Loc NE 1/4 of the SW 1/4 of ) 1990 the SE 1/4 o Sec. 29, T30N-R17W, Town of Erin ) Prairie, St. nty. ) The St. Croix County Board of Adjustment conducted a public hearing on Jan. 25, 1990 to consider the request of CSI Trucking, Inc. & Doberstein Farms for a special exception. Article 17.18 (1)(r), Non-metallic Mining Operation. After inspection, the St. Croix County Board of Adjustment enter an executive session to discuss the request. After returning to open session, the following decision was rendered: Motion by Supervisor Kinney to postpone the decision until the next regular meeting for the following reasons: 1) The Applicant had requested it so that he can review the new exhibits that were presented. 2) As per 17.70(e) the Board of Adjustments is requesting additional information as required by the Non-metallic Mining Ordinance. This information requested is the contour and drainage maps that had been requested at the first hearing dated Sept. 28, 1989. Motion seconded by Supervisor Menter. Vote to approve said motion: Kinney, yes; Menter, yes, Swenby, yes. Motion carried. CROIX ZONING ORDINANCE. ) Nov. 21 Location: NE 1/4 of the SW 1/4 of the SE 1/4 of Sec. ) 1989 29, T30N-R17W, Town of Erin Prairie, St. Croix Co. ) The St. Croix County Board of Adjustment conducted a public hearing on Nov. 21, 1989 to consider the request of CSI Trucking, Inc. & Doberstein Farms, Article 18.18 (1)(r) Non-Metallic Mining Operation. The St. Croix County Board of Adjustment conducted an on site in- spection of the site in question. After inspection, the St. Croix County Board of Adjustment entered an executive session to discuss the request. After returning to open session, the following decision was rendered: Motion by Supervisor Kinney to postpone the decision for further study. All interested parties agreed to this delay recognizing the winter months would prohibit extraction of the clay allowing this additional time for study. Motion second by Supervisor Bradley. Vote to approve said motion: Kinney, yes; Bradley, yes; Swenby, yes; Mentor, yes; Meinke, yes. Motion carried. All variances approved must be acted on or constructed within one (1) year from date of approval or they shall be null and void. ST. CROIX COUNTY Z 1989 IN ORDINANCE. Location NE1/4 of the SW 1/4 of ) the SE1/4 of the NW1/4 of Section 29, Town of Erin ) Prairie, St. Croix County. The St. Croix County Board of Adjustment conducted a public hearing on Sept. 28, 1989 to consider the request of CSI Trucking, Inc. & Doberstein Farm for a Special Exception Use, Article 17.18 (1)(r), Non-Metallic Mining. The St. Croix County Board of Adjustment conducted an on- site inspection of the site in question. After inspection, the St. Croix County Board of Adjustment entered an executive session to discuss the request. After returning to open session, the following decision was rendered: Motion by Supervisor Kinney, Second by Supervisor Bradley to postpone the decision until the next regular meeting so the following can be provided: 1) Town approval supporting the proposed use. 2) Provide a topographic and drainage map as required by Non-metallic mining and Reclamation Ordinance. 3) Address the concerns of maintenance or reconstruction of town roads traveled over. 4) Provide the $1000.00 per acre bond required by ordinance for restoration of the site. Motion Seconded by Supervisor Bradley. Vote to approve said motion: Bradley, yes; Kinney, yes; Menter, yes; Swenby, yes; Meinke, yes; Motion carried. AND DOBERSTE I N FARMS ~ Our operations plan is to mine approximately 350,000 cubic yards of clay from a 10 acre wooded site over a r year period, this clay is to be used for liner material. There is a natural water way that runs East to West through the woods, our plan is to clear the land and to leave a tree line around the site for screening. After clearing the center of the wooded area it is then our plan to strip and stockpile the top soil until reclamation of the site., at which time we will create a pondi ng area to allow for better field drainage. The topsoil will then be spread over the slopes of the pond area, and existing fields for better crop utilization. Please see the operations plan herein. The operators of the site is a limited partnership between CSI Trucking, Inc. and Doberstein Farms. 3. There are no site structures or navigable bodies of water or other significant features in adjoining areas. 4. Due to the time factor topographic and drainage maps are not available at this time. We will supply an asbuilt plan. 5. Dates of commencement and cessation of the operatation will be September 15, 1989 thru September 15, 1994. b. Location of water- tables within the site and adjoining area are approximately 70 feet. 7. Dimensions of excavation to be 750 feet by 750 feet to a depth of 28 feet below township roadway. 8. Estimated volume of material to be removed is approximately 350,000 cubic yards. 9. Types of machinery and equipment to be used are: Front End Loader, Dozers, Dackhoe, Trucks, and 'T'railers. 10. Proposed travel routes: SEE. ATTACHED 11. Hours of operations are to be between 7:00 a. m. and 7e00 p.m. Monday - Saturday. 12. Measures to be taken to screen the operation from view of surrounding land uses: A tree line will remain around the site until restoration. This should be adequate to minimize dust and noise during operations. A water truck: is also available to control dust on haul roads. Temporary erosion control" A silt fence will be installed on the West end of the site in the drainage ditch to contain silts. 13. Method of topsoil stripping and storage are to include stripping with a dozer- and to be stockpiled on site. 14.
