715-386-4674 This letter confirms zoning approval according to plans submitted by the applicant on
September 29, 2008 for the following activities that require a land use permit:
Real Property
715-396-4677 Construction of an accessory structure to provide standing stalls for 14 horses outside
of the slope preservation zone and greater than 40 feet from the bluffline in the
Recycling Riverway Rural Residential overlay district pursuant to Sections 17.36.F.2.a.9,
75-386-4675 17.36.G.5.c.2)a) and 17.36.H.1 & 3.
The site for the proposed 960 sq. ft. horse stable and tack room will be greater than 200
feet from the St. Croix River OHWM and approximately 62 feet from the bluffline
overlooking the river.
Staff finds that the proposed activity meets the spirit and intent of the St. Croix County
Zoning Ordinance and Riverway District with the following findings:
1. The property consists of 30 acres, is zoned Ag/Residential, and is located in the
Rural Residential Management Zone of the Lower St. Croix Riverway District;
2. The Wisconsin Department of Natural Resources has been sent a copy of the
application and concurs that a land use permit may be issued with condition that
the structure meets the standards in 17.36.G.5.c.2)a);
3. The St. Croix County Land and Water Conservation Department has reviewed the
plans and has no objection to this request as long as filling and grading is held to
a minimum and runoff from the roof is directed away from the bluffline and
towards the closed depression to the northeast, as described by David Simpson
and as current conditions allow.
4. Construction of an accessory structure is allowed with a land use permit in the
Lower St. Croix Riverway District pursuant to Section 17.36.F.2.a.2) of the St.
Croix County Zoning Ordinance;
5. The finished accessory structure shall be no taller than 20 feet in height
pursuant to Section 17.36 G.4.a.3) of the St. Croix County Zoning Ordinance;
6. With the conditions stipulated above, this project will meet the spirit and intent of
the Lower St. Croix Riverway District since it will not degrade the scenic,
recreational, or natural values of the St. Croix River Valley, and will not negatively
affect the public health, safety and welfare of County residents.
This approval is for construction of a 14-stall horse stable, as indicated in the plans
submitted and=as provided in the following conditions:

1. Prior to commencing construction, the applicant shall obtain final plan approval from the Town
of Troy and a building permit for the structure.
2. All siding, shingles, trim, and other appurtenances of the structure, including the roof, shall be
earth tone in color and of a non-reflective nature (except for windows) so as not to be visually
conspicuous from the St. Croix River pursuant to Sections 17.36 G.5.c.2)a) and 17.36 H.1 of the
Ordinance.
3. Upon completing the site work outlined as part of this land use permit application, the applicants
shall submit to the Zoning Administrator photos of the horse stable as viewed from all angles.
4. All activities approved as part of this land use permit shall commence within one year from the
date of approval and be substantially completed within two years, after which time the permit
expires pursuant to Section 17.36 J.7 of the Ordinance. Prior to expiration, the applicant may
request extensions of up to six months from the Zoning Administrator. The total time granted for
exte°sions shall not exceed one year.
5. tF ' re to comply with the conditions above may result in the revocation of this permit pursuant
Section 17.36 J.8.b of the Ordinance.
This approval does not allow for any additional construction, grading, filling, or clearing of
vegetation beyond the limits of this request. Any remaining site work above and beyond what is
identified as part of this land use permit application shall be subject to the review and approval of
the Zoning Administrator.
Your information will remain on file in the St. Croix County Planning and Zoning Department. It is your
responsibility to ensure compliance with any other local, state, or federal rules or regulations, including but
not limited to obtaining a town building permit, County sanitary permit, and any permits that may be
required by the Wisconsin Department of Natural Resources.

Pam,
The LWCD has reviewed the YMCA camp LUP application to construct a horse stable in the river way district.
The LWCD has no objection to this request as long as filling and grading is held to a minimum and storm water is
directed away from the bluffline and towards the closed depression to the northeast. As described by David
Simpson and as current conditions allow.
