The following conditions shall be met during construction or installation and prior to occupancy or use: • This system is to be constructed and located. in accordance with the approved plans, and the "Mound Component Manual for Private Onsite Wastewater Systems Version 2.0" SBD-10691-P(N.O1/O1). The pressure network is to be constructed in accordance with publications SBD-10706-P(NO1/O1) "Pressure Distribution Component Manual for Private Onsite Wastewater Treatment Systems -Version 2.0" and/or the sizing methods of publication "SSWMP Publication 9.6 Design of Pressure Distribution Networks for ST-SAS (01/81)" • The approval conditions stated on the May 18, 2005 Soil Saturation Determination approval letter shall be followed throughout the construction of the system. • A sanitary permit must be obtained from the county where this project is located in accordance with the requirements of Sec. 145.135 and 145.19, Wis. Stats. • Inspection of the private sewage system installation is required. Arrangements for inspection shall be made with the designated county official in accordance with the provisions of Sec. 145.20(2)(d), Wis. Stats. • The area within 15 feet horizontally below the system shall remain undisturbed. Vehicular traffic or soil compaction in this area is prohibited. • A state approved effluent filter is required. Maintenance information must be given to the owner of the tank explaining that periodic cleaning of the filter is required. Owner Responsibilities: • The current owner, and each subsequent owner, shall receive a copy of this letter including instructions relating to proper use and maintenance of the system. Owners shall receive a copy of the appropriate operation and maintenance manual and/or owner's manual for the POWTS described in this approval. • Comm 83.52(1)(a) -The owner of a POWTS shall be responsible for ensuring that the operation and maintenance of the POWTS occurs in accordance with this chapter and the approved management plan under s. Comm 83.54(1). • Comm 83.52(2) - A POWTS that is not maintained in accordance with the approved management plan or as required under s. Comm 83.54(4) shall be considered a human health hazard. In the event this soil absorption system or any of its component parts malfunctions so as to create a health hazard, the property owner must follow the contingency plan as described in the approved plans. • The owner is responsible for submitting a maintenance verification report acceptable to the county for maintenance tracking purposes. Reports shall be submitted at intervals appropriate for the component(s) utilized in the POWTS. In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. Coda, to estimate the depth to seasonal soil saturation based on an interpretive determination process. Approval of the interpretive determination negates the requirement in s. Comm 85.30(2)(b), Wis. Adm. Code to designate the ground surface as the higest level of soil saturation when redoximorphic features are less than 4 inches below the bottom ofthe A horizon. 2. The estimated highest level of prolonged soli saturation approved under this determination is 6 inches below grade. At least 30 inches of sand liR on top of 6 inches of unsaturated, in-situ soil is required for adequate treatment and dispersal. The basal soil application rate for the mound shall be 0.2 gpd/sf, and the~tinear loading rate 4,0 gpd/ft. 4. Chisel plowing to s depth of 12+ inches immediately prior to sand placement is required to Improve vertical water movement into the soil solum. 5. Landscaping up slope ofthe tnound shall be incorporated into the POWTS design to prevent surface water from concentrating along th'e up slope edge ofthe mound and to divert Surface water drainage away from the system. An up slope surface water diversion should be installed as per the recommendation of the CST. 6. The designer should also note recommendations for side slopes made by the CST to help divert Surface water from along the up slope edge ofthe mound. 7. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface ofthe POWTS distribution component. 8. This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. 9. A copy of this approval letter and attachments must accompany the mound system design for this site for purposes ofplan approval and sanitary peruut issuance. A copy o[ the approved plans; specifications and this letter shall be on-site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. As a condition of approval of these plans this system management section must be reviewed with the owner, and the owner must be provided with a complete set of plans including this management section. If problems develop with the adsorption system or any other system components, the installing plumber, TL Sinz Plumbing, 715-235- 2644, or the St. Croix County Zoning Office, 715-386-4680, should be contacted for assistance. General Proper functioning of an on-site disposal system, "septic system," is significantly dependent on the volume of water which flows into the system and the level of contaminants in that volume. The lower the volume of water and the lower the level of contaminants, the better and longer the system will function. Typical system components include a septic tank or compartment to settle out solids and contain greases and oils, a filter on the outlet of the septic tank to retain small particles of the same density as water, a dose tank or compartment to allow a dose to be accumulated, a pump and controls or automatic siphon, and finally some type of soil adsorption cell to recycle the water in a manner to protect ground water quality and public health. 1. If the septic tank is installed prior to sheet-rock and/or painting, pump the septic tank before normal use begins to ensure adherence to contaminant load design criteria. 2. Install water-saving appliances whenever and wherever possible. 3. Repair even small water leaks as soon as possible. 4. Never pour grease or oil down any drain or stool. 5. Garbage disposals are not recommended; if you must have one, use it sparingly 6. No paper products other than tissue should go into the system. 7. No chemicals should go into the system. 