According to the plans you submitted, the proposed construction consists of erecting a storage shed kit that will not require filling and grading a foundation. Staff finds that the proposed activities meet the St. Croix County Zoning Ordinance and the Lower St. Croix Riverway District based on the following findings: 1. The property consists of a 6.15 acre lot, is zoned Ag/Residential, and is located in the Rural Residential Management Zone of the Lower St. Croix Riverway District; 2. The proposed shed will be more than 200 feet from OHWM of the St. Croix River, will be greater than 100 feet from the bluffline, will not impact slope preservation zones, and will be greater than 25' from any property line; 3. The roof for the proposed accessory structure will not exceed the maximum height pursuant to Sections 17.12(5) and 17.36.G.4.a.3); 4. The proposed structure is 12 feet wide by 20 feet long and will generate 30 cubic feet of runoff volume during a 1.5" rainfall event. With conditions that the roof runoff is directed into lawn and/or planting beds to infiltrate stormwater, the project will meet the intent of stormwater management requirements in Section 17.36.H.7.d.1); 5. W L U S 6. ndows and building materials on the structure must meet standards in Sections 17.36 .5.c.2)a) and 17.36 H.1 regarding use of earth tone colors; 7. St on, Land & Water Conservation Dept., reviewed the proposed project plans and, as long as ater is managed, the LWCD has no other comments. 9. Card oltz, Wisconsin Department of Natural Resources, reviewed the proposed structure plans and h no issues with this project provided it meets all setbacks/requirements. 10. If constr cted as proposed, this project will meet the spirit and intent of the Lower St. Croix Rive District. It will not degrade the scenic, recreational, or natural values of the St. Croix Riv alley, nor will it negatively affect the public health, safety and welfare of County residents. This proval is for the construction of a conforming accessory structure, as indicated in the plans s itted, and as provided in the conditions below: 1. The applicants shall contact the Zoning Administrator prior to commencing construction and comply with inspection requirements for the building. The finished shed shall not exceed the maximum roof height allowed in Sections 17.36.G and 7.13(3). 3. T shed will be placed in a location on the south side of the applicant's house that meets the 2 . property line and 100 ft. bluffline setbacks. Roof runoff will be directed into grassed areas /or planting beds surrounding the shed to provide stormwater infiltration required in Section .36.H.7.d.1). 4. I siding, shingles, trim, and other appurtenances of the structure, including the roof, shall be h tone in color and of a non-reflective nature, with windows that are not more reflective than inary window glass, so as not to be visually conspicuous from the St. Croix River pursuant ections 17.36 G.5.c.2)a) and 17.36 H.1 of the Ordinance. 5. Wit 30 days of substantially completing the proposed accessory structure construction, the appl t shall submit to the Zoning Administrator photo documentation that the construction has done in compliance with the approved plans. 6. All ities approved as part of this land use permit shall commence within one year from the dat approval and be substantially completed within two years, after which time the permit ex s pursuant to Section 17.36 J.7 of the Ordinance. Prior to expiration, the applicant may r st extensions of up to six months from the Zoning Administrator. The total time granted r extensions shall not exceed one year. 7. ilure to comply with the conditions above may result in the revocation of this permit pursuant ection 17.36 J.8.b of the Ordinance.
