ST CROIX COUNTY PLANNING & ZONING MEMO DATE: October 30, 2009 To: Paul Hanson, property owner Code Administrating FROM: Pam Quinn, CST/POWTS Inspector #665054 715-386-4680 Land Information 6 RE: Lot 2 of CSM 19-4933 in NW 1/4 of SW 1/4, S34, T28N, R1 8W Planning Town of Kinnickinnic 715-386-4674 At your request, I conducted an on-site inspection on October 28, 2009 to RealPropc°rty determine the accuracy of data provided in a soil and site evaluation report dated 715-386-4677 3/4/2004 by Carl Heise, CST #220554. Based on my findings, the soil conditions Recy,aing differed from those reported in the 2004 soil evaluation due to observation of 715-386-4675 groundwater seeps in all three hand-dug borings occurring between 12 and 19 inches below surface grade. The first boring was located between Mr. Heise's 61 and B2 on the upper portion of the tested area and water was observed seeping into the hole at 12", just below the A-horizon. The plow layer was extremely wet and nearly black in color (10 YR 2/1) so I could not identify redox features, but suspect they might be visible under better, drier conditions. The most recent rain event was on Sunday, October 25tH Another boring was dug approximately 20 feet up slope and conditions appear to be a little better, with a slight color/structure change at 12 inches and water seep occurring at 16 inches below surface grade. Again, the soils were extremely wet, which makde determining color and texture difficult. Redoximorphic features, such as iron concentrations, were not visible under these conditions. The observed water seep gives a good indication where seasonal high water occurs at this time of year. The third boring, which was approximately 115 ft. above Heise's B3 and 50 ft. above my boring #2, had more distinct color, texture, and structure changes between horizons. Horizon 3 is a massive clay loam, olive in color, and water was moving into the hole at approximately 19 inches below surface grade. It appears that it may be possible to locate a site on this lot that meets the A+4" minimum to allow design of a mound Private On-site Wastewater Treatment System (POWTS). It would be worthwhile to have another soil evaluation done to allow an alternate area to be used, which would allow you to build a pole barn in the vicinity of the 2004 site. If you prefer to use Carl Heise's tested area, then an on-site by the Dept. of Commerce's Wastewater Specialist during better soil conditions should be scheduled to determine whether an individual site design for an A+0" mound would be necessary. Lot 1 might be reconfigured to accommodate a system in a new area if conditions appear favorable during this onsite. One pit was reviewed in the area evaluated by Nelson. The upper 9 inches of the A horizon did to reveal redox features. However, the lower 5 inches (9-13") did exhibit iron concentrations. The subsoil was an olive (5Y 5/4) colored clay with very dark grayish brown (10YR 3/2) clay coatings on the ped surfaces and dark yellowish brown (10YR 4/6) iron concentrations inside the peds. 2 It is my opinion that soil conditions in the alternate area under consideration by Nelson for I of 1 would be difficult to justify as suitable via an interpretative determination without direct observation of seasona high water levels. Therefore, it is recommended that soil saturation monitoring (groundwater level monitoring) be conducted pursuant to Comm 85.60(3), Wis. Adm. Code, to establish the highest level of seasonal soils saturation.