8. Avoid surge flows of water; try to spread laundry throughout the week. 9. Septic tank effluent must be less than or equal to the design criteria specified in page 2 of these plans. 10. If septic or dose tanks are no longer used, they must be properly abandoned. 11. If construction timing and weather could create a frozen infiltration system, weather-proofing with plastic sheeting and heavy mulching may be required to maintain a functional system at start-up. 12. If possible, the upslope toe of the mound system should be landscaped with additional fill to blend this area into the upslope natural grade; this will minimize the possibility of the system trapping surface run-off; fmal settled slope should be 2-3% over the system or 2-3% diverting surface run-off around the ends of the system. Maintenance 1. The septic tank must be inspected every three years by a properly licensed person. 2. If necessary, the septic tank must be pumped to remove solids and scum; pumping is required if the combined scum and solids volume equals one third of the tank volume. 3. When the septic tank is pumped, any solids in the bottom of the dose tank must be pumped, and the filter must be back-washed into the septic tank to remove accumulated material. System use may require more frequent filter cleaning; initial inspections of the filter should be made every 6 months until a minimum time sequence is determined. 4. Periodic observation pipe inspections should be made by the owner to examine the state of the in-situ soil adsorption cell. Quarterly inspections are recommended; a licensed plumber should be notified if effluent is consistently ponded in the adsorption cell. 5. If this system contains specific treatment components other than those mentioned here, maintenance requirements will accompany their specifications. 6. The pumping components for this system include an alarm which must be installed and remain on a separate circuit from the pump. If the alarm is activated, minimize water use and notify a licensed plumber for service as soon as possible. The system allows reserve capacity to accumulate some necessary flow until normal service can be restored; this volume is minimal, and no more than one or two days should pass before any necessary repairs can be made. 7. Avoid compaction such as vehicle traffic within 15' down-slope of the adsorption system. 8. Avoid disturbing the system itself such that might encourage erosion or disturb the required seeding of the system. 9. Particularly avoid winter traffic such as sliding or snowmobiling which might compact snow and lead to increased frost depth. 10. Surface drainage must be diverted around the system; avoid landscape changes which might send surface run-off into the system area. 11. Warning: Do not enter septic, dose or other treatment tanks; death may result because they may contain lethal gases or insufficient oxygen. Contingency Plan Wastewater monitoring of volume and quality is not a normal requirement for low effluent strength systems; such monitoring may become necessary if problems develop. Any necessary monitoring shall be done in accord with the requirements of Comm 83.54 (2). Pumping and hauling of wastewater may be necessary while analysis and repairs are implemented. Additional testing, designing, and/or installation of additional treatment components or conversion to a holding tank may be necessary. Page 8 of 8 Construction Notes T. The mound system is located close to the southeast lot corner and close to the proposed residence; care must be taken prior to construction to avoid any compaction or disturbance of the mound basal area and the down-slope area within 15 feet below the edge of the down-slope toe. 2. The mound perimeter and down-slope "Do Not Disturb" area should be located and flagged/fenced prior to any on-site construction. 3. Truck traffic delivering mound sand and cover soil must be carefully routed as close to the south and east lot lines as possible with access to the upslope mound area only via the end-slope/upslope corners of the on-site system at the extreme southwest and southeast system corners. 4. All construction work will be accomplished from the up-slope area of the system. 5. Prior to sand placement, the site must be deep chisel plowed to a depth of at lest 12 inches; soils must be relatively dry per standard construction requirements prior to construction. 6. A diversion ditch is located upslope of the system and must slope 2 percent to the northeast along a flat bottom with 5:1 side slopes with a nominal width of 11 feet; the ditch must be seeded to minimize potential erosion. 7. Additional soil fill shall be placed as necessary along the upslope toe of the system to direct any surface runoff towards the diversion ditch and to the northeast. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 8. "occasional grand cob This site is very limited as to where a mound system might be installed due to less suitable areas both east and west of T-1 and T-2. The original soil test report by Schumaker indicated suitable soil conditions for a mound system. Kevin Grabau, from St. Croix County Zoning, conducted an onsite investigation and determined that the site was not suitable for a mound system. This was based on the presence of redoximorphic features in the A-horizon at CST B-2 (11/1/99 Schumaker Report) and questioned whether redox features were present in the A-horizon of the other two soil borings (B-1 & 3}. I agree with the county's assessment at CST B-2, and have determined at locations T-1 and T-2, that redox features are not present in the A-horizon. Flom Report October 20, 2003 Page 2 of 3 If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.0 gpd/ft unless compensation is made elsewhere, and the basal wastewater application rate should not exceed 0.2 gpd/ft2. The additional basal area and low linear loading rate will partially compensate for the gentle land slope and help prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of a mound at this site to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The length and location of a reasonable installation contour may be a problematic and is not part of this evaluation. The CST needs to show accurate contours 25 feet in all directions beyond the proposed mound