You submitted copies of these reports to comply with the county Land Division ordinance, but failed to submit the original reports in 2004 and Landlnformad'on & 2005. The Wisconsin sanitary code, DSPS 385.40(1) requires that "A soil evaluation report shall be planning prepared and submitted to the governmental unit having jurisdiction upon the completion of the 715-386-4674 evaluation and associated report form." These original reports and their associated state-approved interpretive determinations have never been submitted to St. Croix County for review and approval for use in the design of mound Private On-site Wastewater Treatment Systems (POWTS). Real Property 715-386-4677 All the lots on these subdivisions require a mound design POWTS and three must have individual Recycling site designs due to the soil conditions identified by your certified soil tester, Eli Gottfried, in 2004 and 715-396-4675 2005. Sanitary permit applications cannot be reviewed and approved by zoning staff without the original, CST-signed soil report submitted with its required $30.00 review fee. I discussed this situation with both you and Eli back in 2010 (see attached e-mail correspondence) and again recently when the current owner of lots 5 and 6 of Pleasant Hills subdivision inquired about obtaining sanitary permits for those properties. The St. Croix County Sanitary Ordinance, Chapter 12.2.A.1.b. states "A Soil and Site Evaluation Report, signed as original by the Certified Soil Tester (CST) conducting the evaluation, must be submitted to the Planning and Zoning Department." We have consistently enforced this section of our county ordinance and do not accept unsigned reports or copies/faxes even if they have been signed. Only original reports with paid fees are reviewed by staff and approved for use to design and install POWTS. If you are unable to locate the soil reports, you should check to see if Eli is willing (and able) to reproduce the reports and sign the duplicates as "originals" for these lots and then submit them with the review fees. The soil test was done in response to a request by the property owner, Fliz beth Christensen, as part of the development of this parcel for residences. The proposed lots note I in this report are part of a parcel of land originally encompassing approximately 40 acres. It is he intention of the property owners, Kurt and Elizabeth Christensen, to subdivide this port on of land into 2 parcels. Fach parcel is intended to have 1 residence. R T1ONAL FOR THE INTERPRETIVE REPORT Hi g and low chroma features in the soil as compared with matrix soil colors are considered as indi ators of seasonal saturation in the State cif' Wisconsin. Department of Commerce Comm 81.0 1 (118) states: "High groundwater" means zones ol'soil saturation which include perched water tables, shallow regional groundwater tables or aquifers, or zones that are seasonally, periodically or permanently saturated. Co nm 81.01 (119) further defines evidence of seasonal saturation in the soils: "High groundwater elevation" means the higher of cither the elevation to which the soil is saturated when observed as a free water surface, or the elevation to which the soil has been scascmally or periodically saturated as indicated by the highest elevation of redoximorphic features in the soils. At least 36 inches of soil separation is required between the bottom of the soil absorption system pan the redoximorphic soil.features in mast types of soils (Table 83.44-3, Department of C tunerce). Where this does not exist, an above ground SAS must be constructed (i.e. mound or At Grudc). Tile initial determination of this site has found the site to be unsuitable for mound type septic sy items (Soil Absorption System), as per WAC: Comm 85.30(2)(a) and (b). Although Comm 85.30(2)(b) mandates that redoximorphic features within 4 inches of the A hori n be interpreted as seasonal saturation to ground surface, Comm 85.60(2)(a) allows for an into retive determination of the soil conditions and depth to seasonal saturation should this cond tion exist. Du 'ng the early Proterozoic Period (700 MA), large deposits of iron ore were laid down in the reb on of Minnesota, Wisconsin, and Michigan. This deposition may have been the result of weathering of continental areas or hydrothermal activity in volcanic areas. Chemical changes in the oceans at this time resulted in oxidation of the iron and silicate minerals, resulting in the ibr nation of the silicate-rich iron deposit, taconite. Prior to 1109 MA, a trough formed through western Wisconsin as a result ol'subsidence, which eventually filled with. basalt. Glacial lobes fro x the north scoured the iron- and basalt-rich areas imparting a red coloratiom to the tills. All the pre-Cambrian terrain was eroded to form a low-lying area, which in turn was flooded during the Paleozoic Period (approximately 