Dear Mr. and Mrs. Hoffman:
This letter confirms zoning approval according to the plan you have submitted to the Zoning Office to substantially
alter your existing nonconforming accessory structure (bunkhouse) in its original footprint. Please find enclosed an
administrative land use permit for your project. This permit allows you to complete the project as submitted.
This permit has been issued with the following conditions:
• Notify the Zoning Office 3 days prior to the commencement of the project and upon the completion of the
proj ect.
• Permit is valid for one year from the issuance date.
• Obtain a town-building permit prior to the commencement of the project. Please contact John Ruemmele,
Chairperson for the Town of Troy at 715-386-3486 or Brian Wert, Building Inspector at 715-386-5279 to
obtain the necessary building permits for the project.
• Submit photos of the final construction to the Zoning Office.
The architectural plans as submitted are found to be in compliance with the provisions of the St. Croix County
Zoning Ordinance and the Lower St. Croix River Valley District. The structure's footprint is nonconforming since it
does not meet the setback requirement from the bluff line and ordinary high water mark of the St. Croix River. Staff
understands that the accessory structure will be repaired and raised 30 inches in the same footprint and will not
encroach closer to any dimensional setback (i.e. expanding the footprint of the structure).
Staff finds that the project meets the spirit and intent of the St. Croix County Zoning Ordinance (Lower St. Croix River
Valley District) for the following reasons:
1. Repairing the existing structure will not increase its nonconformity.
2. The structure was constructed prior to the enactment of the Riverway provisions and district.
3. The applicant worked with McDonald Remodeling to design the plans for the project.
4. The approval of this project will not affect the public health, safety and welfare of the residents of St. Croix County.
5. This approval will not change the character of the neighborhood.
6. Accessory uses are allowed in the Riverway district.
7. The site is well screened by existing vegetation.
8. The structure's exterior will be a brown earth tone, which will bend the structure in to its natural surroundings.
9. Grading is not necessary to repair and raise the structure.
10. This structure does not have plumbing or running water.
If the scope of the project changes, please contact the Zoning Office immediately so we can assess the project to
ascertain if additional zoning permits or approvals are necessary.

Re: Hoffmann Land Use Permit Application
Rod,
The purpose of this letter is to help support my application for a Land Use Permit for the
Hoffmann residence. Please find enclosed my completed application, a check for my
application fee in the amount of $150.00 and plans showing intended repairs on the
existing structure.
Together with the homeowner, we recently had a site meeting back on the 27th of
September. The address is 182 Catfish Bar, River Falls WI 54022. The property is
located inside of the Riverway District. The intention of that site meeting was to help get
an understanding of what constitutes repairs and alterations to dwellings inside the
Riverway District. We discussed the possibility of applying for a land use permit on a
non-conforming structure and also how to make application for a variance.
The scope of work for this project will be to make repairs to the existing bunkhouse
structure. This structure has been on site for some 50 - 60 years. Over the years, soils
have washed down from the hillside to rest under the bunkhouse and up against the
topside of the structure. As a result, the bunkhouse floor and rim system have decayed to
the point of non-existence in certain spots causing great distress to the bunkhouse.
McDonald Remodeling has been asked to make repairs to the bunkhouse, bringing it back
into operation for the family. In making these repairs, we plan to raise the bunkhouse
approximately 30" up on the existing footings to allow for non-interrupted drainage
to run free under the bunkhouse. In addition, the added height will allow for proper
ventilation under the structure. The repairs aspect of the work will be to replace rotten
floor and rim joists. We will also need to make some subflooring repairs to help facilitate
the work. We also plan to enclose the bottom side of the structure with treated plywood
to help bring further separation between the bunkhouse and ground. When the repairs are
complete, we will have brought the floor system back into repair.

While on site, the owner's would like us to make some changes to the windows and doors
to the existing bunkhouse. They are identified on the drawings.
To wrap up the project, we also plan to install new Hardi lap siding finished in earth tone ~~fZdG~~~
colors. Again, this is identified on the drawings. -
In doing the above work, we do NOT plan to do any work to the well and or septic
system.
