permit application for a livestock facility is not approved yet. Staff finds that the proposed
project meets the requirements of the St. Croix County Animal Waste Storage Facility
Real Property Ordinance and the St. Croix County Zoning Ordinance with the following findings:

2. An animal waste storage facility is allowed with a land use permit in the Agricultural
District pursuant to Section 11.3 A. of the St. Croix County Animal Waste Storage
Facility Ordinance.

3. The proposed storage facility meets the required setbacks.-pursuant to section 17.12
(13) of the St. Croix County Zoning Ordinance.
4. The applicant submitted a manure storage facility plan that includes; DNR approval,
engineered plans, project descriPtion well information management and site
assessments, soils investigation, design calculations operation and maintenance plan,

and a construction observation plan.
5. The proposed manure storage facility is not located in a floodPlain or shoreland area.
6. The St. Croix County Land and Water Conservation Department has reviewed the
above information listed under #4 and recommends conditional approval of the land
use permit.
Based on these findings, approval of the land use permit is subject to the following conditions:
1. After completion of the structure the applicant shall provide an as built drawing
certified by an engineer that the structure meets standards. The applicant must
5. provide the as-built prior to use of the structure and obtain an operations permit from
the County.
2. The applicant shall supply the LWCD with a certified 590 nutrient management plan
annually.
3. Any modifications require approval from the Code Administrator.
4. Upon transfer of ownership a written notice shall be submitted to the Zoning
Administrator.
5. This permit is valid for one year. A request can be made for one additional year.
6. If this operation ceases operations for a period of 24 months this pit shall be closed
according to 11.3 E of the Animal Waste Storage Facility Ordinance.

This approval does not allow for any additional construction, structures or structural changes,
grading, filling, or clearing of vegetation beyond the limits of this request. Your information will
remain on file in the St. Croix County Planning and Zoning Department. It is your
responsibility to ensure compliance with any other local, state, or federal rules or regulations,
including obtaining a building permit from the Town of Baldwin.
