Planning This letter confirms zoning approval according to plans submitted on July 2nd, 2012 for
715-3864674 the following activities that require a land use permit:
Real Prope To fill and grade in a flood fringe area pursuant to Section17.40 G.3. of the St. Croix
715-386677 County Zoning Ordinance. The fill is being placed to elevate the driveway in order to

Staff finds that the proposed activities meet the Floodplain Ordinance requirements based
on the following findings:
1. The property is located in the NE 1/4 of the NE1/4 of section 26, T30N, R1 8W, in
the Town of Richmond, 1390 140t" Street. This property is zoned Ag/Residential.
2. The fill is to construct a driveway to have contiguous dry land access.
3. Gary Lepak, Floodplain Engineer for the Wisconsin Department of Natural
Resources (DNR) in his e-mail dated June 27th, 2012 stated that the flooding on
this property would be water that is backed up onto the property and therefore is
classified as flood fringe. Since this area is flood fringe, the engineering analysis
required under 17.40 D.1. is not required. Gary also stated that the culvert under
the driveway must be adequately sized for the water that will flow under the
driveway.
4. Todd Rehnelt, Engineering Technician and Jeff Durkee, Highway Engineer sized
the culvert at 24 inches in diameter.
5. The Land and Water Conservation Department had no comments.
6. The DNR requirements have been addressed with Gary Lepak's review.
This land use permit approval is for filling in a flood fringe area as indicated in the plans
submitted, and as provided in the conditions below:
