Re: Revisions to Emerald Dairy Construction Plan
As Mike Tiry had discussed with you over the phone this past week, Emerald Dairy has
decided to install a HDPE liner that meets the NRCS 313 Code instead of the Compacted
Clay Liner as previously designed. I have enclosed three drawings, which describe the
changes. I have not included any details regarding the actual HDPE liner installation. The
liner is to be installed by a professional liner installation crew direct from the HDPE factory.
These installers are trained and certified by the HDPE manufacturer. They will ensure that
the liner materials and installation workmanship exceeds the minimum requirements as
described in the WI Construction Specification #202 and provide certification to that effect.
We have specified additional requirements above those indicated in the NRCS 313 Code as
described in these details. These additional requirements include a 4" lift of compacted clay
material under the HDPE liner that shall serve as a secondary containment system and
leakage collection system for the storage facility. The pond bottom has been overexcavated
in a sloping V shape. This shape promotes flow of any leakage to a 4" collection tile. This
overexcavated V bottom shall be filled with drainfill sand to provide a flat surface for the
HDPE pond bottom. The sand helps to convey any leakage to the tile. The the changes into
schedule 40 PVC prior to leaving the clay secondary containment envelope. The PVC then
connects into a 12" diam. sampling riser. The purpose of this riser is for monitoring and
removal of leakage if needed. If leakage is ever evident in the riser, a sump pump shall be
installed to pump the leakage back into the pond.
The HDPE pond has one sump / agitation ramp. The pond has a 60-inch diameter wet well
for emptying. A HDPE cover that is welded to the HDPE pond liner will cover the pond. By
welding the cover to the sides, the storage pond becomes a closed envelope. The gasses
produced by the anaerobic conditions of the manure will be collected and flared. Any
precipitation, which falls on the cover, shall be pumped off to surface discharge and will not
be combined with the wastes contained in the HDPE storage envelope. The pond will be
agitated by recirculation only and not by typical prop type agitation systems. The HDPE
cover will have covered ports as openings. There will be one at the concrete ramp that will
typically be closed using a zipper type system to seal the flap to the main cover. There will
be several ports in the outside edges of the cover. These ports will also typically remain
coo 0
closed. The ports have removable covers. These ports will be available for agitation by
means of above ground recirculation piping at the time the pond is emptied. The material for
recirculation will be drawn from the 60-inch diameter pumpout riser.
A perched water table interceptor line has already been installed. The perched water table
was present during installation of this line as it was during the initial soil investigations.
Upon excavating a trench for the 5" perforated tile and backfilling the trench with porous
drainfill material, the confining soil layer causing the perched layer was obliterated and thus
the draintile never received water from the perched layer. The tile was installed
appre)dmately 2 feet below the lowest perched layer. The tile was extended beyond the pond
berm and an observation riser installed. If the riser ever shows signs of water from the tile
system, the riser will either be tiled to a surface outlet at an elevation below elevation 59.0 or
a submersible sump pump will be installed to pump the water to the surface.
