AMENDMENTS TO ST. CROIX COUNTY CODE OF ORDINANCES
ST CROIX- C(z~ l1NTY LAND USE AND DEVELOPMENT CHAPTER 17 ZONING
6'SECTION 17.72 REZONING AMENDMENTS - UDDER LEE DAIRY,
INC.
The St. Croix County Board of Supervisors does ordain as follows:

1 WHEREAS, the Udder Lee Dairy, Inc. applied to St. Croix County Planning and Zoning
2 Department to rezone approximately 6.01 acres in the NEl/4 of the NE 1/4S ection 21, T29N, RI 6W,
3 in the Town of Baldwin, from Agricultural District to the Agricultural Residential District; and

5 WHEREAS, the St. Croix County Community Development Committee held a public
6 hearing on the rezoning request on December 20, 2012 in the St. Croix County Government
7 Center, Hudson, Wisconsin; and
8
9 WHEREAS, the St. Croix County Community Development Committee considered all
10 written information and verbal testimony presented at the hearing, and made the following findings
11 in support of the request:
12 1. The Town of Baldwin has recommended approval of this rezoning request.
13 2. The request is consistent with the St. Croix County Development Management Plan
14 and the St. Croix County Natural Resources Management Plan based on:
15 a. The parcel is in the rural planning area and is an appropriate use.
16 b. The proposed use is consistent with minimum lot size requirements in the rural
17 planning area.
18 c. The request is consistent with the surrounding neighborhood, countryside or
19 terrain.
20 d. The proposed use has minimal potential to adversely impact stormwater
21 management.
22 e. The proposed use has minimal potential to adversely impact water resources with
23 sedimentation resulting from erosion.
24 f. The proposed use has minimal potential to adversely impact shoreland areas or
25 wetlands and closed depressions located in shoreland areas.
26 g. The proposed use has minimal potential to adversely impact closed depressions or
27 wetlands.
28 h. The proposed use is consistent with restricting development on slopes in excess of
29 20%.
30 i. The proposed use is consistent with policies to preserve woodlands, prairie
31 remnants, unique open spaces, or environmental corridors.
32 j. The proposed use is generally consistent with the goal to protect and improve
33 groundwater quality to supply clean water for drinking and recharging surface
34 waters and wetlands.
35 k. The proposed use is generally consistent with the goal to protect and enhance
36 surface waters and wetlands to preserve their ecological functions and recreational
37 and scenic values.
38 1. The proposed use is generally consistent with the goal to protect and restore fish
39 and wildlife habitats for native species, improved water quality, recreational
40 opportunities, and natural beauty.
41 3. It appears that the proposed use can comply with standards in the Land Use,
42 Subdivision and Sanitary ordinances.
43 4. The proposed use is consistent with the spirit or intent of the Zoning Ordinance.
44 5. The request meets the requirements in WSS 91.48 (1).
