Land Information & Parcel #28.30.19.288, T%n of St. Joseph Planning 715-386-4674 Dear Mr. Heise: RealPrope, This letter confirms zoning approval according to the plans you have submitted for 715-386- 677 filling and grading an area of approximately 200 square feet within 300 feet of the ,A Ordinary High Water Mark (OHWM) of Perch Lake to construct two sections of steps Re`.` cfl°g for structural erosion control on the property referenced above in the Town of St. 15-386-4675 Joseph. Staff finds that the proposed project meets the spirit and intent of the St. Croix County Zoning Ordinance and Shoreland District with the following findings: 1. Filling and grading less than 10,000 square feet in area less than 300 feet from the OHWM on slopes less than 25 percent measured over a horizontal distance of 50 feet is allowed with a land use permit in the Shoreland District pursuant to Sections 17.29(2)(c) of the St. Croix County Zoning Ordinance; 2. Land disturbance activities for public improvements affecting slopes 25 to 29.9% measured over horizontal distance of 50' requires a land use permit pursuant to Sections 17.12(8) and 17.12(9) of the St. Croix County Zoning Ordinance; 3. No impervious surfaces are proposed for this project, which will utilize a combination of crushed rock and 4"x4"x4" wood steps anchored into the ground that will replace two eroding sections of foot trail; 4. The shoreline of the lake is currently unimproved and is vegetated with trees and typical woodland undergrowth. With conditions for maintaining the current level of native vegetative cover along the shoreline to preserve wildlife habitat and provide filtration of storm water runoff from any disturbed areas consistent with the standards in the Shoreland District, the natural beauty and ecology of Perch Lake will be protected; 5. The St. Croix County Land and Water Conservation Department has been responsible for developing the plans and will oversee the installation of the rock and wood steps. With conditions that LWCD staff supervise the installation of steps and appropriate stabilization for exposed soil is applied immediately after completion, the water of Perch Lake will n quality of be impaired; and ST. I i Based on ese'findings, approval of the land use permit is subject to the following conditions: 1. rior to commencing construction, the applicant shall obtain any permits required by Federal, State, or town regulations for this project. 2. The applicant shall be responsible for supervision of all volunteer labor and implementation of the approved project plan in compliance with these conditions. 3. Within 30 days of completing construction, the applicant shall submit to the Zoning Administrator photos of the completed project as viewed from all angles. This approval does not allow for any additional construction, structures or structural changes, grading, filling, or clearing of vegetation beyond the limits of this request. It is your responsibility to ensure compliance with any other local, state, or federal rules or regulations, including obtaining a building permit from the Town of St. Joseph.
