INTRODUCTION A previous Interpretive Determination Report was approved for this lot in 2004. This soil tester was contacted by the property owner to move the approval to a different location due to the proposed dwelling location. It was determined that a new site and soil evaluation was needed with an Interpretive Determination Report as A+0 conditions exist on this site. This report is required to determine the suitability for installation of a private on-site wastewater treatment system (POWTS) in lieu of groundwater monitoring per State of Wisconsin Department of Safety and Professional Services (DSPS) regulations. II. PREPARATION OF REPORT This report is being prepared according to the standards set forth by DSPS 385.60(2) of the Wisconsin Administrative Code and a guideline prepared by Leroy Jansky called "Preparing the Interpretive Determination Report. " M. REQUIRED INFORMATION A. A Soil Evaluation Report has been conducted according to DSPS 385.40 and is attached as part of this report. B. Local Hydrology 1. Surface Water: no ponding appears to take place on the site based on the slope of the land and vegetation. The tested area is at the shoulder of the slope with a two percent slope. 2. Subsurface Water: some rainfall leaves the site and some is absorbed into the A horizon. The silt loam texture within the A horizon has good structure with root and worm action taking place. The subsoil has a higher clay content and a weaker structure which tends to hold more water due to the evidence of redoximorphic features at 6 inches. 3. Soil Saturation - soil appears to become saturated 61 Page 2 - JEFFREY P. &t NICOLE A. ENGSTROM under the A horizon due to evidence of redoximorphic features. Saturation conditions vary due to the depth of the heavier silty clay. No water was observed in any of the pits. One backhoe pit had redoximorphic conditions in the A Horizon at six inches. 4. Surface Water Elevations - this land area is located within the St. Croix River Basin which includes the Apple, Willow and Kinnickinnic Rivers and several smaller creeks. (St. Croix County Development Management Plan; Physical Features Analysis pg. 2-11.) The Kinnickinnic River is located approximately one and one-half miles due north and flows at a southwesterly direction. The attached topography map from the State of Wisconsin Geological and Natural History Survey shows the land thirteen feet higher than the two drainage areas that surround the proposed area. Another drainage area approximately 500 feet to the northwest drains northerly. The drainage areas do appear to carry water. C. Geomorphology 1. Parent Material - The parent material is silty clay weathered from shale 2. Landform Type - The proposed system will be in soils formed in silty clay material with underlying shale. D. Landscape Position and Local Topography - The proposed system is located in the middle of the landscape and on the shoulder of the area. The shape of the slope is linear and convex to a minimum degree. The ground surface elevation is at 1113 feet mean sea level with lower elevation northeasternly. See attached USGS Topographic Map. E. Soil Series and Mapping Units - The Soil Survey of St. Croix County has the area mapped as a Derinda Variant silt loam series. This soil tester encountered the conditions similar. The typical profile per the Soil Survey is (in a cultivated area): Page 3 - JEFFREY P. $ NICOLE A. ENGSTROM 0-9", very dark gray, friable, moderately structured silt loam 9-14", dark grayish brown, firm, moderately structured silt loam 14-18", brown, firm, moderately structured silt loam 18-25", olive, very firm, strong structured silty clay 25-30", olive gray, very firm, moderately structured silty clay 30-40", olive gray and pale green, extremely firm, massive silty clay weathered from shale 40-60", olive gray and pate green, extremely firm, massive clay shale The series is described as poorly drained soils on nearly level and gently sloping areas of shale uplands. Permeability is slow and water capacity is moderate. F. Field Observations - the proposed site has been cropped/tilled for many years. The site currently is in alfalfa but has been corn for many years prior. The soils identified were similar to the Derinda Variant Series estimating high ground water to be at 6 inches. Some soil mixing from plowing and tilling is occurring within the A horizon. G. Comparative Analysis - All pits were similar except B3 had a few redoximorphic features in the A horizon. They all had low and high redoximorphic conditions under the A horizon varying from common to many and distinctive to prominent. The prolonged saturation does occur at 6". There is no prolonged saturation for more than 7 consecutive days within the top 6". H. Government Reports and Comments - The adjacent properties to the north and south had an approved Interpretive Determination Report approved in 2004 and 2007. There are other POWTS within the area. IV. Conclusion and Recommendations - the site is suitable for a POWTS as evidenced by the redoximorphic conditions described above. There appears to be no evidence of hydric soils or hydrophytic vegetation. Most of the surface water leaves the site due to the position in the landscape. There is a slope to the site of 2% and no surface ponding anywhere. No prolonged saturation occurs within the top 6" as evidenced by the redoximorphic features. L Page 4 JEFFREY P. &t NICOLE A. f NGSTROM 1. The system shall be installed on the elevation of 94.00. 2. The sand fill shall be 3.0' of ASTM C-33 code required material. 3. Plow depth should be to the depth of 12 inches during dry soil conditions so there is no chance of soil smearing. 4. The system loading rate to be 0.2 GPD/ft2. 