alk, AMENDMENTS TO ST. CROIX COUNTY CODE OF ORDINANCES
YAM LAND USE AND DEVELOPMENT CHAPTER 17 ZONING
SECTION 17.71 REZONING AMENDMENTS
1 The St. Croix County Board of Supervisors does ordain as follows:

3 WHEREAS, James Pickerign applied to St. Croix County Planning and Zoning
4 Department to rezone approximately 0.25 acres in the SE'/4 of the SW '/4 Section 28, T29N, RI 5W,
5 in the Town of Springfield, from Agricultural Residential to the Commercial District; and
6
7 WHEREAS, the St. Croix County Community Development Committee held a public
8 hearing on the rezoning request on September 20, 2012 in the St. Croix County Government
9 Center, Hudson, Wisconsin; and
10
11 WHEREAS, the St. Croix County Community Development Committee considered all
12 written information and verbal testimony presented at the hearing, and made the following findings
13 in support of the request:
14 1. The Town of Springfield has recommended approval of this rezoning request.
15 2. The request is consistent with the St. Croix County Development Management Plan
16 and the St. Croix County Natural Resources Management Plan based on:
17 a. The parcel is in the rural planning area and is an appropriate use.
18 b. The proposed use is somewhat consistent with minimum lot size requirements in
19 the rural planning area.
20 c. The request is somewhat consistent with the surrounding neighborhood,
21 countryside or terrain.
22 d. The proposed use has minimal potential to adversely impact stormwater
23 management.
24 e. The proposed use has minimal potential to adversely impact water resources with
25 sedimentation resulting from erosion.
26 f. The proposed use has minimal potential to adversely impact shoreland areas or
27 wetlands and closed depressions located in shoreland areas.
28 g. The proposed use has minimal potential to adversely impact closed depressions or
29 wetlands.
30 h. The proposed use is consistent with restricting development on slopes in excess of
31 20%.
32 i. The proposed use is consistent with policies to preserve woodlands, prairie
33 remnants, unique open spaces, or environmental corridors.
34 j. The proposed use is generally consistent with the County's policy to favor
35 agricultural uses over non-agricultural uses when considering land use conflicts.
36 k. The proposed use is generally consistent with the goal to protect and improve
37 groundwater quality to supply clean water for drinking and recharging surface
38 waters and wetlands.
39 1. The proposed use is generally consistent with the goal to protect and enhance
40 surface waters and wetlands to preserve their ecological functions and recreational
41 and scenic values.

42 m. The proposed use is generally consistent with the goal to protect and restore fish
43 and wildlife habitats for native species, improved water quality, recreational
44 opportunities, and natural beauty.
45 n. The request is generally consistent with the goal to preserve agricultural land for
46 crop production, scenic values, and wildlife habitat.
47 3. It appears that the proposed use can comply with standards in the Land Use,
48 Subdivision and Sanitary ordinances.
49 4. The proposed use is somewhat consistent with the spirit or intent of the Zoning
50 Ordinance.

52 THEREFORE, the following described parcel is hereby rezoned from the Agricultural
53 Residential District to the Commercial District:
