NEXT MEETING: The next Council on Aging & Disabilities meeting is scheduled for Thursday, March 21, 2013 at 9 a.m. at the Hudson Government Center. MINUTES: Motion: A motion was introduced by Grant, seconded by Ostness; and unanimously adopted: To approve the minutes of the 12/20/2012 Council on Aging & Disabilities. FINANCIAL REPORT: Council members received copies of the November financial report. The Aging Unit and the ADRC are doing very well in terms of revenue. The Aging Unit expenses are a little over budget while the ADRC expenses are a little under budget. The over budget in Aging is due, in part, to the purchase of commercial kitchen equipment using trust monies. The surplus on the ADRC side will be carried over into 2013. In response to a question from Council Member Ostness, it was explained that a year to year comparison column on the Council on Aging & Disabilities Page 2 January 17, 2013 report will be available beginning May 2013. SWFCA began in 2008 in Richland County as a public/government special purpose district, created legislatively for the sole purpose of providing managed care services. Beginning in 2012 SWFCA had just over 2,000 members. In October 2012, SWFCA was awarded the five counties of Chippewa, Dunn, Eau Claire, Pierce and St. Croix Counties, with its 2700 consumers, who previously received managed care services with CHP. SWFCA has worked closely with the DHS and CUP to transition and ensure continuity of care for each of those consumers. Based upon past transition experiences, Executive Director Buros has discovered the life cycle of successful transitions and continuity of care depend on: development of a strong provider network, hiring staff, meeting each consumer face to face, and timely payment of providers. Past experience has also revealed that strategies for continued success of a managed care organization include lean administrative overhead, redundancy in positions and developing relationships with stakeholders. SWFCA is financially healthy and has entered into a risk sharing agreement with DHS. The largest brick and mortar office of SWFCA will be Eau Claire with smaller offices in Menomonie and Baldwin with staff in each. The Baldwin office will serve Pierce and St. Croix Counties and will house 30-35 employees. Council on Aging & Disabilities Page 3 January 17, 2013 In response to a question posed by Council member Norton-Bauman, Buros explained the SWFCA board consists of 15 individuals, eight of which are supervisors from Crawford, Grant, Green, Iowa, Juneau, Lafayette, Richland and Sauk Counties and seven of the board are citizens at large or member representatives. While the board meetings are open, Buros was not sure how the five counties in this area will be formally represented until legislative language which designated SWFCA as a special purpose district for the original 8 counties is addressed. Discussion followed on the importance of formal representation considering the enrollment numbers of the 5 expansion counties. AGING UPDATES: 4th Quarter and 2012 Nutrition Program Stats: Council members received 4th quarter and yearly 2011 and 2012 compari son numbers. Discussion on specific Nutrition Site numbers the miscellaneous meal category followed. Beckman also informed Council members that beginning in February the River Falls Congregate Nutrition Site will be open on Fridays. Transportation Program: Transportation Requests (out of county/weekend) Davis presented transportation requests: Deer Park to use the 2008 mini-van for shopping to Woodbury or Rice Lake sometime in the last two weeks of this month, 2011 mini-bus to go to Senior American's Day in Eau Claire on March 19, 2013. Motion: A motion was introduced by Norton-Bauman, seconded by Berneschot and unanimously adopted: To accept the transportation requests. New Weekend Transportation Program Provider for 2013: Community Services Coordinator Davis explained to the Council that recently a decision has been made to contract with A-Taxi of Hudson as the provider for the Weekend Transportation Program effective February 1, 2013 for persons living in Hudson or North Hudson with a self-declared disability. ADRC UPDATES: Information & Assistance(I&A) Update Sheet: Council members received a handout with the most recent numbers. There has been one disenrollment from CHP; five enrollments into CHP-Family Care; four IRIS referrals; three IRIS enrollments; no IRIS disenrollments. Secret Santa Program: Davis reported that during the 2012 the elves of the ADRC delivered Delivered 110 Secret Santa bags thanks to generous donations from the KCs of New Richmond, a Royal Neighbor's Club of River Falls, the Hudson Trailblazers and individuals, Cross Lutheran of Roberts and Holy Cross of Glenwood City. Beckman read several thank you notes received from Secret Santa recipients. CORRESPONDENCE: Beckman shared an article on Interfaith and the DayAway Programs recently published in the New Richmond News. Beckman informed the Council members the ADRC is now in the process of hiring a new DayAway Manager, a Baldwin Nutrition Site Manager, and an individual for the new Benefit Specialist position. Council Member Norton -Baughman apologized for her absence in December but was happy to report the local Kiwanis Club recently voted to support an Aktion Club for disabled adults in Council on Aging & Disabilities Page 4 January 17, 2013 Hudson. Council Member Berenschot reported he recently attended the Glenwood City Senior Center Board meeting and was impressed with the enthusiasm he witnessed there. Beckman reported he recently spoke at the Source/Operation Help. A "Soup's On" fundraiser for the Interfaith Program of the ADRC and the Hudson Food Shelf will be held at the Government Center on March 8, 2013. Beckman explained that several St. Croix County Departments, including the ADRC, attended a recent training on and are now participating in the Results Only Work Environment (ROWE). The trainer will be invited to a future ADRC council meeting. Beckman encouraged council members to attend any one of the Valentine's Day parties at the local senior centers. POSSIBLE AGENDA ITEMS FOR NEXT MEETING: Council Vice-Chair Grant requested that Nutrition Program Coordinator Hanson speak at the next meeting. Council Member Chevalier requested to hear specifics on elder abuse criteria including number of reports and follow ups to those reports.