site. There is a substantial up slope land area that drains toward the proposed mound system area, and there are steep slopes down gradient of the proposed site. These features are both good and bad. A mound would need to be designed and constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch of some depth should be installed to redirect both surface and near surface water away from the mound site. D VIS+ON OF SAFETY AND BUILDINGS Methodology: Backhoe pits were provided for three borings, labeled 1 through 3 and a single han~ gbor ng ab~leti' , CE with interpretations of the sites suitability being conducted using soil redoximorphic features, soil texture, soil structure, and soil color pursuant to the guidelines under Chapter COMM 85 of the Wisconsin Administrative Code and using the USDA-NRCS soil descriptive system. During this field investigation I observed the landscapes morphological features, vegetation, and hydrology far the purpose of this Interpretive Determination as defined in COMM 85.60(2) of the Wisconsin Administrative Code. Upon completion of the collection and review of the field data, which included the accurate measurement of the site featured locations; site plans, and the system design, this interpretive report has been developed for review. The intent is to demonstrate that a minimum of 6 inches of unsaturated soil exists on this site and the influencing factors on this site would allow the compliant installation for the purpose of a mound system serving a residential use on this property as allowed under COMM 85.30(2)(b) of the Wisconsin Administrative Code. During the winter months when the ground is frozen, there would be an accumulation of snow with any melting action running offthe site on the surface of the ground. Spring rains would produce additional surface runoff until the ground has thawed. Upon thawing, the permeability ofthe soils would be moderately slow due to the silty soil textures, and the location of the site, with it's limited upslope watershed runoff, would be minimal. Summer temperatures and plant growth would provide removal of soil moisture through evaporation and evapotranspiration. Local Geomorphology, Soil Disturbance, and Local Topography The geologic interpretation of this area directly related to the glacial geology of the Eastern St. Croix Moraine, a ground moraine that was formed by the accumulation beneath the glacier and resulted in a composition of stony, reddish-brown glacial drift. Post-glacial windblown silts formed loess deposits that overlays this till. Below is the Cambrian bedrock Prairie Du Chien formation, a dolitimized limestone formation. Soil forming activities have resulted in what is known as the Northern Till Uplands soils resulting in dark silty soils. The site has been cropped in the past and it's position on the landscape is toward the top of an upland hill. This hillside has a 4 percent slope and was probably formed as the advancing ice scoured the landscape, retreated, depositing the till material, forming the rounded knobs of the hillside. In most recent geologic history, the road was build toward the west of this property, limiting the amount of additional surface runoff on this site. Soil Series and Mapping Units The St. Croix County Soil Survey has mapped this area as FnB or Freeon silt loam, which consists of moderately well drained soils on low ridges and foot slopes of ground moraines. These soils as described by the Soil Survey, are represented by a surface layer that is approximately 8 inches of very dark grayish brown silt loam and a subsoil consisting of silts and clays. The subsoil is saturated with water for long periods of the year. Redoximorphic features are absent in the upper 8 to 10 inches of the soil profile, indicating awell-oxidized condition and free of soil saturation. The redox features increase in intensity and frequency with depth, suggesting longer periods of saturation the deeper you go. Also represented in the soil borings were plant roots at depths of 10" to 12". Data - The soils evaluation report and system design have been included with this report. - A copy of the USDA Soil Survey map that provides the soil-mapping unit described above. - A USGS Topographic Map, revealing the geomorphology of the site. A POWT site plan, representing the best location and layout of the system that best treats and distributes the systems discharge water. Government Reports Leroy 7ansky, Wisconsin Department of Commerce Wastewater Specialist, has visited the site initially with the original soil tester and then again viewed a boring with me in the area of boring number 4, finding no reason not to support the site's soils and landscape position and being suitable for an A+0 mound septic system with a minimum of 6 inches of unsaturated soils Additional Information Unique to the site Root activity was observed at 11 inches in boring 1, 12 inches in boring 2, 10 inches in boring 3, and 12 inches in boring 4. It is recognized that these biological activities are normally not apparent in zones that are saturated for long periods of time. Recommendations The recommendation for the site would be for the site to be chisel plowed to a depth of at least 12 inches so as to aid infiltration. From the upside slope of the system area, 28 inches of ASTM C-33 sand lift should be placed on this plowed area. This provides the 36 inches of necessary vertical separation to provide the necessary treatment of pathogenic organisms. The recommended mound design uses a linear loading rate of 4.0 gpd/ft and an in-site soil application rate of .0.2gpd/ft2. This will be accomplished by designing the absorption area to be long and narrow and extended the down slope toe area to a 5:1 dimension, effectively increasing the basal area and eliminating the chances of toe seepage. Additionally, the slope on the upper toe edge of the mound will be constructed so as to be a slope with a 3:1 side slope at each end and a 6:1 side slope for the I dimension at a point L/2 so as to help divert surface water from the upper slope. Finally the design requires that a water diversion ditch be installed above the mound so as to also aid in the diversion of surface waters from the upslope area This should