5. Construct the toe area of the mound system at a 1:4 ratio instead of the required 1:3 to increase absorption area. The State of Wisconsin, Department of Safety and Professional Services will review the site and report to make a final approval. Adm. Code General This system shall be operated in accordance with SPS 382-84 Wis. Adm. Code, and shall maintained in accordance with its' component manuals (EZflowMound Component Manual 8/20/07, Pressure Distribution Component Manual Ver. 2.0 SBD-10706-P (N. 01/01) and SSWMP Publication 9.6 (01/81)] and local or state rules pertaining to system maintenance and maintenance reporting. Septic and pump tank abandonment shall be in accordance with SPS 383.33, Wis. Adm. Code when the tanks are no longer used as POWTS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall be sealed watertight upon the completion of service. Any opening deemed unsound, defective, or subject to failure must be replaced. Exposed access openings greater than 8-inches in diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s. 281.48, Stats. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. Code. The operating condition of the septic tank and outlet fitter shall be assessed at least once every 3 years by inspection. The outlet filter shall be cleaned as necessary to ensure proper operation. The filter cartridge should not be removed unless provisions are made to retain solids in the tank that may slough off the filter when removed from its enclosure. If the filter is equipped with an alarm, the filter shall be serviced if the alarm is activated continuously. Intermittent filter alarms may indicate surge flows or an impending continuous alarm. The septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 1/3 the liquid volume of the tank. If the contents of the tank are not removed at the time of a triennial assessment, maintenance personnel shall advise the owner as to when the next service needs to be performed to maintain less than maximum scum and sludge accumulation in the tank. The addition of biological or chemical additives to enhance septic tank performance is generally not required. However, if such products are used they shall be approved for septic tank use by the Wisconsin Department of Commerce. Puma Tank The dosing (pump) tank shall be inspected at least once every 3 years. All switches, alarms, and pumps shall be tested to verify proper operation. If an effluent filter is installed within the tank it shall be inspected and serviced as necessary. If the force main has a weep hole, it should be noted if it is functional during pump operation, and if not, it should be cleaned. "**"'No one should ever enter a septic or dose tank since dangerous gases may be present that could cause death. Mound and Pressure Distribution System No trees or shrubs should be planted on the mound. Plantings may be made around the mound's perimeter, and the mound shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetration. Traffic (other than for vegetative maintenance) on the mound is not recommended since soil compaction may hinder aeration of the infiltrative surface within the mound and snow compaction in the winter will promote frost penetration. Cold weather installations (October-February) dictate that the mound be heavily mulched as protection from freezing. Influent quality into the mound system may not exceed 220 mg/L BODS, 150 mg/L TSS, and 30 mg/L FOG for septic tank effluent or 30 mg/L BODS, 30 mg/L TSS, 10 mg/L FOG, and 104 cfU/100 mL for highly treated effluent. Influent flow may not exceed maximum design flow specified in the permit for this installation. The pressure distribution system is provided with a flushing point at the end of each lateral, and it is recommended that each lateral be flushed of accumulated solids at least once every 3 years. When a pressure test is performed it should be compared to the initial test when the system was installed to determine if orifice clogging has occurred and if orifice cleaning is required to maintain equal distribution within the dispersal cell Observation pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner, and any levels above 4 inches considered as an impending hydraulic failure requiring additional, more frequent monitoring. Contingency Plan If the septic tank or any of its components become defective the tank or component shall be repaired or replaced to keep the system in proper operating condition. If the dosing tank, pump, pump controls, alarm or related wiring becomes defective the defective component(s) shall be immediately repaired or replaced with a component of the same or equal performance. At that time, the State of Wisconsin Comm 8 3 code stated new sites needed 2+ inches of suitable soils. The tested areas showed suita6le soils for an A+ 7 mound system. The 16 acres were surveyed and split into two lots. (see attached survey map and the Site and foil Evaluation Report.) Currently, the 10 acre parcel is listed for sale and the potential buyer has plans to split the 10 acres into two 5 acre parcels, one being for a Family mern6er. This required another site and soil evaluation report for the second lot. A site and soil on-site was conducted on 5 October 2oo+ 6.9 this soil tester. Four 6ackhoe pits were dug along with five hand borings. No A+4 conditions were encountered. GEOLOGICAL hl5TORY: As we know, this area in Wisconsin is an area of the Glaciated Kegion which occurred 55,000 to 50,000 years ago. This caused erosion, deposition, stream erosion and other processes. Wisconsin is divided into five natural regions which are related to land 6y the use of plants, animals and 6.9 man. LOCAL HYDROLOGY: This land area is located within the St. Croix River basin which includes tl,e Apple, Willow and Kinnickinnic Rivers and several small creeks. (5t. Much of the groundwater is recharged from rainfall. The attached topographic map from the State of Wisconsin Geological and Natural History Survey shows the land thirteen feet higher then the two drainage areas that surround