Planning This letter confirms zoning approval according to the plans you have submitted to the

Planning and Zoning Department to co-locate T-Mobile equipment at an existing wireless
Real P rry communication tower located on the property listed above, owned by Thomas Weber in the
715 -4677 Town of Glenwood. Staff finds that the project meets the tower provisions in Sections
R ling 17.85(2) and 17.87 (2) and (4) (a) (c) of the St. Croix County Zoning Ordinance based on the

-386-4675 following findings:
1. Approval of this land use permit includes the addition of new T- Mobile antennas at
150 and 260 feet to an existing 290 foot tower owned by American Tower.
2. The proposed T-Mobile antennas meet the required setbacks and height requirements
in the Ag-Residential District.
3. The existing tower has the capacity to structurally support the proposed T -Mobile
antennas as certified by a registered professional engineer for American Tower
Engineering Services in a report dated March 23, 2009.
4. The proposed T-Mobile antennas meet, mechanical, structural, and electrical
standards as indicated in the codes and standards section of the cover page of the T-
Mobile specification sheets dated March 31, 2009 and submitted as part of this
permit application.
5. The proposed T-Mobile facilities will provide cellular services that will not interfere
with other existing facilities as certified by Alan Roberts, Radio Frequency Engineer
for T-Mobile, in a letter dated April 30, 2009.
6. Co-location is a permitted use with a land use permit.
7. The lease agreement between Thomas Weber and American Tower states that

American Tower will remove the tower at the end of the lease.

This permit has been issued to the applicant T-Mobile with the following conditions, which
are the responsibility of T-Mobile, or agents acting on its behalf:

1. The applicant shall have one (1) year from the issuance of this land use permit to
complete construction. If the permit expires, the applicant will be required to secure, a
new land use pI.F ermit.

2. The applicant shall notify the Zoning Administrator of any change in name or
ownership of the approved facilities and provide new contact information for the
purpose of keeping the file updated.
3. Any minor change (or addition) in the project shall require prior review and approval
by the Zoning Administrator. Any major change and/or addition to the originally
approved plans will require the submittal of a new land use permit application.
4. Within 12 months of cessation of operation or use of the wireless facilities, all
unused antennas and equipment shall be removed at the applicant's expense. After
the facilities are removed, the site shall be restored to its original condition or an
improved condition.
This approval does not allow for any structures (temporary or permanent), activities,
or development beyond the limits of this request. Your information will remain on file in
the St. Croix County Planning and Zoning Department. Please contact the Town of
Glenwood to obtain the necessary building permits for the proposed construction. It is your
responsibility to ensure compliance with any other local, state, or federal rules or
regulations.

Re: Letter Detailing Non-interference
Dear Planning Staff,
I have been asked to detail the frequencies, power, and possibilities of interference at our
proposed site co-location on the American Tower site at 300th Street in Glenwood, WI.
The frequencies used by our equipment will be restricted to the bands as follows:
Transmit : PCS B block (1950 to 1964), PCS C4 Block (1980 to 1985), AWS R3-E (2140 to
2145
Receive PCS B block (1870 to 1885), PCS C4 Block (1900 to 1905), AWS R3-E 1740 to
1745)
These bands apportioned to T-Mobile by the FCC are well isolated from other bands used by
public safety communication systems. There have been no incidences of interference with
public safety systems on our existing sites.
Our license from the FCC states that we can not transmit outside of our assigned frequency
blocks. One of the penalties listed is loss of our license. We take interference very seriously,
and in the rare event that any interference occurred, we would work to correct it as quickly as
possible.
Our FCC license also regulates the maximum power T-Mobile can transmit within these
frequency bands, and they are the same for all three licenses.