be installed with a 5:1 slope, a width of eleven feet, and oriented so that it traverses the contour slightly, draining the run off water north and down slope of the mound area. Conclusions I believe that this site will accommodate the proposed private onsite waste water system for the following reasons: - The described soils in this location support the mapped description, which represents in its description as silts and clays. The soil series description also does represents seasonal high water tables from 3 to 5 feet and I feel a more accurate representation would be 8 to 10 inches as evident by the redox and gleyed colors at that depth. Similarities between the described series and these findings represent an increased contrast and abundance of the redox colors in the subsoil the deeper you go in the profiles, suggesting increased saturation for longer periods at Beater depths. - The biological activity in the soil as represented by the roots suggests that the soil has not been saturated in the most recent history of the soils. These activities cannot survive in saturated conditions. - A design with a long and narrow system representing a linear Ioading rate of 4.0 gallons per day per foot and an in-site soil application rate of .0.2gpd/ft2t. This configuration represents the best distribution of the wastewater, spreading it over a longer area. With the increased height of the mound, there is the assurance that there will be 3 feet of filtration between the bottom of the system and the zone of saturation. Also built into the plan is the increased dimension of the upslope of the mound, providing a 6:1 slope at the L/2 location, and the addition of a drainage ditch above the mound. These last two additional features will minimize surface runoff onto the mound area from higher elevations behind the system. The total design assures that the requirements of Comm. 83,41 of the Wisconsin Administrative Code are being met so as to properly filter the wastewater and to assure that there is no surface discharge, with discharge going below grade. - The mound septic design and management plan provides proper treatment of wastewater and expected system longevity. Accordingly, the plan submittal addresses the methods and design for treatment and dispersal of the wastewater below the surface as addressed by the code requirements. The final authority for this site's approval rests with the appropriate regulatory agencies: the Wisconsin Department of Commerce and the St. Croiz County Zoning officials. The original soil test report by Schumaker indicated suitable soil conditions for a mound system. Kevin Grabau, from St. Croix County Zoning, conducted an onsite investigation and determined that the site was not suitable for a mound system. This was based on the presence of redoximorphic features in the A-horizon at CST B-2 (11/1/99 Schumaker Report) and questioned whether redox features were present in the A-horizon of the other two soil borings (B-1 & 3). I agree with the county's assessment at CST B-2, and have determined at locations T-1 and T-2, that redox features are not present in the A-horizon. '~- ~ Ft~~m Report ' October 20, 2003 Page 2~of 3 If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading .rate should not exceed 4.0 gpd/ft unless compensation is made elsewhere, and the basal wastewater application rate should not exceed 0.2 gpd/ftz. The additional basal area and low linear loading rate will partially compensate for the gentle land slope and help prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of a mound at this site to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The length and location of a reasonable installation contour may be a problematic and is not part of this evaluation. The CST needs to show accurate contours 25 feet in all directions beyond the proposed mound site. There is a substantial up slope land area that drains toward the proposed mound system area, and there are steep slopes down gradient of the proposed site. These features are both good and bad. A mound would need to be designed and constructed to divert surtace water around the mound structure as much as possible. In addition, an up slope drainage ditch of some depth should be installed to redirect both surtace and near surtace water away from the mound site. The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and/or subsoil. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surtace water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. The original soil test report by Schumaker indicated suitable soil conditions for a mound system. Kevin Grabau, from St. Croix County Zoning, conducted an onsite investigation and determined that the sife was not suitable for a mound system. This was based on the presence of redoximorphic features in the A-horizon at CST B-2 (11/1/99 Schumaker Report) and questioned whether redox features were present in the A-horizon of the other two soil borings (B-1 & 3). %,_. I agree with the county's assessment at CST B-2, and have determined at locations T-1 and T-2, that redox features are not present in the A-horizon. Flom Report October 20, 2003 Page 2 ~of 3 If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading .rate should not exceed 4.0 gpd/ft unless compensation is made elsewhere, and the basal wastewater application rate should not exceed 0.2 gpd/ft2. The additional basal area and low linear loading rate will partially compensate for the gentle land slope and help prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of a mound at this site to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The length and location of a reasonable installation contour may be a problematic and is not part of this evaluation. The CST needs to show accurate contours 25 feet in all directions beyond the proposed mound site. There is a substantial up slope land area that drains toward the proposed mound system area, and there are steep slopes down gradient of the proposed site. These features are both good and bad. A mound would need to be designed and constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch of some depth should be installed to redirect both surtace and near surface water away from the mound site.
