gpd/ft, designers should try to design systems at 3.5 to 4.0 gpd/ft if possible. 3. Two soil borings in the proposed mound area on Lot 15 exhibited redox concentrations in the lower part of the A horizon and immediately below in the subsoil. This area is somewhat more level than other areas and more precipitation may infiltrate than on a sloping site. In addition, agricultural practices may have caused some compaction in the lower part of the A horizon and upper part of the B horizon. The combination of more infiltration and weak soil compaction may result in a higher level of saturation at this site than at other areas of the plat. Options include moving to another area on the lot, monitoring the area with observation pipes this next spring [see Comm 85.60(3) for requirements], or compiling a convincing explanation of why this is occurring and why it's not a problem for proper system operation.
