The Council on Aging & Disabilities met on March 21, 2013 in the County Board Room of the
St. Croix County Government Center.

Chair Nelson called the meeting to order at 9:00 AM.
NEXT MEETING: The next Council on Aging & Disabilities meeting is scheduled for
Thursday, March April 18, 2013 at 9 a.m. at the Hudson Government Center.
MINUTES: Motion: A motion was introduced by Berenschot, seconded by Burri and
unanimously adopted: To approve the minutes of the 1/17/2013 Council on Aging & Disabilities
with noted corrections.
FINANCIAL REPORT: Council members received copies of the Projected Financial Report
through January 2013.

Adult Protection Update: Effective April 8th, JoAnne Friedell will fill the Adult Protection
Social Work position vacated by Mike Traynor when he accepted the new Elder Benefit
Specialist position of the ADRC. JoAnne comes to the APS position with over 20 years
experience with the Family and Children's Department of HHS.
HHS is looking for options to re-organize departments for efficiencies by eliminating overlap of
client services between APS, Behavioral Health and Emergency Services Unit. JoAnne would
begin her new position with the ADRC with a potential consolidation with the other units in the
future.
Discussion on the impact of the recent closing of Cumberland as an emergency detention facility
followed.
Council on Aging & Disabilities-member vacancies: Council members were informed there will
be two vacancies on the Council on Aging & Disabilities effective June 2013. Applications for
members representing persons with physical disabilities and mental health issues are now
available. Outgoing members Chevalier and Lee will be recognized for their service on the
Council at the Volunteer Banquet held on April 26th at The Orchard in Baldwin.
Health & Human Services Building Facility Planning: Copies of the power point presentation
recently provided to the Committee of the Whole. The capital projects update was on page 2
were highlighted. Also highlighted were the plans to vacate HHS and reallocate space at the
Ag Center, the Government Center and temporary lease space on the bottom of page 3. The
final decision on the location of temporary lease space will come from recommendations put

forth by the Evaluation Committee, which includes Supervisor Hood of the HHS Board, the HHS
Director and other appointments by St. Croix County's Administrator.
A question was raised by by Supervisor Ostness, if the ADRC and its staff would remain in its
present location. There is no move planned.
Discussion followed on concerns for clients living in New Richmond, if there is no HHS
presence in New Richmond and the length of the plan to lease temporary space.
Health & Human Services Building Facility Planning will be an agenda item at future meetings.
Aging Updates
Nutrition Program Update: Over 51,000 meals were served in 2012; an increase from 2011.
Three new Site Mangers have been hired. Three year plans for the Nutrition, Transportation,
and Caregiver Support Programs are being developed. A ServSafe training for Nutrition staff
will be held in April. Beckman prepared the Council for possible changes to Aging Programs
as a result of the recent sequester and across the board cuts.
2012 Aiming Unit Plan-Assessment: Davis presented a power point assessing the 2012 goals
of the Aging Unit including: Emergency Preparedness, Transportation Coordination, and
National Family Caregiver Support Program.
Annual Countywide Card Tournament: The first game of the 2013 tourney was held in Deer
Park yesterday, Wednesday March 20, with 68 players present. The games will continue
until the middle of May in Amery.
Transportation Program:
Transportation Requests: Davis presented the transportation requests for Woodville to take
a shopping trip to Menomonie on April 19th and Baldwin to Menomonie sometime in May.
A motion was introduced by Grant, seconded by Ostness and unanimously adopted: To
approve the out of county trips as requested.
Soups on Fundraiser for Interfaith Volunteer Program-update: The 2"d annual event raised
just over $700.00. Donations for the local food pantries were also collected at the event. A
silent auction was held at the Ag Center with proceeds donated to the Interfaith Program as
well. A similar event with salads is planned for the Fall of 2013.
ADRC Updates:
I & A Update Sheet: The transition from CUP to SFCA is going well. Staff of both entities
have met and plan to meet on a quarterly basis. SFCA has added an additional team to
accommodate the number of referrals coming from Pierce and St. Croix Counties. Beckman
also addressed the map provided to council members which detailed the Wisconsin Family
Care Geographic Service Regions, the Family Care and Partnership Program Service Areas
and active participants enrolled in the Iris Program.
Following much discussion on the relationship between Economic Support and the ADRC
regarding enrollment in Medical Assistance and Family Care Programs, a training co-hosted
by the two departments to be held in April for the social workers and case managers of local

nursing homes to clarify the changes in medical assistance in light of the creation of the Great
Rivers Consortium. More specific information on the training will be provided to Council
members.
Correspondence: Council members were reminded to read the Interfaith Volunteer Needs sheet
and the report by Nancy Abrahamson; both provided in members packets. St. Croix County has
been one of two counties chosen to pilot the Diabetes Self Management Programs.
Over 200 invitations to the Volunteer Banquet, to be held on April 26th, have been mailed this
week.
AARP is providing tax assistance every Monday at the St. Croix County Government Center
now through April 8th
Facility Planning.
Council Member Chevalier suggested the new manager of Our Neighbor's Place.
Possible Agenda Items for Next Meeting Introduction of the new Nursing Home Administrator.
In May the Nutrition Program Managers will report to the Council.
