R. 5-`fi386-g4675 Croix County Shoreland Ordinance with the following findings: 1. The restoration project was designed as a soil conservation practice by the St.
Croix
County Land and Water Conservation Department;
2. Soil conservation practices to control sedimentation are allowed without a special
exception permit according to Section 17.29(4) of the Shoreland Ordinance;
3. The Department of Natural Resources (DNR) has reviewed the project and supports
the project;
4. The approval of this project will not affect the public health, safety and welfare of
County residents.
Approval of this land use permit is subject to the following condition:
1. The restoration must be completed according to the plans submitted and within
the timeline submitted.
This approval does not allow for additional grading, filling, or clearing of vegetation
beyond the limits of this request. Your information will remain on file in the St. Croix
County Planning and Zoning Department. You must continue to work with the Land and
Water Conservation Department, and contact the Town of Erin Prairie, the Wisconsin
Department of Natural Resources, and other State and Federal government agencies to
ensure compliance with additional regulations, standards, or required permits.

GENERAL APPLICATION REQUIREMENTS
Applications will not be accented until the applicant has met with department staff to review the request
to determine if additional information is needed.
It is important to note that some information may be waived by the Planning & Zoning Department following review of the plans
and/or a site visit by staff.
❑ A general written statement that specifically identifies the request.
❑ A statement indicating whether or not a private water or sewage system is to be installed.
❑ SITE DEVELOPMENT PLAN -
A complete site plan showing at a minimum the location of the following:
■ Identify all slopes of 201% and greater.
■ (Riverway) Identify all blufflines (any slopes 12% or greater) and show setbacks from blufllines,
■ Lot dimensions - total area,
■ Location of any structures with distances measured from the lot lines and centerline of all abutting streets or highways,
• Location of any existing or proposed on-site septic system or private water supply systems,
■ Location of the ordinary high water mark (OHWM) of any abutting navigable waterways and show all setbacks from the
OHWM.
■ Location and landward limit of all wetlands, specifications and dimensions for areas of proposed wetland alteration.
■ Existing and proposed topographic and drainage features and vegetative cover,
■ Location of floodplain and floodway limits on the property as determined from the County floodplain zoning maps.
■ Location of existing access roads, and recorded easements,
■ Any other unique limiting condition of the property
GRADING `INFORMATION
For projects that involve land disturbance requests the following information may be required:

RE: Land Use Permit Application, Pine Lake Park, St. Croix County
Dear Reader:
NARRATIVE:
Baldwin-Pine Lake is part of the St. Croix Lakes Priority Watershed Project. Normally, a project
like this would require a Special Exception Permit. However, this project will be receiving
funding through the St. Croix Land & Water Conservation Department as part of the watershed
project and will proceed with the Land Use Permit Application process.
The proposed RIPRAP project of 350' (see page 5 of attached plan) is to address the current
erosion problem at Pine Lake Park. Due to seasonal fluctuations that average 6 feet, riprap is
the only viable option to control erosion at this point. Human activity has also played a role in
bank deterioration and two access points (see page 8 and 9 of the attached plan) are to be
construction in order to mitigate this problem. It is the overall goal to maintain the natural
aesthetics of Pine Lake. Where applicable the riprap will be top dressed with soil and seeded
with a native seed mix. All construction is to be completed with minimum disturbance and
upland disturbance will not exceed 10,000 square feet.
Points to be highlighted:
• Installation of silt fence prior to construction
• Native seeding of all exposed banks, immediately following construction
• Removal of silt fence after successful seeding establishment
• Limited tree removal to ensure bank stabilization and natural aesthetics
• Defined access points for bank stability
• Placement of trees in water (for fist habitat) following construction (DNR approval)
• All stripping material is to be placed outside of construction area (see site map)
• Equipment: Bobcat, 15 yard dump truck, tractor, backhoe

PROJECT TIMELINE:
Construction would occur after all necessary permits are obtained. Winter construction is
recommended, but dependent upon weather conditions.
Proposal Winter 200512006 or Fall 2006. Application timeline: March 2007
