Hudson, WI 54016 Subject: Remodeling project in the Lower St. Croix River Valley District Dear Mr. Rudd: I have reviewed the architectural plans that Bruce Lenzen Homes submitted for your remodeling project. The architectural plans as submitted are found to be in compliance with the provisions of the St. Croix County Zoning Ordinance and the Lower St. Croix River Valley District. Staff understands that the project will not increase the visibility of the existing structure as seen from the river. Photos of the site that were taken by Mr. Lenzen this past summer (2001) reveal that the structure is difficult to see from the river with leaf on conditions. All of the remodeling will remain within the footprint and will not encroach closer to any dimensional setback (e.g. expanding the footprint of the structure). Staff finds that the remodeling proposal meets the spirit and intent of the St. Croix County Zoning Ordinance (Lower St. Croix Riverway Ordinance) for the following reasons: 1. The remodeling will not increase the visibility (nonconformity) of the dwelling as viewed from the river. 2. Bruce Lenzen Homes designed the remodeling plans. 3. The dwelling was constructed prior to the enactment of the Lower St. Croix Riverway Ordinance (1974). 4. On October 26, 1982 the St. County Board of Adjustment granted an after-the-fact approval on the setback from normal high water mark on the St Croix River for a garage addition. 5. The approval of this project will not effect the public health, safety and welfare of the residents of St Croix County. 6. Single family residences are a permitted use in the Lower St Croix River Way District 7. The applicant has submitted a survey completed by Louie Filkins, registered land surveyor showing the Ordinary High Water Mark, floodplain boundary, and 12 % slopes (bluffline). 8. On November 26, 2001, the Zoning Office issued a sanitary permit (permit # 399586) to replace the existing private onsite wastewater treatment system (POWTS). 9. The windows are made with low E glass to minimize glare. 10. The structure's exterior consists of cedar siding and roof will consists of cedar shakes; both the siding and the roofing will blend the structure into the natural surroundings. If the scope of the project changes, please contact the Zoning Office immediately so we can assess the project to ascertain if additional zoning approvals are necessary. The applicant shall contact the Zoning Office before commencing site preparation and when the project is completed. This document is to serve as approval for the remodeling project as submitted. Please contact Dwight Farnham, Deputy Zoning Administrator, Town of St. Joseph, to obtain the necessary building permits for the remodeling project. Excavation of a hill in order to make a larger pad for a parking area. Erosion problems have already begun due to the bank not being stablized. b. Trees and brush removed and bull-dozed into an area which floods during highwater. Article 3.12 D3(c3) 2. a. Construction of a road beyond the bluffline within the St. Croix Riverway District. b. Mr. Medin has installed a culvert. The way the culvert has been installed will cause additional erosion problems during a rainstorm. Runoff comes from a considerable area and with the culvert size and location a very serious sedimentation and erosion problem could occur. It is my recommendation that the area be put back into its original state and have the banks sodded and seeded along with shrubbery to hold the bank from any further erosion problems.