the proposed area. Another drainage area approximately 500 feet to the northwest drains northerly. The drainage areas do appear to carry water. This area is indicated on the copy of the Soil jurvey map as Derinda variant series which arc on ridge tops of shale uplands that are gently sloping and somewhat poorly drained. Thcre arc no wetland areas or areas of ponding water in the tested area. 5O1L MAPPING As indicated in thejoil Survey of 5t. Croix County, Wisconsin pu6lisl,ed 6y the National Cooperative Soil 5urvey the area tested is mapped as Derinda Variant silt loam with t to 6 percent slopes. The order is an Alfisols and is classified as A9uollic Hapludalfs which has properties of wet and simple horizons. These soils are formed mostly under broadleaf deciduous forest and where drainage is not restricted from the water table and has erratic soil moisture regime. Nov 04 04 04:16p owner 7154264827 p.7 rage 3 - jackelen SOIL CONDITION5 AND 50RIyACE WATER FLOW: The soil evaluation completed 6,9 this certified soil tester encountered an A horizon of 9 to 1 1 inches of silt loam with no redoximorphic features and with root and worm action present. This indicates that there would be enough in-situ soil to accommodate a properly functionally soil adsorption system. The soil colors are more of a grayish brown then a gleyed color that is associated with wet conditions. Kedoximorphic features are observed underthe A horizon and into the glacial till. The E) horizon consists of silt loam to clay loam with no massive conditions. The till material consists of clay and some gravel. In 2003, this soil tester completed two soil reports on neighboring property located approximately 500 feet northwest of this site. The A horizons were deeper and darker due to the fact the site is forested and has not been cultivated. On-sites have been completed 6,9 the County personnel and a copy of that report is attached. The two sites that were tested in 1999 with A+ 7 inches are located approximately 600 feet southwesterly. According to the 5t. Croix County map for depths to groundwater, this area is mapped at greater than 75 feet. (Map enclosed) The surface water flow is apparently straight down into the A horizon which may be perched in the 5 horizon as indicated by the redoximorphic features. The drainage from the site appears to flow away from the site in three directions as indicated on the topography map. Located to the cast of the property are four dwellings with mound systems. The elevations at these sites are lower. Thcy appear to be mapped as the same soils but with 6 to 12 percent slopes. CONCLUSION= The landscape at this site shows the water movement away from the tested area with drainage to the east on both sides. These soils will properly accept and treat the wastewater with a long and narrow mound system. There is adequate depth of nine inches before the soils become saturated for any length of time. The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and/or subsoil. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. A mound system installed at this site needs to be installed along the 104.23 foot contour as shown by the CST. It would be acceptable to designate an additional 40 feet of suitable contour length along the 104.23 ft contour line being 20 feet being north of B-1 and 20 feet being south of B-3. If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd/ft and the basal wastewater application rated should not exceed 0.2 gpd/ft2. The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour (104.23 ft). The mound shall be constructed to divert surface water around the mound structure as much as possible. Staff (Pam Quinn) concurs with the finding of >A+4" conditions; mottling and redoximorphic features were not observed within 4 inches of the thick (>20") silt loam A horizon. Hand borings were dug in the vicinity of B 1 & B3 on the southerly tested area to verify reported conditions. An additional hand boring was dug below the B3/B2 contour, where soil conditions appeared to be consistent. Mary Jo will need to make some corrections to the original reports, but the soil descriptions are acceptable. Two tested areas have been provided on this property, with the intent to split the acreage into 3 lots. The following comments must be addressed prior to applying for a Certified Survey Map approval: 1. Although soils have been located on the property that meet the minimum requirements for a mound system, the two tested areas are in extremely close proximity to one another, which make it nearly impossible to install one without affecting the other (damage by compaction from heavy equipment, etc.) Both sites have limitations on the mound dimensions (6' x 75') and design wastewater flows (450 GPD) due to property lines and steep (>20%) slopes of the adjacent ravine. 2. Both tested areas are so close to property lines that heavy equipment and materials needed for mound construction would not be able to access the sites unless permission is granted by neighboring land owner. 3. A ravine with >20% slopes separate the potential mound sites from the remainder of the acreage, which creates a problem for installation of forcemain pipes and pump chambers. Excavation on the slopes within the ravine may require a special exception permit. No tank installation is allowed below an identified Ordinary High Water Mark (OHWM). 4. A qualified master plumber should be consulted to determine the feasibility of pumping wastewater to the tested areas, especially the idea of trying to re-route wastewater from the existing house. The estimated costs and logistical problems should be considered prior to developing a concept for lot splits. 5. The property owner should contact the Dept. of Natural Resources to determine if the ravine and its intermittent flow meet the definition of a "navigable waterway" and to delineate the OHWM.
