RESOLUTION AUTHORIZING THE ST. CROIX COUNTY
ST. CRO , JN1TY COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR
2013 - LAKE MANAGEMENT PLANNING GRANTS
WHEREAS, Lake St. Croix, a portion of the St. Croix River south of the Stillwater
bridge, is an important resource used by the public for recreation and enjoyment of natural
beauty; and

3 WHEREAS, rapid population growth and land-use changes within the St. Croix River
4 Basin have contributed both point and nonpoint sources of pollution to Lake St. Croix; and

6 WHEREAS, the State of Wisconsin and the State of Minnesota have designated the
7 Lower St. Croix River as an impaired water resource because of excess phosphorus; and
8
9 WHEREAS, shoreline conditions play a critical role in how nutrients and sediments are
10 delivered to the lake; and

12 WHEREAS, interactive assessment tools are critical to carry out protection and
13 management activities within Lake St. Croix and the larger St. Croix River Basin; and
14
15 WHEREAS, the Community Development Department seeks authorization to apply for
16 two Wisconsin Department of Natural Resources ()XTDNR) lake planning grants of $10,000 each,
17 to conduct a shoreline assessment of Lake St. Croix and the St. Croix River, on the portions
18 within St. Croix County, and develop an interactive shoreline information system.

20 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors
21 that the Community Development Department is authorized to request $20,000.00 from the
22 Wisconsin Department of Natural Resources under the Lake Management Planning Grant
23 Program, to sponsor a shoreline assessment and interactive public shoreline information system
24 for Lake St. Croix and the St. Croix River located within St. Croix County.

26 BE IT FURTHER RESOLVED that the Community Development Director is authorized
27 to execute an application to the Wisconsin Department of Natural Resources for the lake
28 planning grants.

30 BE IT FURTHER RESOLVED that the St. Croix County Community Development
31 Department shall comply with state rules for the Lake Management Planning Grant Program,
32 may perform force account work, and shall comply with the terms of the grant.
