This letter confirms zoning approval according to the plans you have submitted for a
Real Propr !r} manure storage facility at the location referenced above. Staff finds that the proposed
715-350.1077 project meets the spirit and intent of the St. Croix County Zoning Ordinance and Animal
Waste Management Ordinance with the following findings:

?15-386-4675 1. An animal waste storage facility is subject to the Animal Waste Management
Ordinance and Zoning requirements.
2. An animal waste storage facility is allowed with a land use permit in the Ag.
Residential District pursuant to Section 130 (85) 9.(a) of the St. Croix County
Animal Waste Management Ordinance.
3. The proposed storage facility meets the required setbacks pursuant to section
17.12 (14) (b) of the St. Croix County Zoning Ordinance.
4. The applicant submitted a manure storage facility plan that includes; operation
and maintenance plans, construction inspection plans, maps, soil tests, waste
calculations and equipment specifications.
5. The proposed manure storage facility is not located in a floodplain or shoreland
area.
6. The St. Croix County Land and Water Conservation Department has reviewed
the above information listed under #4 and recommends conditional approval of
the land use permit.
Based on these findings, approval of the land use permit is subject to the following
conditions:
1. The applicant shall provide to the county within 60 days a red lined as-built
certification of the completed project certified by the project engineer.
2. The applicant shall submit annually to the LWCD a certified updated nutrient
management plan. The first plan shall be submitted by March 1, 2011.
3. The applicant shall notify the LWCD prior to construction of the structure so the
LWCD can make periodic site inspections.

specified does not meet standard 634 for chopper pumps. Standard 634 also requires a vent pipe to be
placed within 4 feet of any knife valves. The applicant's engineer shall submit to the county a plan set
addendurn correcting these items prior to construction activities
This approval does not allow for any additional construction, structures or structural changes, grading,
filling, or clearing of vegetation beyond the limits of this request. Your information will remain on file in the
St. Croix County Planning and Zoning Department. It is your responsibility to ensure compliance with any
other local, state, or federal rules or regulations, including obtaining a building permit from the Town of
Hammond.

Subject: Progressive Dairy
This letter is a written response to an e-mail we received from Laurel Qualley, dated
June 16, 2010. The items noted in the e-mail are as follows and have been
incorporated into the plans and specifications we are submitting at this time for final
review and acceptance.
Item 1: The manure transfer piping from the chopper pump to the existing
manure pit, as well as to the truck loading station, has been
relabeled as 8" D-1785, Sch 80 pvc. (See plan sheets C1.1 & C2.3)
Item 2: AT 4'-0" from the reception tank a 4" Sch 40 pvc vent pipe has
been added in the 24" gravity flow manure pipe. Also, a 4" Sch 40
pvc vent has been added in the 24" gravity flow manure pipe at 4'-
0" north of the 4'x 4' precast inlet box. (See plan sheet C2.3)
At this time, no changes have been made to the project manual. A full set of stamped
and signed plans are included for your review.
