AMENDMENT TO DECISION
Appellant: Central St. Croix Rod and Gun Club
Original Decision dated June 16, 1998
At the St. Croix County Board of Adjustment meeting held on June 25, 1998, the Board
voted to amend the original Decision dated 6/16/98. The following action was taken:
Motion by Golz, second by Wert to change condition number 8 on the original Decision
dated June 16, 1998. Condition number 8 will now read: As per the standards set by
the Wisconsin Department of Health, there shall be one (1) sanitary (satellite) facility
available at all times to be shared by both sexes. When the number of patrons utilizing
the facility is between 16 - 100, or when food and beverages are sold, there will be two
(2) satellites available to the public, one for each gender. Over 100 patrons shall require
one satellite for every 50 males and one satellite for every 30 females.
The following vote was taken to approve the amendment: Golz, yes; Wert, yes; Vice
Chairperson Speer, yes. Motion carried.

OF THE ZONING BOARD OF ADJUSTMENT

FINDINGS OF FACT AND CONCLUSIONS OF LAW
Having heard all the testimony, considered the entire record herein, and conducted an
on-site inspection, the Board finds the following facts:
1. The applicant is the Central St. Croix Rod and Gun Club, whose address is Box
393, Baldwin, Wisconsin 54002.
2. The applicant on April 24, 1998, filed with the Zoning Office an application for a
special exception request for limited commercial recreational activities in an
ag/residential district permit under Section 17.15(6)(m). A special exception is
required where there is limited commercial recreational activities in an
ag/residential district.
3. Central St. Croix Rod and Gun Club, a corporation, is the owner of the property
which is the subject of the application and is located in the SW 1/4 of the NW 1/4
and the SW 1/4 of the NE 1/4, all in Section 18, T28N-R16W, Town of Eau Galle,
St. Croix County, Wisconsin.
4. The subject property is currently being used for a rifle range.
5. The Town of Eau Galle supports the application with conditions.
7. The following exhibits were introduced:

8. Allen Borgeson, being duly sworn, stated his address to be 342 Hillside Circle,
Baldwin, Wisconsin and that he is the President of the Central St. Croix Rod and
Gun Club.
9. There are approximately 40 to 50 members of this club.
10. This property has been a rifle range since 1950, but has not been taken care of.
They have now cleaned up the area and want to get all appropriate permits for
the club so that everything is in order.
11. The corporation has been reformed and they were incorporated on april 23, 1998.
12. The members, along with some surrounding neighbors, have set up a site plan
for this club.
13. The property consists of 11 acres and is gated off and only open certain hours.
14. There will be sanitation services for special events.
15. The club would like to run a trap league, a couples night, a bow range, rifle range
and pistol range.
16. The range would be open to members only, but guests may accompany
members.
17. The Board of Adjustment finds that this special exception application conforms
with the requirements for granting a special exception under 17.15(6)(m).
15. Special Exception permits may be terminated under Section 17.70(7)(d) of the St.
Croix County Zoning Ordinance if the conditions of the decision are not met.
DECISION
On the basis of the above Findings of Fact, Conclusions of Law, and the record herein,
the Board approves the applicant's request for a special exception for limited commercial
recreational activities in an ag/residential district and has been approved on the following
vote:

with the following conditions:
1) Hours of use limited to 8:00 a.m. to 9:00 p.m.
2) Berm behind shooting range must be constructed to Town Board
specifications
3) Property must be kept gated and locked when not in use
4) Members and guests only
5) Alcohol and other regulations must be posted where visible
6) Must be locked up by Midnight
7) No other use of facility
8) Two (2) sanitary (satellite) facilities to be available to public at all times
9) No parking on State Highway
APPEAL RIGHTS
Any person aggrieved by this decision may file an appeal in St. Croix County circuit court
within 30 days after the filing date shown below, pursuant to sec. 59.694(l 0), Wisconsin
Statutes. St. Croix County assumes no responsibility for action taken in reliance on this
decision prior to the expiration of the appeal period. St. Croix County does not certify
that the identity of all persons legally entitled to notice of the Board of Adjustment
proceedings which resulted in this decision was provided to the County.
If an appeal is taken of this decision, it is the responsibility of the appellant to submit at
his/her expense a transcript of the Board of Adjustment proceedings to the circuit court,
which is available from Northwestern Court Reporters, Hudson, Wisconsin. It is the
responsibility of the Board of Adjustment to submit its record (file) of this matter to the
circuit court.
