Resolution No. 24 (2012)
RESOLUTION TO RECOMMEND ADOPTION OF THE ST. CROIX
_ COUNTY 2012 2035 COMPREHENSIVE PLAN
1 WHEREAS, St. Croix County is authorized to prepare and adopt a comprehensive plan
2 as defined in §66.1001(1)(a) ; and

4 WHEREAS, pursuant to Wisconsin Statute §59.69(2) the St. Croix County Board has
5 appointed the Community Development Committee as the County Planning and Zoning Agency
6 to develop and prepare a comprehensive plan for County Board adoption; and
7
8 WHEREAS, St. Croix County, in conjunction with the West Central Wisconsin Regional
9 Planning Commission, applied for and received a Comprehensive Planning Grant from the State
10 of Wisconsin Department of Administration for the development and preparation of a
11 comprehensive plan; and

13 WHEREAS, St. Croix County has adopted written public participation procedures
14 designed to foster public participation in every stage of the preparation of the comprehensive
15 plan as required by Wisconsin Statutes §66.1001(4)(a); and

17 WHEREAS, the St. Croix County Community Development Committee has met for over
18 three years to develop and prepare a comprehensive plan that will meet the requirements of the
19 state law; and

21 WHEREAS, the St. Croix County Community Development Committee has held public
22 meetings, provided public notice of events, conducted a public opinion survey, held public open
23 houses for public input, maintained a public website of all plan development materials, and has
24 followed the public participation procedures as outlined in the adopted County public
25 participation plan; and

27 WHEREAS, the St. Croix County Community Development Committee has developed a
28 plan that contains all the elements required by Wisconsin Statute §66.1001(2) including Issues
29 and Opportunities, Community Forecasts, Utilities and Community Facilities, Transportation,
30 Housing, Economic Development, Agricultural Resources, Natural Resources, Cultural
31 Resources, Intergovernmental Cooperation, Land Use, and Implementation; and

33 WHEREAS, each of the elements in the plan includes a descriptive narrative of
34 background material, trend analysis and trend projections; maps; goals; objectives; and policies
35 as specified by state statute.

37 THEREFORE, the St. Croix County Community Development Committee hereby
38 recommends the St. Croix County 2012 2035 Comprehensive Plan to the St. Croix County
39 Board for adoption.

41 FURTHER the St. Croix County Community Development Committee hereby
42 recommends that pursuant to Wisconsin Statute §66.1001(4)(c) the County Board adopt an

43 ordinance, which will constitute its adoption of the St. Croix County 2012 2035
44 Comprehensive Plan as the County's comprehensive plan under §66.1001.

46 FURTHER, the St. Croix County Community Development Committee, pursuant to
47 Wisconsin Statutes §66.1001(4)(b) will distribute the recommended plan to the recipients listed
48 in said statute and any others listed in the adopted public participation procedures as required.