350 MA), leaving behind marine and coastal plain se irnents. These pre-Cambrian sediments were rich in limestone (marine origin) and quartz. During the late Wisconsinan glaciation (25,000 9,500 YA), the Superior and Chippewa lobes de osited reddish-brown sandy till (Copper Falls Formation) as a result of scouring of Lake S eror, pre-Cambrian sandstone and other iron-rich rocks. Approximately 14,000 VA, the Des sishale M pines lobe advanced into Wisconsin from the northwest, with debris from the Grae arcous: a carbonate racks of eastern North Dakota and Southern Manitoba. This advancedpntcd gr y calcareous till of the Trade River Formation. This advance also dammed the St. Croix !fiver to form Glacial Lake Grantsburg (Syverson, KM. This firm tion is of Urdovician origin (Paleozoic era 425 mya). Dolomite appears to have been laid duri.n ► the early Ordovician period, while the sandstone was laid during the late part of the period (Paul , R. K. and Paull, R. A. (1977)). C-ilac' .tion of St. Croix County occurred. many times during the history of the earth, although the most recent glaciation, during the Pleistocene epoch (approximately I million to 10,000 years bello present.), is the most apparent. 't'here were several stages of glacial advance, the most recea t being the Wisconsinan stage. This was the result of the advance of-he Superior Lobe and, from this, the Chippewa Lobc (Martin, L. (1965). The Physical Geology of Wisconsin. Uni rsity of Wisconsin Press,, Madison, Wisconsin). 5t, Croix County appears to bL part of the geographical province of the Western Upland. As note by Paull et al (Paull, K.K., R.A. Paull (1977) Geology of Wisconsin and Upper Michigan. Ken 11 / Hunt Publishing Company, Dubuque, ]A), "The Paleozoic rocks are the retreating eras soil edges of marine sediments that once extended across the Northern Highland.... Late Can rian seas washed over the Precambrian erosional surface to deposit more than 1,000 feet of sand tone, with minor amounts of interbedded dolomite." The it. Croix River has its origin in the Northe.m i-iighlands and its resistant. Precambrian rock, The ocss deposits in St. Croix County appear to he the result of the westerly winds carrying fine text red soils easterly to the eastern bluffs of the river and beyond- The soils observed on site suggest that the area has been influenced by glaciation. Soils appear to he 1 ess (fine-textured, wind blown soil), underlain by the calcareous soils characteristic of the Des Moines Lobe glacial till. Loess, present us soil of the Ap horizon, may be the result of the inflence ofthe wind-blown fines of the St Croix River floodplain. D SCRIPTION OF THE SITE The parcel of land under investigation lays in the NE % ofthe NE of Section 21, T28N, RI W, Pleasant Valley, St. Croix County. All land lays south of 30°i Avenue, immediately west of County Trunk highway 'l'. Lo 1 - immediately west of County Trunk Highway T Th proposed mound site is located approximately 50 feet south of an established farm road. Th slope on this site is 4% to the west. The mound is sited at the highest elevation on the site. lrn cdiately cast of the upslope side of the mound is the fence line. immediately east of this is th road ditch associated with CTH'T. Soils are composed of silt loam underlain by clay loans an gravely clay loans- Soil survey maps for the area indicate that the taxonomic classi fication of so' s on site is TyPis Glossotx)rai f (rreeon series). The soils are further described as having a dy loam parent material, although this was not observed on site. However, soils in this area are unsuitable due to evidence of poor drainage. The p horizon in this area is a highly organic 10YR 2/1 silt loam. These soils may be part of the d ainat eway indicated on the soil series map and designated as Auburndale silt loam (AuA). Aub rndale silt loans is classified as a Typic Glossayualfs. LO AL HYDROLOGY As u ted on the accompanying plot plans, the proposed dispersal sites have slopes of app ximately 4%. 'l"he land slopes from the east to the west. General surface flow appears to be west towards the Kinnickinnic River system, located four miles west of the site, based on the topo aphic map for the area. Local subsurl'ace flow presumably also flows west towards the rives Regional flow may be west towards the St. Croix River. The opographic maps consulted for this report do not indicate any wetland areas in the i diate vicinity ol'the proposed mound dispersal systems. No naturally occurring areas of stan ling water were observed in the area of the proposed mound POWTS. "There are, however, are of converging slopes north and west of the proposed mound sites. These are areas of converging slopes that drain to the west and southwest. SOIL MAPPING OF THE AREA Direct soil mapping of this area by this soil tester indicates that, taxonomically, this soil is an Typ c Glossoboralf. Typic Glossoboralfs have a boric temperature regime with elluvial and slim ial horizons. The soils are moderately well drained. However, rcdoximorphic features ap ar in the soils in the lower part of the Ap horizon. Soil series maps for this area confirm this arc ass 'f ypic Glossoboral f. The profile is described as being slightly acidic, suggesting that the pre, lie is aged. The aging may be due to a greater than average amount of water movement tlu gh the soil. According to the St Croix County Soil Survey book, native vegetation for this arc was primarily white pine, red oak, and hard maple. According to the National Audubon So c ety Field Guide to North American Trees (Rastern Region), (copyright 1998, Chanticleer Pre s inc., N Y, NY), white pine grows in well-drained soils. Red Oak (also known as Scarlet Oa and Black Oak), grows in upland ridges and slopes. Maple grows in upland moist soils. All 3 t s of trees therefore, appear to grow in well-drained or moderately well-drained soils. Tn ref ion to their tendency to grow in wetlands or histic soils, the 3 are classified as facultative plaits (red, silver maple), or non-wetland plants (white pine). NIFiCANCE OF REPORTED SOIL CONDITIONS AND SURFACE SI oft TER FLOW Ge cral surf ace water now in the area may be primarily vertical for the first 7 inches (a proximately) as a result of the relatively permeable upper horizons. Permeability is me derately slow in the subsoil and is most likely perching alx)ve the dense silty clay loam su soil layer. Soil structure ntay have been impacted as a result of extensive cultivation of these sites, although n derste structure is present in the Ap horizon. Alternatively, the plowing and tilling may have 4 8L18 3oVd !VWSC:Z po-EL-loo `V9L9 [ge SIL :h8 1N3S i loose ed and aerated soils that may have otherwise been compacted LL a result of farm machinery travel in.g over the sites. The effects of compaction may be present in the 13t horizon. Also resent in the AP horizon, and slightly into the subsoil, were worm channel.-3, suggesting that tic upper horizon was aerated enough do support aerobic organisms. Roots and root chat els were also present in the 0 to 6" range of the soil profile. Soil olors as noted by this soil tester were 10YR 3/2 from 0-9" (approximately) in the areas of the proposed drainficlds. 'Ibis suggests that, at least in the Ap horizon, there is not an anoxic soil regi en. The lack of redoximorphic features and the light (10YR 3/2) colors in the Ap horizon in th s layer suggests that the soils are not saturated for more than 7 consecutive days. Stru ture in the Ap horizon was moderate for all the pits Observed. The abrupt appearance of redo features in thc; soil profile suggests that when dense soil conditions are encountered, water rcm• ins for a significant period of time. lligh chroma redox icatures were encountered in the subs it starting at. 10 to 13 inches. Although not reported on the soil report, low chroma regions (arc s of iron depletions) were also observed. No puddled or massive soils were observed in the area of the proposed SAS's to a depth of 7 inches. Close itnspcction of the Ap horizon did not indicate the presence of redoximorphic features. 't'his sag costs that t although there is not an Al 4 situation, there is adequate depth in the A horizon (app oximately 7 inches) to maintain a suitable distance between the bottom of the SAS and the lima ing factor and thus to allow ror the placement of a mound SAS as per code. Hl TIC SOILS Kc . to Soil Taxonomy (1994) defines a. histic epipedon as follows: It. consists of organic soil material if the soil has not been plowed. If the soil has been plo ed, the epipedon normally has a high content of organic matter The histic epipedon either has quit conditions for some time in most years or has been artificially drained." The Keys to Soil 't'axonomy defines aquic conditions as: "those [soilti) which currently ex rience continuous or periodic saturation and reduction.... Saturation is characterized by zero or sitive pressure in the soil-water and can generally he determined by observing, free water in an alined auger hole." In either auger holes nor shallow hand-dug pits was standing water observed in the epipcdon. In ad ition, soil colors in the epipedon were not those charactcristical of organic soils (1 OYR 2/2). Ve raskas (1996) points out 3 possible redoximorphic conditions: 1. Redox depletions around macropores and redox concentrations within the matrix; 2. R.edox concentrations around inacropores and redox depletions within the matrix; 3. Combination of the 2 conditions. E h ol'the 3 conditions has a unique etiology. Condition 1 will occur, according to Vepraskas, in ituations where there is perching above a dense and slowly permeable layer. Such appears to be the condition described on the site outlined itn this report.
