The St. Croix County Board of Adjustment conducted a public
hearing on April 28, 1988, to consider the request of Richard &
Judith Burt for a special exception use. Article: 17.64 (1) (e)
2 Highway Setback & 17.36 (5) (c) 1 Bluffline Setback, Riverway
District, ST. CROIX COUNTY ZONING ORDINANCE.
The St. Croix County Board of Adjustment conducted an on-
site inspection of the site in question.
After inspection, the St. Croix County Board of Adjustment
entered an executive session to discuss the request.
After returning to open session, the following decision was
rendered: Supervisor Kinney made the motion to reject the
requested setback from the bluffline because of the following
reasons: 1. The survey was originally reviewed in 1985 with a
buildable area that met the 100 foot setback. 2. The survey was
never properly stamped approved by the Zoning Office before it
was recorded. 3. A hardhip doesn't exist as required by 17.36
(5) (c) 2 of the St. Croix County Zoning Ordinance. With this
denial, the applicant will be allowed to encroach upon the
private road with the condition that no other residences be able
to access from said road. Motion seconded by Supervisor Bradley.
Vote to approve as stated: Kinney, yes; Bradley, yes; Meinke,
yes. Motion carried.
All variances approved must be acted on or constructed
within one (1) year from date of approval or they shall be null
and void.

COMPREHENSIVE ZONING, PARKS AND PLANNING COMMITTEE MEETING
September 4, 1985
9:30 a.m. - 3:20 p.m.
Meeting called to order by Chairman George at 9:30 a.m. in the County
Board Room, Courthouse, Hudson. All members present.
Minutes of the August 7 and 26 meeting approved.
OLD BUSINESS. Zoning Budget net amount $44,101.43 plus income of $43,500.00,
a total of $87,601.43. Motion by Supervisor R. Peterson to approve the
Budget request. Seconded by Supervisor Dorsey. Motion carried.
Water Testing, revenue only.
Troy Park budget is $7,557.75 plus revenues. Motion by Supervisor R.
Peterson to approve the budget. Seconded by Supervisor Kelly. Motion
carried.
Zoning Office Building budget. Motion by Supervisor R. Peterson to remove
the $400.00 maintenance and $100.00 from chairs for a total budget of
$2,100.)00. Seconded by Supervisor Dorsey. Motion carried.
Lake Mallalieu budget of $7,500.00. Motion by Supervisor Dorsey to approve
the Lake Mallalieu budget. Seconded by Supervisor Best. Motion carried.
Joe Grant presented the County Parks budget of $52,388.00 plus revenues.
Discussion on full time / part time position. Debra Kathan explained the
part time employee and unemployment compensation. She recommended that
the position be a permanent part time position.
Jim Steel explained the unemployment compensation for the county.
Motion by Supervisor Dorsey to approve the Glen Hills Park budget. Second-
ed by Supervisor Best. Motion carried.
Joe presented the Parks outlay budget of $9,400.00. Motion by Supervisor
R. Peterson to cut the used tractor of $3,000.00 from the budget and add
$1,800.00 for chip seal of the boat landing road for a total budget of
$8,200.00. Seconded by Supervisor Best. Motion carried.
Motion by Supervisor Kelly to approve a budget for Pine Lake of $2,450.00
for maintenance. This will reduce the Glen Hills Park budget to $52,388.00.
Seconded by Supervisor R. Peterson. Motion carried.
Steve Johnson, M.W.B.A.C. talked to the committee on K.J.J.O. radio tower
in the town of Somerset. A resolution will be coming from the M.W.B.A.C.
on future towers.
Dick Thompson presented the Tax Roll Supply Budget of $10,400.00. Motion
by Supervisor R. Peterson to approve the budget. Seconded by Supervisor
Dorsey. Motion carried.
Real Tax Lister budget of $36,772.10. Motion by Supervisor Best to approve
the budget. Seconded by Supervisor Kelly. Motion carried.
Meeting recessed for Public Hearings.
Chairman George called the hearing to order. Zoning Administrator read
notice of the hearing as published in the county and local newspapers.
Mrs. Jan Caruth requested to sub-divide a lot that would not meet the
22 to 1 ratio. Mr. R. Frietag presented the request of Mrs. Caruth ex-
plaining the reason for the lot ratio. Town Board has no objections.
Motion by Supervisor R. Peterson to approve the request. Seconded by
Supervisor Best. Motion carried.
Zoning Administrator read notice of hearing for Donald and Carolyn Johnson
to sub-divide a lot in the St. Croix Riverway District. Mr. Sam Cari
presented the request of the Johnsons explaining the reason for the sub-
division. Zoning Administrator read letter from D.N.R. having no objections
as long as the setbacks and net project area are met.
