Nelson Zoning Administrator Re: Non-Metallic Mining Permit Eau Galle Township Dear Mr. Nelson: The following is submitted to fulfill your request for additional information on subject request. Depth of Excavation: Not more than 10 feet. In no case will excavation depth be sufficient to cause ponding of water. Ravine located west of the site: The proposed mining operations will be conducted east and north of the house located on the site. As such, all mining will be over 400 feet from the ravine to the west. No changes to the existing water flow over adjacent lands will result from the proposed mining. Dates of Operation: No dates are yet available for the proposed mining. However, rather than request an open ended permit, we are requesting a permit through 1994 (2 construction seasons). If we have not begun mining by then, we will need to request an extension at that time. This will allow the Board to re-evaluate our permit. Reclamation Plan: The land will be reclaimed and returned to its present use. Current topography (20' interval) will remain unchanged. This is a result of the small scale of the mining operation. All reclaimed areas will have an angle of repose equal to or greater than 2:1. Due to the small scale of the proposed mining operation, all mining will be completed in one phase during one season. Consequently, the reclamation can be completed in one comprehensive effort. EXB~r Tenant and Buyer Representation All topsoil will be replaced with a dozing operation. The area will be seeded, by the owner, with a crop. If no crop is to be planted, Ames Construction will plant similar grasses to those currently in existence. Reclamation will commence immediately after completion of the mining operation. Reclamation activities are expected to last 5 days. I hope the forgoing answers all your questions. If not, please contact me. I look forward to completing this process with your assistance. Please let me know when I am to reappear before your Board if needed. Very truly yours, AGrego7B. Chairman Kinney explained the procedures of the hearing requesting that individuals wishing to testify sign their names and addresses the front of the room. Supervisors Bradley, Kinney, Menter, Sinclear and Stephens were all in attendance. Staff present was Tom Nelson, Zoning administrator. Stephens made a motion to approve the amended agenda. Articles 1 and 7 of the new business have been omitted as has number 3 of the old business. Seconded by Bradley. Motion carried. Kinney made a motion to approve the minutes as written. Motion seconded by Sinclear. Motion carried. OLD BUSINESS DAVID ROE Dave requested an extension of his project as had been approved last year. The setback variance was good for a one year period. His plans are to build this summer. Gr6q Paronto presented a request to operate a nonmetallic operation for removal of clay on 20 acres of property. The amount to be removed would be approximately 25,000 cubic yards. No lab tests have been conducted on the quality of the clay and it is unknown as to when the operation will begin since there is no market at this time. Nelson stated there is the need for more information in the operations plan and reclamation plan. Proof of insurance and bonding are also required. BACHMAN Steve Dunlap presented additional information for the addition onto an existing residence that is closer than 100 from the bluff 1 ine . The projected cost is less than 50 percent of the current value of the structure. The township of Troy supports the proposal while DNR does not.
