RE: Special Exception Permit Request for a Bed and Breakfast
Dear Ms. Huff and Ms. Giles:
Thank you for submitting your special exception application to the Zoning Office. Tre narrative indicates
that you are requesting a special exception use permit to establish a bed and breakfast in your residence
in the Town of Glenwood.
The following observations have been made regarding the special exception application submitted for
consideration by the St. Croix County Board of Adjustment. Please respond to the following
observations, as it will assist the staff and board members to fully understand the scope of this project.
• Upon review of your application, staff discovered that a significant portion of your property
and your residence is subject to floodplain zoning. Specifically, your residence is shown in
the floodway of the earthen structure #5 (See attachment #1). The County's Official
Floodplain zoning map for this structure (#5) is referenced to a Flood Plain Management
Study dated April 1984. The St. Croix County Board of Adjustment can't approve any new
use (Bed and Breakfast) on your property that is not allowed in floodway. You must show
that the residence is out of the floodway by providing elevation data of the floodplain with the
dam in place and elevations of your residence. You can contact a registered surveyor in the
State of Wisconsin to establish the floodplain elevations and provide elevations at the four
corners of your residence. I have included a list of surveyors for your reference. These
elevations are required to determine if we can proceed with our review of the project.
• Please have the surveyor supply the elevations using the St. Croix Coordinate System
that is related to the North American Datum (NAD) 83(91).
• There is a benchmark on the earthen dam that may be of assistance. Your surveyor
should contact Robert Heise with the Land and Water Conservation Department to obtain
that information.
• If the surveyor finds that the structure is located out of the floodplain, then you may
benefit by reducing or eliminating the floodplain insurance required on your structure.
If the structure is found to be above the floodway elevations you can continue with the permitting process.
Other comments relating to your request:
• The County would have the same floodplain concerns with any future plans and use of
structure beyond that which currently exists.
• In addition, to the floodplain concerns, using a "Cranetown Store" to sell crafts,
homemade items, or as a reception hall, would require a change in zoning. Those uses
would require commercial zoning. An ordinance amendment (rezoning) would be
necessary for this use. If rezoning were successful, a special exception permit would be
required for the commercial use.
• The future plans for the sleigh and buggy rides would require a special exception for a
limited commercial recreational activities per Section 17.15 (6) m. of the St. Croix County
Zoning Ordinance if the rides would be offered to the general public. I would
recommend that you add this special exception request to your application if you intend
to serve the public and the floodplain concerns are resolved.
• The plan indicates that the small chapel onsite would be used for small intimate
ceremonies. Please clarify whether this would be available for the B and B guests or the
general public.
This application will not be placed on a Board of Adjustment agenda until the application is found
complete, and the above issues addressed. The deadline for a complete application is the "15th of each
month. Please note that you are required to schedule an appointment with staff to review the application
prior to submittal.

Please make note of the following:
Special exception use permits are granted at the discretion of the Board of Adjustment. They are made available to
validate uses which, while not approved within the zoning district in question, are deemed to be compatible with approved
uses and/or not found to be hazardous, harmful, offensive or otherwise adverse to other uses. Special exceptions are
subject to conditions, compatibility with surrounding land uses and compliance with the St. Croix Zoning Ordinance.
At the public hearing, the applicant may appear in person or through an agent or an attorney of his/her choice. The
applicant/agent/attorney may present testimony, evidence and arguments in support of his/her application. The fact that
an application for a permit has been filed does not automatically mean that a permit is granted. The fee assessed for this
application is non-refundable. All site plans, pictures, etc. become the property of the Zoning Department and will remain
in the file.

The board for the Town of Glenwood met, April 8, 2003 and discussed the Mary Huff and
Kathy Giles request to develop the property at 3048 County Road G, Glenwood City, WI
into a Bed and Breakfast business. The board voted unanimously to allow the Bed and
Breakfast development pending a decision by the County Board.

USE OF PROP UM
WE PLAN ON USING THE PROPERTY FOR A BED AND BREAKFAST. WE FEEL THAT WITH THE
SETTING AND THE BUILDINGS WE HAVE AVAILABLE THIS WOULD MAKE A VERY NICE PLACE
FOR GUESTS. ALSO THERE IS A NEED FOR LODGING IN OUR AREA FOR WEDDINGS, HOLIDAY
VISITORS AND REUNIONS.
PLANS FOR THE BED & BREAKFAST
1. THE MAIN HOUSE HAS THREE BEDROOMS UPSTAIRS AND TWO BATHS.
WE HAVE A LIVING ROOM, FORMAL DINING ROOM, EAT-IN KITCHEN, SITTING ROOM, HALF BATH.
LARGE FRONT PORCH FOR THE GUESTS. WE ALSO HAVE OUR OWN LIVING ROOM, BEDROOM
AND BATH ALL ON THE MAIL LEVEL. THE MAIN HOUSE IS ALSO ON CITY SEWER AND WATER.
2. THE LOG CABIN, WHICH WILL BE CONSIDERED UNDER A "TOURIST ROOMING HOUSE", HAS A
LARGE ROOM ON MAIN FLOOR WHICH WILL HAVE A BEDROOM AREA AND LIVING ROOM AREA.
THE UPSTAIRS WILL HAVE A FULL AND TWO TWIN BEDS WHICH COULD BE MADE INTO ONE KING
SIZE BED. THIS BUILDING DOES NOT HAVE A BATH AS OF YET AND WILL HAVE TO SHARE THE
BATHS IN THE MAIN HOUSE OR THE BATH HOUSE NEAR THE POOL. OUR PLANS ARE TO PUT A
FIREPLACE IN THE LOG CABIN, FURNACE AND BATHROOM IN THE FUTURE. THESE GUESTS WILL
BE INVITED INTO THE MAIN HOUSE FOR BREAKFAST IF THEY SO DESIRE.
3. THE CRANETOWN STORE IS NOT BEING USED AT THIS TIME BUT IN THE FUTURE WOULD LIKE
TO USE FOR INDIVIDUALS TO SELL CRAFTS AND HOMEMADE ITEMS. ANOTHER ALTERNATE
IDEA FOR THE STORE WOULD BE TO HAVE RECEPTIONS THERE CATERED FROM LOCAL
COMPANIES.
4. WE ALSO HAVE A VERY SMALL CHURCH ON THE PROPERTY AND WOULD LIKE TO MAKE THAT
AVAILABLE TO ANYONE THAT MIGHT WANT A SMALL INTIMATE CEREMONY BY THERE OWN
MINISTRY.
5. WE HAVE AN INGROUND POOL AND BATH HOUSE WITH SAUNA. THE BATH HOUSE WILL BE
REMODELED IN THE NEXT YEAR. THESE WILL BE MAINLY FOR PRIVATE USE BUT UNDERSTAND
THAT IF TO BE USED FOR GUESTS WILL HAVE TO GO THROUGH SPECIAL PERMITTING AND
INSPECTIONS.
6. THE SNOWMOBILE TRAILS GO THROUGH OUR PROPERTY AND FEEL THIS WOULD MAKE IT
CONVENIENT FOR ANYONE WHO SNOWMOBILES TO STAY AT OUR B & B.
IN THE FUTURE WE WOULD LIKE TO MAKE AVAILABLE SLEIGH/BUGGY RIDES. WE HAVE HORSES
AND THEY WILL BE TRAINED TO DRIVE SLEIGHS AND BUGGIES IN THE FUTURE.
