OF THE ZONING BOARD OF ADJUSTMENT
ST. CROIX COUNTY, WISCONSIN

FINDINGS OF FACT AND CONCLUSIONS OF LAW
Having heard all the testimony, considered the entire record herein, and conducted an
on-site inspection, the Board finds the following facts:
1. The applicants are Paul and Laura Anderson, whose address is 2125 210th Ave.,
Deer Park, Wisconsin 54007.
2. The applicants on September 22, 1998, filed with the Zoning Office an application
for a special exception request for a temporary occupancy permit.
3. Paul and Laura Anderson are the owners of the property which is the subject of
the application and located in the NE 1/4 of the NW 1/4 of Section 20, T31N,
R16W, Town of Cylon, St. Croix County, Wisconsin.
4. The subject property has a home under construction at the present time.
5. Special Exception request is a Temporary Occupancy permit under Section
17.70(3)(c)(3). A special exception is required where there is any temporary
occupancy permit.
6. The following exhibits were presented:

Exhibit 2: Letter from the Town of Cylon recommending approval of application
Exhibit 3: Copy of sanitary permit and inspection report
Exhibit 4: Site plan showing structures, well, septic and setbacks
Exhibit 5: Copy of building permit
Exhibit 6: Staff report
7. Paul and Laura Anderson, being duly sworn, stated that they are the owners of
the property. They are asking for this permit to live in a mobile home on the
property while they are building their house.
8. The applicants received a building permit from the Town of Cylon, but were not
informed that they needed to get a special exception permit from the county.
9. The applicants are presently living in the mobile home on the property, and their
home is near completion.
10. Andersons plan to have the mobile home off of their property in six months.
11. The septic system has been installed and is connected to the mobile home. The
system will eventually be connected to the new structure.
12. The Town of Cylon recommends approval of this application.
13. Under Section 17.70(3)(c)(3) an application may be made for a special exception
for temporary occupancy.
14. The Board of Adjustment finds that this special exception application conforms
with the requirements for granting a special exception under 17.65(1)(b) and
17.65(3)(c).
DECISION
On the basis of the above Findings of Fact, Conclusions of Law, and the record herein,
the Board approved the applicant's request for a special exception for a temporary
occupancy permit and has been approved on the following vote:

with the following conditions:
1) The permit is issued to Paul and Laura Anderson. The mobile home must
be moved off of the property 6 months from the date the decision is filed.
APPEAL RIGHTS
Any person aggrieved by this decision may file an appeal in St. Croix County circuit court
within 30 days after the filing date shown below, pursuant to sec. 59.694(10), Wisconsin
Statutes. St. Croix County assumes no responsibility for action taken in reliance on this
decision prior to the expiration of the appeal period. St. Croix County does not certify

that the identity of all persons legally entitled to notice of the Board of Adjustment
proceedings which resulted in this decision was provided to the County.
If an appeal is taken of this decision, it is the responsibility of the appellant to submit at
his/her expense a transcript of the Board of Adjustment proceedings to the circuit court,
which is available from Northwestern Court Reporters, Hudson, Wisconsin. It is the
responsibility of the Board of Adjustment to submit its record (file) of this matter to the
circuit court.
